As for the Co To - Dao Tran marine reserve, according to the planning, the total area is over 18,400ha, including a conservation area of over 13,230ha and a buffer zone of over 5,184ha. This is a sea area with great potential with high biodiversity and abundant resources. However, currently, marine resources are tending to decline, the conservation of specific marine ecosystems and rare and precious marine species plays an important role in socio -economic development, science, entertainment and tourism. Therefore, the establishment of the Co To - Dao Tran marine reserve contributes to assessing the current status of marine biological resources, the exploitation and management of aquatic resources in order to propose and develop management solutions; contributing to the protection and development of ecological diversity and long-term aquatic resources.
Currently, the Department of Agriculture and Environment, the unit developing the Co To - Dao Tran marine protected area project, has submitted a tentative investment plan for the Co To - Dao Tran marine protected area divided into two phases 2023 - 2024 and 2025 - 2027 and submitted a livelihood plan for individuals and organizations exploiting and raising aquatic products. These contents are continuing to be clarified, edited, and supplemented so that they can soon be submitted to the Ministry of Agriculture and Environment and approved by the Provincial People's Committee.
Regarding the Bai Tu Long Bay Marine Protected Area project, the Bai Tu Long Bay Management Board has also submitted a document on the approval of the Outline and budget for the task of "Investigation, assessment, proposal to expand the marine component area and propose to the competent authority to recognize Bai Tu Long as a national marine protected area". Accordingly, the necessity to establish this marine protected area is that Bai Tu Long National Park has a total natural area of 15,783 hectares, of which the area of the floating island is 6,125 hectares and the remaining 9,658 hectares is the sea surface area. In particular, the majority of the sea area is being managed and protected but has not been specifically surveyed and measured and is not yet in the marine protected area system, and has not been assigned the sea area by the competent authority, so it is not convenient for unified management, research and development of marine resources. The establishment of Bai Tu Long Bay marine reserve is also a task within the Government 's policy of approving the Project to expand and establish new marine reserves, aquatic resources protection areas, and restore marine ecosystems by 2030.
Mr. Pham Ngoc Vinh, Director of Bai Tu Long National Park Management Board said: We report to the province to build and implement the Bai Tu Long Bay marine reserve project from now until 2027. The items and tasks in the project will focus on collecting information, documents, materials, and data related to natural conditions, environment, ecosystems, biodiversity, socio-economics, aquaculture and exploitation; survey and assess the current status of seawater environment quality; investigate and assess the current status of biodiversity and marine ecosystems; investigate and assess the current socio-economic and fishing status (specifically the structure of occupations, income, number of fishing boats, number of aquaculture cages). The workshop will collect opinions from relevant agencies and the community; analyze and assess the current status, effectiveness of management work, and factors affecting the marine reserve; Determine the geographical location, boundaries and area of the marine reserve; boundaries, areas of functional sub-zones and buffer zones of the marine reserve; develop a dossier on the task of establishing the Bai Tu Long marine reserve to submit to competent authorities for consideration and approval and be recognized as a national marine reserve by competent authorities.
It can be seen that marine protected areas are a type of nature reserve, with boundaries established on the sea, islands, archipelagos, and coastal areas to protect marine biodiversity, ensure the sustainability of marine areas and marine economic sectors based on natural resources. Marine protected areas are also considered an effective management tool in the management of the sea and marine resources, towards sustainable marine economic development, including fishing activities in accordance with regulations, avoiding IUU fishing recommendations. Therefore, the progress of implementing marine protected areas in Quang Ninh now needs to be accelerated and made more effective.
