According to the report of the Department of Legal Dissemination,Education and Legal Aid (DOLEA&TGPL), from May 31, 2025 to present, the National Law Portal has had 74,300 visitors, 27,375 questions answered via AI Law. The system operates stably, receiving the attention of many agencies, organizations and individuals.
To create a legal basis for managing and operating the National Legal Portal, the Department has drafted a Decision of the Minister of Justice promulgating the Regulations on management, operation and exploitation of the National Legal Portal; drafted a Decision promulgating internal regulations on the assignment of completion and operation of the National Legal Portal (which specifically stipulates the tasks of each unit in completing and operating the National Legal Portal); organized to seek opinions from relevant units under the Ministry.
The work of completing the National Database of Legal Documents has also made significant progress. The Department of Inspection of Legal Documents and Management of Administrative Violations has coordinated with Vietnam Law Firm and the Department of Legal Education and Training to review and review the National Database of Legal Documents and the LuatVietnam.vn Legal Document Database.
From there, the two units will have solutions to supplement the missing legal documents of each database. At the same time, the two units also discussed coordination in completing and updating the National Database of Legal Documents in the coming time.
A recent highlight is the integration of the user opinion measurement feature into the AI Phap Luat application. According to statistics, there have been 209 reviews, of which 174 are good reviews (accounting for 83.25%) on AI Phap Luat. The Department of Legal Education and Training is coordinating with OSP Technology Group to continue perfecting this feature, expanding the scope of direct opinion collection on the entire operation of the Portal.
In addition, the work of ensuring information security and network security for the Portal is focused on. The Department has closely coordinated with functional units of the Ministry of Public Security such as the Department of Cyber Security and High-Tech Crime Prevention (A05), the Department of Information Technology (Ministry of Justice), and technology companies to review and handle security requirements. A05 has agreed to monitor information security and network security 24/7 for the Portal, ensuring that it reaches level 3 in information security.
In parallel, the Department has proactively organized many meetings with technology partners to unify cooperation contents. In particular, the Cooperation Agreement between the Department and OSP, Vietnam Law, GTEL companies has been signed, with a commitment to support free infrastructure, data, and information security until the end of 2025.
However, the process of completing and operating the Portal still faces some difficulties. In particular, the Department of Legal Aid and Legal Aid currently does not have a team of staff with deep expertise in information technology, digital transformation, and communications to directly manage and operate the Portal. The Portal's technical infrastructure and security are still being ensured by units outside the Ministry, which limits proactive management...
Therefore, the Department proposes and recommends that the Minister give his opinions on the draft Decision of the Minister of Justice promulgating the Regulations on management, operation and exploitation of the National Legal Portal; the draft Decision of the Minister promulgating the Internal Regulations on completing and operating the National Legal Portal;
At the same time, propose some criteria for selecting law practice organizations to participate in the Business Legal Support section on the Portal...
