VNeID opens feature to register for social security account.
The goal by 2025 is to complete 80% of administrative procedures in the digital environment.
The Government Steering Committee identified 6 guidelines; closely followed 3 goals and organized the implementation of 6 general tasks until the end of 2025, a premise to prepare for 2026.
The 6 principles include: (1) Accelerate and break through; (2) Be proactive and effective; (3) Be timely and synchronous; (4) Be connected and interconnected; (5) Be informed about safety; (6) Be enjoyed by the people.
3 goals: (1) Unfinished goals must be completed; completed goals must be completed to be more effective, of better quality, and better; (2) 80% of administrative procedures must be handled in the digital environment by 2025; (3) Ensure smooth, synchronous, and effective operation of the three-level government (Central, provincial, and grassroots).
6 general tasks: (1) Ministries, branches and localities focus on completing the database no later than the fourth quarter of 2025 with the spirit of "correct - sufficient - clean - alive - unified - shared"; (2) Perfecting institutions in an open, creative, and developing direction to serve the people, closely coordinating with the National Assembly's agencies on 08 draft laws submitted to the National Assembly for consideration and promulgation at the 10th session; at the same time, urgently completing and promulgating decrees and guidelines in accordance with the effective date of the law; (3) Perfecting a seamless, modern, and shared digital infrastructure, especially at the grassroots level (communes, wards, and special zones), including electricity infrastructure and telecommunications infrastructure (waves). Invested infrastructure that cannot be shared must be researched and have appropriate solutions; at the same time, creatively applying legal regulations, investing immediately in new, timely, and effective digital infrastructure, avoiding corruption, waste, and negativity; (4) Allocating enough human resources for digital transformation, especially at the grassroots level (communes, wards, and special zones). Promoting the movement "Digital Education for the People"; Promote the role of the Community Digital Technology Team, go to every alley, knock on every door, check every person to promote digital transformation for the whole population; (5) Ensure information security and safety, database anytime, anywhere and for everyone; (6) Tools to measure, monitor and evaluate the implementation results of tasks (KPIs) of science and technology, innovation, digital transformation of ministries, branches and localities in real time.
Monthly scoring with ministries, branches and localities; reviewing the responsibility of leaders for slow, late and ineffective implementation of tasks
The Government Steering Committee has proposed a number of key tasks and solutions that need to be implemented in the coming time.
Specifically, the Government Steering Committee assigned the Minister of Science and Technology to preside over and coordinate with the Ministry of Public Security to advise on a monthly scoring mechanism with ministries, branches, and localities, especially the leaders assigned to direct, to link the responsibility of the head with the results of task implementation; the Government and the Prime Minister monthly review the responsibility of the heads of agencies and units when tasks are delayed, late, or ineffectively implemented, to be completed by October 2025.
The Minister of Science and Technology directs enterprises, science and technology organizations, and universities to develop strategic technology products to be prioritized for deployment in 2025; submit to the Prime Minister for consideration and promulgation a Project on capacity investment for public research and development organizations; deploy, share, and exploit research and testing centers, national key laboratories, focusing on strategic technology to ensure avoiding duplication and waste of resources; to be completed in October 2025.
Urgently complete the draft Law on Artificial Intelligence, submit to the Government in the fourth quarter of 2025; develop 16 decrees and circulars guiding the implementation of laws and resolutions passed at the 9th Session of the 15th National Assembly related to science and technology, innovation, and digital transformation, to be completed in October 2025; research and develop a project on the development and application of unmanned aerial vehicles (UAVs), submit to the Prime Minister in December 2025; guide ministries and branches to build shared platforms, issue documents guiding investment items for digital transformation, to be completed in October 2025.
The Minister of Science and Technology directs to accelerate and promote the development of digital infrastructure (such as 5G infrastructure; telecommunications services using low-orbit satellites; ecosystems, AI computing centers; multi-industry, multi-purpose research and development infrastructure; IOC smart operations center); guide telecommunications enterprises to connect and share mobile subscriber information to update the National Population Database and block unidentified mobile subscribers; require biometric authentication for new mobile subscriber accounts; block subscriber accounts that have not undergone biometric authentication; people choose a mobile subscriber to register as the main subscriber number, receive notifications from state agencies and enterprises according to the Law on Identification; to be completed in November 2025.
Promote the development of the VNeID application to become the main communication application on mobile devices between people and state administrative agencies.
The Minister of Public Security directs the effective operation and exploitation of the National Data Center; advises the Government to urge ministries and branches to deploy national and specialized databases (especially key databases in Plan No. 02-KH/BCĐTW of the Central Steering Committee), ensuring "correct - sufficient - clean - alive - unified - shared"; promotes the development of the VNeID application to become the main communication application on mobile devices between people and state administrative agencies to develop digital citizens, digital society, manage social order and socio-economic development; regular tasks.
At the same time, provide training documents and curriculum to ensure information security so that ministries, branches and localities can organize training on the Digital Popular Education platform, striving to cut traditional training costs, to be completed by October 2025.
Preside over and coordinate with ministries and branches to build a National Cyber Security Monitoring and Operation Center, to be completed in 2026.
Research on salary and allowance adjustments for cadres, civil servants and public employees
The Government Steering Committee assigned the Minister of Home Affairs to direct the completion of regulations on job positions for civil servants and public employees, submit them to competent authorities for consideration and decision; study and adjust salaries and allowances for cadres, civil servants, public employees and armed forces after the reorganization of the apparatus and organization of 2-level local governments.
At the same time, the Minister of Home Affairs directed the launch of the "Digital Popular Education" movement, becoming a revolutionary, all-people, comprehensive, encompassing, and far-reaching movement in accordance with the direction of General Secretary To Lam.
Pilot model of Real Estate and Land Use Rights Transaction Center
The Government Steering Committee also assigned the Minister of Construction to direct the completion of the Information System and database on housing and real estate market in December 2025; research and advise the Government to issue a Resolution on piloting the model of the Real Estate and Land Use Rights Transaction Center established by the State in October 2025; coordinate with the Ministry of Agriculture and Environment to unify the creation of initial data on housing data, to be completed in October 2025.
Complete national database on land and health by 2025
The Minister of Agriculture and Environment presides over, coordinates, and urges localities to closely follow the roadmap of the 90-day and night campaign to enrich and clean up the national land database, complete the national land database in 2025; connect smoothly with the tax database; complete the digitization and cleaning of residential land and housing data to put them into use, and complete them in November 2025.
The Minister of Health shall preside over the construction of a national database on health, 12 specialized databases, and electronic medical records, to be completed in 2025; at the same time, evaluate and propose solutions and policies for public-private investment cooperation to replicate nationwide the Health Sector Data Coordination System in accordance with regulations, to be completed in October 2025; issue documents to guide, inspect, and urge hospitals and private medical facilities to connect and share data to the Health Sector Data Coordination System, to be completed in October 2025.
Digitizing data of degrees and certificates
The Minister of Education and Training directs the construction of a database on students, vocational education, degrees, and certificates, to be completed in 2025; issues temporary instructions for localities and schools to digitize all degree and certificate data for the 2024-2025 school year; issues regulations and digitizes degree and certificate data; proposes solutions to use citizen identification codes to identify degrees, transcripts, and school records, to be completed in October 2025.
Complete asset and income control software before November 25, 2025
The Government Steering Committee assigned the Government Inspector General to direct the completion of the software, ensuring the implementation of the asset and income control information section before November 25, 2025, and the implementation of the function of verifying, connecting and sharing information and data on land and bank accounts before December 15, 2025.
Issuing online birth certificates for Vietnamese people abroad in October 2025
The Minister of Justice directed the coordination with the Ministry of Foreign Affairs and the Ministry of Public Security to deploy the issuance of birth certificates for Vietnamese people abroad online, to be completed by October 2025.
The Minister of Finance shall preside over balancing sufficient state budget resources for science and technology, innovation, digital transformation and DA06 activities according to regulations and coordinate with the Ministry of Science and Technology, the Ministry of Public Security and other ministries, agencies and localities to allocate to each ministry, central agency and locality, prioritizing capital for key, inter-sectoral, inter-regional, breakthrough and spillover projects; focus capital on investment in laboratories, research centers, strategic technology development projects and connected databases, to be completed in October 2025; guide ministries, branches and localities to urgently review needs, build investment portfolios, estimate costs to deploy shared platforms, databases and register capital, to be completed in October 2025.
The Governor of the State Bank of Vietnam directed the State Bank of Vietnam and joint stock commercial banks to organize and implement the VND 500 trillion credit program to support and promote the development of strategic infrastructure and digital technology; banks to deploy solutions for people to create social security accounts, striving for 100% of Vietnamese people to have a social security account; review people's bank accounts on VNeID to clean them up to serve social security payments, ensure transparency, avoid fraud, to be completed by November 2025.
Amending and supplementing 466 legal documents to ensure the reduction and simplification of 2,051 administrative procedures and 2,041 business conditions
Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall direct the review and restructuring of internal processes and electronic processes on the Provincial Administrative Procedure Information System, ensuring seamless connection and data sharing to reuse data to perform administrative procedures regardless of the provincial boundaries, to be completed in October 2025.
Coordinate with the Ministry of Public Security to review, evaluate, and reduce the number of documents for documents that have been integrated on VNeID and data being exploited from ministries and branches; digitize the results of administrative procedure settlement and display them on VneID. Ministries: Ministry of Finance, Ministry of Justice, Ministry of Industry and Trade: urgently issue instructions for receiving 25 full-process online public services to exploit data instead of receiving physical documents from people and businesses; to be completed in October 2025.

At the same time, the Chairmen of the People's Committees of provinces and cities directed the selection of a common administrative procedure information system, ensuring maximum convenience for people and businesses, to be completed before October 15, 2025.
Departments, branches and People's Committees of communes and wards must strictly implement the Law on Electronic Transactions 2023 and related decrees on identification; do not require certification or submit notarized copies contrary to regulations.
Chairmen of People's Committees of provinces and cities direct the review and restructuring of internal processes and electronic processes on the provincial-level administrative procedure settlement information system, ensuring seamless connection and data sharing to reuse data to perform administrative procedures regardless of the provincial boundaries.
