To achieve these results, the Farmers' Associations at all levels in the ethnic minority and mountainous areas have actively advised local Party committees and authorities; strengthened coordination with departments, branches, and units to support Farmers' Association members (FAMs) to borrow capital to create jobs, develop the economy , and start businesses. At the same time, they have conveyed policies, preferential loan programs, provided documents, legal procedures, and guided FAMs in preparing loan applications. Currently, along with organizing training courses on science and technology transfer, vocational training, and job referrals for FAMs, the Associations at all levels have implemented credit guarantees and entrustment with banks for 65,032 households to borrow capital with outstanding loans of VND 6,414 billion; coordinated with enterprises to supply thousands of tons of fertilizers in the form of deferred payment for farmers to invest in production.
From the fund to support farmers at all levels, hundreds of farmers have been supported with loans to invest in production development. Through organizing activities, programs, projects, and models, it has created conditions for HVND to change their thinking and working methods, boldly invest, actively work in production, and improve labor productivity...
With the support and companionship of farmers' associations at all levels, the movement of farmers competing in good production and business, uniting to help each other get rich and sustainably reduce poverty in mountainous areas continues to develop in both quantity and quality, spreading to all fields of agricultural, forestry, fishery and service production, arousing the initiative and creativity of farmers in mountainous ethnic minority areas to participate in economic restructuring, crop and livestock restructuring, land accumulation and concentration, and application of science and technology in production. Currently, there are more than 34,000 households in ethnic minority and mountainous areas achieving the title of good production and business at all levels, many of which have started up and established enterprises, creating jobs on the spot for thousands of workers with regular and seasonal jobs; providing capital, seeds, animals and production experience for households in difficult circumstances to stabilize their lives and escape poverty.
A typical example is the family of Mr. Le Huu Duong in Van Thanh village, Cat Van commune (Nhu Xuan). Born and raised in a farming family, a few fields and cassava hills still could not help Mr. Duong's family escape poverty. Realizing the potential of the land, plus the cool climate, with potential for crop and livestock development, in 2018, Mr. Duong boldly borrowed capital to invest in building a pig farm. With diligence and hard work, he researched and learned from the experience of raising pigs on hills in the district, accumulated experience and applied it in practice to invest in raising pigs on hills. At one point, the family's total herd of pigs reached 150. Mr. Duong gradually expanded the scale and developed the family economy in the direction of building a comprehensive farm including raising pigs on hills, free-range chickens, digging ponds for fish, planting acacia trees... Each year, his family sells 200 pigs on the market, with the selling price of live pigs at 120,000 VND/kg; After deducting expenses, his family earns over 200 million VND/year. In addition, he also raises fish and poultry of all kinds to serve the family's needs.
Replicating effective economic development models is also a step that Thuong Xuan mountainous district is interested in. In Tho Thanh commune, taking advantage of fertile land, the commune's farmers' association has encouraged and supported people to build new production models, such as: raising free-range chickens, raising high-quality beef cattle, raising fish in cages, growing fruit trees... In particular, the high-tech Kim Hoang Hau melon production model has changed the production mindset of the people here.
Ms. Hoang Thi Lai, who boldly pioneered in investing in building the model, shared: “Initially, the family received support from Lam Son Sugarcane Joint Stock Company for seedlings, guidance on planting techniques, care, and product consumption. On an area of 2,000m2, the family built a greenhouse to limit the attack of pests and diseases, not having to use pesticides and chemicals, creating safe products. The family invested in a drip irrigation system using Israeli technology to save water. Currently, the average yield is 4.5 - 5 tons/crop, with an income of about more than 300 million VND/year.”
Mr. Nguyen Huu Dong, Vice Chairman of the Provincial Farmers' Association, said: “In recent years, the Ethnic Minority and Rural Area Association of Thanh Hoa province has made constant efforts, overcome difficulties to rise up in labor production, actively responded to movements and campaigns launched by the Central Government, the province, and the association, from which many typical examples of farmers have emerged. Activities to commend, honor, and replicate typical models in the Ethnic Minority and Rural Area Association have encouraged and motivated the Ethnic Minority and Rural Area Association to be active in labor production, to escape poverty, and to enrich themselves legitimately. Many households have been certified as good production and business households at the Central level; cooperatives have been established with products recognized as 3-star OCOP; many individual farmers have been awarded Certificates of Merit by the Chairman of the Central Association for their outstanding achievements in the emulation movement of farmers in production and business”.
