That was the request of comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee at the conference to summarize the work in 2023, deploy the plan for 2024 in conjunction with the preliminary review of the 2021-2023 period of the Department of Agriculture and Rural Development held on the morning of January 12.
The Agriculture and Rural Development sector implements the 2023 Plan in conditions with mixed advantages and difficulties, challenges, especially the complicated developments of crop and livestock diseases, but the sector still maintains growth momentum and comprehensive development. The total value of agricultural, forestry and fishery production in 2023 (at 2010 comparative prices) is estimated at 10,077.5 billion VND, an increase of 3% compared to 2022, reaching 150% of the plan. The production value per hectare of cultivated land is estimated at 155 million VND, exceeding the plan by 2 million VND, an increase of 4.9 million VND compared to 2022.

Regarding cultivation, both rice crops had good harvests and prices, and the area of high-quality rice produced in an organic manner continued to expand. Many concentrated fruit tree areas have been formed, applying water-saving irrigation technology in difficult mountainous areas such as Tam Diep city and Nho Quan district. The area of high-tech vegetable and flower production has also increased. New crop models (growing black grapes and Japanese lotus) combined with experiential tourism services promise to bring great added value.
Although the livestock industry is most affected by market fluctuations and the epidemic situation, thanks to the flexible transition to developing large livestock herds and specialties such as goats, deer, elk, hill chickens, etc. to serve tourism as well as minimizing the impact of high feed prices, it has maintained its growth momentum. The aquaculture sector continues to have strong changes in the direction of increasing the application of science and technology in production, shifting from extensive to intensive and super-intensive farming, focusing on specialty aquatic and seafood products, endemic, and newly raised animals. The total aquatic product output of the province is estimated at 69,900 tons, with a production value of VND 2,228.2 billion, an increase of 5.2% compared to 2022.
Forest care, management and protection have been paid attention to and well implemented, creating a basis and premise for tourism development. Regarding the results of new rural construction, up to now, 8/8 districts and cities have met the standards/completed the task of building new rural areas; 119/119 communes have met the new rural standards; 68/119 communes have met the advanced/model new rural standards and over 542 villages (hamlets, villages) have been recognized as meeting the standards of model new rural residential areas; the dossier requesting recognition of Yen Khanh district as meeting the advanced new rural standards has been submitted to the Central Appraisal Council for consideration. The One Commune One Product (OCOP) program continues to be widely spread and strongly developed.
During the year, 82 more products met OCOP standards, exceeding the plan by 33 products. By the end of 2023, the whole province had 183 products meeting OCOP standards, of which 70 products reached 4-star rating and 113 products reached 3-star rating. In 2024, the top priority in directing production of the agricultural sector is to protect the ecological environment, protect the health of producers, and be responsible to consumers and tourists coming to Ninh Binh.
Developing agricultural economy based on the advantages of each ecological sub-region with key products, unique specialties and following the direction of circular, organic agriculture, applying high technology, advanced production forms. Building new rural areas associated with preserving and promoting rural values and identities. Strive to achieve a growth rate of 2.5% or more; production value per hectare of cultivated land reaching 160 million VND, 2 districts and cities meeting standards/completing advanced new rural tasks; 20 communes meeting advanced/model new rural areas.

Speaking at the conference, Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, praised the achievements of the provincial Department of Agriculture and Rural Development in 2023. He emphasized: The agricultural sector is facing many challenges in terms of climate change, rising sea levels, and increasing epidemics. While the application of science and technology in production in Ninh Binh is still slow, labor productivity is low, land area is fragmented, and the habit of abusing chemicals in production is still common. Although Ninh Binh's agricultural growth is stable, it is still lower than the national average.
Therefore, if Ninh Binh agriculture wants to develop rapidly, it must choose its own path. That is, combining agricultural development with tourism development; in the process of building a new rural area, it must preserve the local historical and cultural identity; and pay attention to restoring the countryside of the ancient capital Hoa Lu.
The Vice Chairman of the Provincial People's Committee requested the sector to closely follow the leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee to do a good job of advising and effectively implementing all assigned tasks. In particular, striving to make Ninh Binh a new rural province by 2024. In addition, it is necessary to promptly review the planning work to create favorable conditions for attracting investment.
