Launching the peak competition '500 days and nights to complete 3,000km of expressway'

Attending the online launching ceremony at Tuyen Quang province were comrades: Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister; Nguyen Duy Lam, Deputy Minister of Transport ; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the People's Council, People's Committee, departments, branches and sectors; leaders of Ham Yen, Yen Son districts, Tuyen Quang city; contractors of the Tuyen Quang - Ha Giang Expressway Project.

According to the Department of Construction Investment Management, Ministry of Transport, to date, the total length of expressways nationwide has reached 2,021 km. The Ministry is currently constructing about 1,700 km, of which more than 1,100 km are planned to be completed by 2025 and about 68 km are planned to be completed by 2026, but can be shortened and completed in 2025.

Regarding the Tuyen Quang – Ha Giang Expressway Project (Phase 1), the section through Tuyen Quang Province has a total length of 77 km, and has so far cleared 82%. The project has 7 construction packages, and has deployed 74 construction teams with a total of nearly 500 machines and equipment on the route. However, the project was implemented under conditions of both construction and site clearance, along with prolonged heavy rain, making it very difficult to construct the roadbed, which has greatly affected the construction progress.

To resolve these difficulties and problems, Tuyen Quang province has established working groups to resolve site clearance issues, prioritizing bottleneck locations. In 2024, the project was allocated more than VND 2,280 billion in capital, and the current disbursement progress has reached more than 38% of the plan.

At the ceremony, Prime Minister Pham Minh Chinh launched the peak emulation campaign "500 days and nights to complete 3,000 km of expressway". The Prime Minister emphasized: This is a meaningful event in the atmosphere of the whole country enthusiastically competing towards the 79th anniversary of the August Revolution and National Day September 2, striving to successfully complete the Resolution of the 13th National Congress and welcome Party congresses at all levels, towards the 14th National Party Congress.

The Prime Minister requested ministries, departments, branches and localities, based on their assigned functions, tasks and powers, to really get involved, considering this a key political task, resolutely and effectively implementing the assigned tasks; the mindset must be clear, the determination must be high, the efforts must be great, the actions must be resolute, focused, and key points, completing each task, assigning "clear people, clear work, clear time, clear process, clear responsibility, clear products, clear efficiency"; regularly inspect, urge and remove difficulties and obstacles right at the project site.

The Prime Minister noted that localities with ongoing transport infrastructure projects need to mobilize the entire political system under the leadership and direction of Party committees and the management of authorities at all levels, promote the role of leaders, promote propaganda and mobilization, speed up site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing; coordinate with investors and contractors to do a good job of propaganda, mobilization, support, create more jobs and livelihoods for local people, create excitement, and closely connect with the people.

Localities with material resources must actively support localities with more difficulties, providing them directly to investors and contractors, all for the common goal and common interests of the nation and people.

For investors, project management boards, and construction contractors, the Prime Minister requested that they uphold their sense of responsibility, mobilize maximum machinery and equipment, organize scientific and continuous construction, work only at the desk, do not retreat, overcome the sun, overcome the rain, do not lose to storms, work through holidays, Tet, and days off, work in shifts, eat and sleep quickly, do not work during the day, work at night, once on the battlefield is a victory, once committed, must be fulfilled, once promised, must be done, once done, must produce products, specific results. At the same time, improve the quality of construction works, ensure technical, aesthetic, environmental sanitation, and labor safety.

Main contractors must create conditions, cooperate and support local businesses and contractors to grow and develop through participation in the project; subcontractors and local contractors need to actively participate, mobilize human and material resources to support main contractors when required; work together, enjoy together, win together, develop together.

The Prime Minister requested that immediately after the launching ceremony, ministries, branches, localities, project management boards, contractors, agencies and units must develop implementation plans, issue appropriate emulation criteria, focus on difficult tasks, key tasks and clearly identify the completion of expressway projects as the top political task from now until the 14th National Party Congress; uphold personal responsibility, responsibility to the collective, for the honor of individuals, agencies, units and localities; for the goal of socio-economic development, meeting the people's expectations for a synchronous, modern expressway system, suitable for the country's development in the new period.
