PC Lai Chau proactively ensures electricity supply to communes and wards after merger

Resolution No. 27/NQ-HDND dated April 28, 2025 of the Provincial People's Council on approving the policy of arranging commune-level administrative units, Lai Chau province has 36 communes and 2 wards. According to the reporter's findings, up to now, the merged communes/wards have been operating stably; however, the demand for electricity to serve the operations of the new headquarters has also increased in quantity and capacity, so ensuring a safe and stable power supply for the new headquarters has been of special concern to PC Lai Chau .

Mr. Quach Van Bien - Deputy Director of Lai Chau Power Company said: Implementing the direction of the Director of Lai Chau Power Company on ensuring stable power supply to serve the 2-level local government operation model, serving events taking place in communes/wards of Lai Chau province, especially the power supply for the Party Congress of communes/wards. Lai Chau Power Company has deployed the following main tasks: Directing specialized departments, Regional Power Management Teams (LRM) to inspect all power lines, substations and the power supply status of Party headquarters, People's Committees at commune/ward level after the merger. Thereby, Lai Chau Power Company has proactively reviewed and re-established the list of priority customers; at the same time, re-established the power supply plan for 2025 to submit to Lai Chau Provincial People's Committee, Department of Industry and Trade of Lai Chau province for approval.

For some communes with sudden increases in load, or areas where new headquarters are expected to be built, the Company has also surveyed and is implementing investment plans to submit to the Northern Power Corporation for approval. Along with that, PC Lai Chau proactively deploys power supply plans for events taking place in communes/wards in Lai Chau province, especially power supply for the Party Congress of communes/wards; directs the Power Supply Management Teams to proactively work with the People's Committees of communes/wards to grasp the time and location of events taking place in the commune/ward, ensuring stable power supply and good performance of business and customer service. Conduct surveys and develop plans to ensure power supply when political and social events take place in the area under the management unit.

To operate in accordance with the two-level local government model, Lai Chau PC has terminated the operations of 7/7 affiliated Power Companies and put into operation 7 Power Supply Management Teams, on the basis of inheriting and fully implementing the tasks, rights, obligations, and legitimate interests of the Power Companies. Implementing the direction of Lai Chau PC, the Power Supply Management Teams actively implemented solutions to provide stable and safe power supply to serve the activities of the administrative areas of communes/wards.

Mr. Khong Minh Tan - Team Leader of Doan Ket Power Supply Management Team said: The team performs the task of managing and operating nearly 400km of lines from 0.4KV to 35KV and 230 transformer stations supplying electricity to the communes of Binh Lu, Ta Leng, Khun Ha; Tan Phong, Doan Ket wards and part of Sin Suoi Ho commune. To effectively perform the task of supplying electricity to the administrative centers of the communes/wards, the team has checked the voltage of the substation supplying the headquarters; checked the lines and the load capacity of the lines after the meter, supported the installation and rewiring of some headquarters that did not ensure power supply. Replaced some 1-phase lines and 1-phase meters with 3-phase lines and meters to ensure power supply to the headquarters.

At the same time, regularly check, detect and promptly handle grid defects, clear and ensure the safety of the line corridor, ensure grid safety to prevent and minimize incidents to ensure safe, continuous and reliable power supply. Arrange on-duty forces, spare equipment and materials, fuel, communication systems and means of transport to ensure timely handling when incidents occur. Actively coordinate with local agencies and information agencies to organize propaganda and widely disseminate measures for rational use of electricity to avoid waste to electricity customers, propagate, prevent and strictly handle cases of violations of high-voltage grid corridor safety.

The efforts of PC Lai Chau in providing electricity to administrative centers of communes/wards have been positively evaluated by local Party committees and authorities. Mr. Nguyen Van Thanh - Vice Chairman of Bum To Commune People's Committee said: After the commune was established, the staff of Bum To Power Supply Management Team proactively coordinated to re-examine the power system serving the activities of the Party Committee, People's Council, and People's Committee of the commune and develop a specific power supply plan. Up to now, after nearly a month of operation, we have seen that the power system has been operated very stably and safely, thereby the administrative apparatus of Bum To commune operates effectively and serves the people well.

PC Lai Chau is actively coordinating closely with local authorities and improving service quality to effectively perform the task of supplying electricity to communes/wards. Thereby actively contributing to the innovation and effective operation of two-level local authorities.
