On the morning of October 14, the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, took place. The Congress was attended by General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, Chairman of the National Assembly Tran Thanh Man , Standing member of the Secretariat Tran Cam Tu, and leaders and former leaders of the Party, State, Government, National Assembly and Ho Chi Minh City through the periods.
At the Congress, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the decisions of the Politburo and the Secretariat on the appointment of the Executive Committee, the Standing Committee, the Standing Committee of the City Party Committee, the Inspection Committee and the Chairman of the Inspection Committee of the City Party Committee; and the decision to appoint delegates of the Ho Chi Minh City Party Committee to attend the 14th National Congress of the Party.

According to the decision, Mr. Tran Luu Quang was appointed as Secretary of the Ho Chi Minh City Party Committee for the first term, 2025-2030. The remaining Deputy Secretaries of the Ho Chi Minh City Party Committee are Mr. Vo Van Minh, Chairman of the Ho Chi Minh City People's Council; Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee; Mr. Nguyen Phuoc Loc, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Mr. Dang Minh Thong; and Ms. Van Thi Bach Tuyet.
Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang (born 1967), hometown in Tay Ninh province, has a Master's degree in Public Management, Mechanical Engineering, and a Bachelor's degree in Political Theory.
From June 1994 to September 2010, Mr. Tran Luu Quang was a specialist at the Department of Planning and Investment, Tay Ninh Industrial Park Infrastructure Development Company. Head of the Department of Planning and Investment of Tay Ninh province; Deputy of the Management Board of Moc Bai Border Gate Economic Zone, Tay Ninh province; Deputy Director of the Department of Planning and Investment of Tay Ninh province. Chairman of the People's Committee of the former Trang Bang district, Tay Ninh province. Secretary of the Party Committee of the former Trang Bang district, Tay Ninh province.
From October 2010 to February 2019, he was an alternate member of the 11th Party Central Committee; Member of the 12th Party Central Committee; Provincial Party Committee member, Secretary of the former Trang Bang District Party Committee, Permanent Vice Chairman of the Tay Ninh Provincial People's Committee; Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Tay Ninh Provincial People's Committee; Provincial Party Committee Secretary; Chairman of the Provincial People's Council; Head of the National Assembly Delegation of Tay Ninh province.
From February 2019 to May 2021, he was a member of the 13th Party Central Committee and Permanent Deputy Secretary of the Ho Chi Minh City Party Committee.
From May 2021 to January 2023, he was Secretary of the Hai Phong City Party Committee.
From January 2023 to August 2024, he will hold the position of Deputy Prime Minister.
From August 2024 to August 25, 2025, he served as Head of the Central Economic Committee before restructuring the apparatus, then as Head of the Central Policy and Strategy Committee.
On August 25, the Ho Chi Minh City Party Committee held a ceremony to announce and present the Politburo's decision on the transfer, assignment, and appointment of Mr. Tran Luu Quang to join the Party Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.
