On the morning of August 5, Working Group No. 1 of the City Party Congress Steering Committee, led by Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi, worked with the Standing Committees of the Party Committees of Lai Thieu and Tan Phuoc wards on preparations and organization of the ward party congresses for the 2025-2030 term.
Localities hope to soon decentralize public investment
Reporting at the meeting, Mr. Nguyen Thanh Tam, Secretary of the Lai Thieu Ward Party Committee, said that the preparation work for the congress was proactively carried out by the ward early, with a plan, and implemented according to regulations and tasks. From a local perspective, Mr. Tam said that the ward is gradually overcoming these difficulties and has plans to improve information technology skills for staff.
Secretary of Tan Phuoc Ward Party Committee - Mr. Duong Ngoc Chau said that the congress documents have been deployed, in which the orientation is to build a smart city, a modern logistics center, promote seaport industry, logistics, trade and services.
The political report of Tan Phuoc ward identifies four development perspectives, four key tasks and three breakthroughs in the 2025 - 2030 term. Of which, the four key tasks are: restructuring the economy towards efficiency, improving competitiveness, ensuring sustainable development; promoting administrative reform, implementing digital transformation...
Tan Phuoc Ward also focuses on developing social housing and workers' housing in sync with the planning of new urban areas and industrial parks, ensuring green, convenient living conditions, close to the workplace. Continue to streamline the organization and apparatus of the political system in conjunction with improving operational efficiency, ensuring flexibility, effectiveness, efficiency, building and rectifying the Party and a clean and strong political system.
Regarding the three breakthroughs, the ward proactively coordinates to implement the tasks of developing the Free Trade Zone associated with the seaport in Cai Mep Ha area in the spirit of Resolution 24; promotes the effectiveness of direction, operation and state management in the field of digital transformation in the direction of Resolution 57; focuses on improving the investment and business environment, creating favorable conditions for private economic development according to the policy in Resolution 68...; pays attention to implementing the contents according to the planning at Phu My Industrial Park.
Making recommendations, the localities hope that the Ho Chi Minh City People's Committee will soon decentralize public investment, first with group C projects so that wards can proactively implement them because they are completely feasible; at the same time, allocate capital for a number of key projects in the area.

Concluding the meeting, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi highly appreciated the efforts of the two localities in preparing for the organization of the ward-level Party Congress; despite having to reorganize administrative units and ensure the smooth operation of the two-level local government model at the same time over the past month.
With the congress document, Mr. Nguyen Thanh Nghi requested to stick closely to reality, demonstrate the aspiration to rise up, on the basis of exploiting new development space, making the most of each locality's resources, and the specific characteristics of the area to determine breakthroughs.
"Breakthrough to exploit the potential and advantages of the two wards. In which, we must closely follow the planning" - Mr. Nguyen Thanh Nghi noted.
Mr. Nguyen Thanh Nghi requested that localities need to present political reports in a concise, succinct, condensed, highly generalized manner, without duplication. Furthermore, localities need to deeply evaluate the results of implementing the policies of the Central and City Party Committees; the process of streamlining the organizational apparatus, the public investment sector after merging localities; Party building work, the process of socio-economic development, social security policies, national security and defense, etc.
He also requested that localities be frank and honest in clearly stating which projects and works have not been completed; limitations in the process of implementing and performing tasks; and analyzing the causes to find solutions.
He cited the example of Tan Phuoc ward focusing on developing semiconductor chips, attracting investment from science and technology investors based on local advantages. The ward also clearly identified breakthroughs, including building a program to provide maximum support to investors, creating great momentum for the gateway to Ho Chi Minh City; building a free trade zone...
From the specific indicator systems, Mr. Nguyen Thanh Nghi said that the wards will develop tasks and solutions to achieve the set goals.
Noting the increasing urbanization rate in both localities, the Standing Deputy Secretary of the City Party Committee also requested attention to urban order management. Reviewing planning, urban infrastructure, technical and social infrastructure in each locality to gradually improve.
