Complete 20km of Khanh Hoa - Buon Ma Thuot expressway before December 19

According to the Ministry of Construction , up to now, of the 3 component projects (DATP) of the Khanh Hoa - Buon Ma Thuot expressway project, DATP 2 and DATP 3 have basically completed site clearance.

The remaining area is mainly the additional area of about 20 hectares belonging to DATP2 (especially the area of the West Gate of Phuong Hoang Tunnel and the area of 2.34 hectares of natural forest). The area of DATP 3 is 10 hectares due to the change of slope, and a location of the 500kV power line is being relocated.

Regarding site clearance, the Ministry of Construction agrees with the direction of the Dak Lak Provincial People's Committee, requesting relevant departments, branches and agencies to urgently complete procedures to hand over the entire project site before October 15, 2025 and speed up the relocation of high-voltage power lines, so as not to affect the project's completion progress.

Complete the first 20km before December 19

Assessing that the remaining workload is not large, the Ministry of Construction also requested the People's Committees of the two provinces: Khanh Hoa and Dak Lak to continue to urge and direct investors and contractors to further accelerate the construction progress of component projects, especially the asphalt concrete and traffic safety system items, to strive to complete the first 20km of the route of DATP1 and DATP3 before December 19, 2025.

The Ministry of Construction requested the People's Committee of Khanh Hoa province to direct the investor to develop a plan to deploy the remaining 11.5km to soon complete and put the entire project into operation.

Based on the results of the review of investment plans and costs, and the balance of capital sources for component projects, the People's Committees of the two provinces were also requested to direct the investors of the component projects to promptly carry out the next procedures and deploy investment in the traffic monitoring and control system according to regulations. At the same time, the People's Committee of Dak Lak province, as the governing body and competent authority, directed relevant agencies, based on current regulations, to study and deploy the investment plan for rest stops to ensure synchronous exploitation when the project is completed.

Component projects 1 and 3 are progressing well.

Previously, according to the report of the Vietnam Road Administration, the total construction output of the entire project to date has reached about 61% of the contract value. Of which, component project 1 (Khanh Hoa area) has reached 58%, of which the first 20km of the route, expected to be completed in 2025, has been completed more than 71%.

Component project 2 (managed by the Railway Project Management Board) reached nearly 54% and Component project 3 (Dak Lak area) reached 69%.

The Department of Roads assessed that the construction progress of component projects 1 and 3 basically meets the plan, while component project 2 is about 2.6% behind due to complex terrain, passing through natural forests, unfavorable weather and scarce sand supply.

For component project 2, the total construction value currently reaches 4,507/8,360 billion VND, equivalent to nearly 54% of the contract value. Of which, package XL02 reached 60%, basically meeting the plan; package XL01 reached more than 42%, 8.4% behind schedule; package XL03 reached 60%, 0.6% behind schedule.

For package XL01 (Km 32+000 - Km 43+000), the Department of Roads requires the investor and contractor to add construction heads, ensuring: Clearing the left tunnel before October 15, 2025; Clearing the right tunnel in November 2025; Completing the tunnel shell before March 2026.

The Vietnam Road Administration requested contractors to take advantage of favorable weather, work overtime, and add equipment and personnel to make up for the slow progress, ensuring the technical opening of the entire route before June 30, 2026.

The Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1 has a total length of more than 117km, with a preliminary total investment of nearly 22,000 billion VND using many types of capital sources from the central and local budgets. The project is divided into 3 component projects and assigned to the Ministry of Construction and the People's Committees of Khanh Hoa and Dak Lak provinces as the managing agencies.

The progress of investment preparation and project implementation will start from 2022, with some sections with high traffic volume basically completed in 2025, the entire route basically completed in 2026, and the entire project put into operation in 2027.

Under the direction of the Prime Minister, Component Project 1 (Khanh Hoa province) will complete the first 20km of the route before December 19, 2025. Component Project 3 (Dak Lak province) will complete before August 30, 2025 and under the direction of the Ministry of Construction, Component Project 2 (Railway Project Management Board) strives to be inaugurated before June 30, 2026 to promote investment efficiency and synchronous exploitation.
