Promoting solidarity, responsibility and determination to successfully implement the Resolution of the Provincial Party Congress

On the afternoon of September 25, the Provincial Party Committee held its second (expanded) conference. Comrades: Nong Thi Bich Hue, member of the Provincial Party Committee Standing Committee, Permanent Deputy Secretary of the Party Committee; Nguyen Manh Tuan, member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Gia Long, member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Party Committee, Vice Chairman of the Provincial People's Committee co-chaired the conference.

Attending the conference were Deputy Secretaries of the Provincial Party Committee; leaders of the Provincial People's Committee; representatives of the Provincial Party Committee's Party Building Committees; leaders of the Party Committees, Party cells of departments and branches under the Provincial People's Committee Party Committee. The conference was held online with the base point 2 (old Ha Giang ).

Socio -economic situation in the third quarter is stable, many growth indicators are quite good.

The conference focused on discussing the following contents: Report on leadership in implementing political tasks and Party building in the third quarter; directions and tasks in the fourth quarter of 2025; Report on inspection and supervision results in the third quarter; directions and tasks in the fourth quarter of 2025; Action program of the Party Executive Committee of the Provincial People's Committee to implement the Resolution of the 1st Provincial Party Congress, term 2025-2030; Work program for the entire term 2025-2030.

The report at the conference showed that in the third quarter of 2025, the Provincial Party Committee focused on leading and directing the Provincial People's Committee to promote the spirit of initiative, responsibility, and determination in management and operation. Thanks to that, the socio-economic situation of the province was basically stable, and many fields had steps of development.

In agricultural and forestry production, the forest planting area in the third quarter reached nearly 3,000 hectares, and the accumulated area in the first 9 months was over 14,000 hectares, exceeding the annual plan by 7.3%; the area of ​​orange and tea trees continued to be maintained and expanded; disease prevention and control work on livestock and poultry was controlled. Aquaculture developed with 5,458 hectares of water surface and over 3,300 cages for raising specialty fish.

Industry maintained its growth momentum, with the production value in the third quarter estimated at VND8,958 billion, up nearly 20% over the same period; many new hydropower projects and industrial clusters were put into operation, contributing to increasing production capacity. Tourism flourished, with the whole province welcoming nearly 954,000 visitors, with revenue reaching over VND2,500 billion. Investment attraction had positive changes, with the province having more than 6,100 enterprises with a total registered capital of over VND90,900 billion by mid-September.

Education, health care, and social security have been given attention, and many policies to support workers, poor households, and policy families have been implemented promptly. In particular, the plan to eliminate temporary and dilapidated houses for poor households and policy families has been completed, with over 15,000 houses put into use. National defense, security, and social order and safety have been ensured; no complicated hot spots have arisen.

Regarding Party building work, the Provincial People's Committee Party Committee has led the successful organization of the 1st Provincial People's Committee Party Congress, term 2025-2030; issued many important documents on political, ideological, organizational, inspection and supervision work; strictly handled violating Party members, and maintained Party discipline and order.

Through discussion, delegates analyzed the existing causes and limitations, and clearly identified key tasks and leadership solutions to implement the tasks of agencies and units in the last months of the year, and plans to implement tasks in 2026.

Determined to successfully implement the Resolution of the Provincial Party Congress

The conference discussed and agreed on the Action Program to implement the Resolution of the 1st Provincial Party Congress, term 2025-2030. The Program focuses on 8 key groups of tasks, emphasizing breakthroughs: Improving the leadership capacity and fighting strength of the Party organization, building a comprehensively strong Provincial Party Committee; promoting the prevention and fight against corruption and negativity; enhancing the application of science, technology, innovation and digital transformation in management and administration; promoting the development of digital economy and digital society; promoting administrative reform, focusing on administrative procedure reform, building a streamlined, effective and efficient 2-level government; improving the PCI, PAR Index, SIPAS; leading the implementation of political tasks, socio-economic development, ensuring national defense, security, foreign affairs; building key infrastructure, developing industry, sustainable agriculture, tourism economy, high-tech forestry, etc.

Concluding the conference, Nong Thi Bich Hue, Permanent Deputy Secretary of the Provincial Party Committee, highly appreciated the sense of responsibility of Party committees and Party organizations at all levels, and requested Party committees and Party organizations at all levels to continue to thoroughly grasp and concretize the Resolution of the 1st Provincial Party Congress, term 2025-2030, with practical programs and plans. In particular, it is necessary to focus on effectively implementing key tasks and breakthroughs such as: Developing infrastructure, especially transport infrastructure; promoting agricultural, forestry, industrial, service and tourism production; promoting science and technology, innovation and digital transformation; building advanced new rural areas; arranging and perfecting the organizational apparatus; ensuring national defense, security and foreign affairs.

He requested the entire Party Committee to uphold the spirit of solidarity, discipline, and administrative discipline; each cadre and Party member must truly "dare to speak, dare to do, dare to take responsibility for the common interest", ensuring "clear people, clear work, clear progress, clear responsibility, clear results". Along with that, focus on Party building, political and ideological education, anti-corruption and negativity prevention, creating trust among the people.

Each cadre, party member, civil servant, public employee and worker in the Party Committee must unite and strive to overcome difficulties and challenges, determined to successfully implement the goals and tasks of 2025 and the entire term, contributing to building the province to develop rapidly and sustainably in the new era.
