Up to now, water resources have always been the top priority in the agricultural development process. Therefore, Dak Nong province has been implementing synchronous solutions in the management, protection and use of water resources, thereby contributing to promoting socio-economic development.
Identify water as a priority value
Dak Nong province has identified agricultural development as a key factor contributing to the province's economic development. However, for crops to grow stably and have high productivity and economic efficiency, water resources are very important. In recent times, the issue of water security has always been of concern to Dak Nong province's leaders, focusing on directing investment in the construction of irrigation canal systems, helping people have the best conditions to develop stable agricultural production, contributing to the overall economic growth of the whole province.
According to Mr. Nguyen Thua Anh - Director of Dak Nong Irrigation Works Exploitation Company Limited, ensuring water sources for irrigation of crops has always been of great concern to the leaders of Dak Nong province and the provincial agricultural sector, focusing on investment as well as continuously finding solutions to ensure agricultural development. Currently, Dak Nong province has more than 252 lakes and dams with a total designed capacity of about 135 million m3, but the province is still facing a high risk of drought. Climate change is creating significant challenges for the management, protection and use of water resources. Up to now, the unit is managing, operating and exploiting a total of 252 irrigation works. Of which, 209 works are reservoirs, 25 dams, 9 pumping station systems, 7 drainage canal systems and 2 other works.
In particular, the biggest challenge of Dak Nong province is the management, protection and exploitation of water resources in the area. Because currently, water resources in many regions and areas are increasingly declining. Typically, pumping stations along the Krong No River are facing the risk of serious water shortages. Many local rivers and streams are also gradually drying up due to climate change. This leads to a decrease in water supply for irrigation works. In many years, the rainfall in the dry season is very low. Therefore, irrigation works store less water... In agricultural development, water is a prerequisite value and almost determines the success or failure of a year of production for the people. According to statistics in 2022, the production value of the agricultural sector reached over 15,045 billion VND, exceeding the plan by more than 1,727 billion VND; the growth rate reached 5.21%, the highest growth rate in the past 3 years. The response rate for the irrigation area reached 82%, reaching 100% of the plan.
To achieve that result, Dak Nong province has directed the provincial Department of Agriculture to effectively implement the development strategy of the sector and the irrigation and natural disaster prevention sector; at the same time, the Dak Nong provincial Department of Agriculture has also implemented the sector's planning and specialized technical planning for natural disaster prevention and irrigation to serve the restructuring of the agricultural sector in a multifunctional direction. According to statistics, every year, the area of crops affected by drought and water shortage is about 3,000 - 12,000 hectares. Of which, perennial crops such as coffee and pepper account for 80 - 90% of the total affected area, the rest are rice and other crops. In particular, Cu Jut, Krong No, Dak Mil and some communes in the border area are all greatly affected. To help localities develop agricultural production and create stable livelihoods for people, Dak Nong province is interested in and prioritizes investment in building reservoirs and dams in some areas at high risk of drought and water shortage.
Strengthening management and upgrading irrigation systems
According to statistics, from 2020 to present, Dak Nong province has 70 irrigation works upgraded and repaired with a total capital of about 741 billion VND; there are 54 newly built irrigation works with a total capital of about 1,748 billion VND. In the period from 2020 to 2030, the province has set a goal of upgrading and repairing 28 works with a total estimated investment of 496 billion VND, the whole province plans to build 152 new irrigation works with a total capital of about 1,000 billion VND. In the period from 2021 to 2030, Dak Nong province will focus on implementing 51 damaged and seriously degraded reservoir works in some localities. Specifically, in Dak Song district, there are 6 reservoirs, Dak Glong has 20 reservoirs, Tuy Duc has 6 dams and Krong No district has 4 reservoirs that all need to be repaired and upgraded.
According to the representative of the Dak Nong Irrigation Works Exploitation Company Limited, the irrigation water supply capacity of large irrigation works in the province only meets 26% of the production area that needs irrigation water. Many irrigation works have been invested and built for a long time, so they have been damaged, degraded, and do not ensure efficiency in serving production. Therefore, Dak Nong province is currently continuing to plan the development of irrigation infrastructure in a systematic manner. In particular, the locality focuses on developing large reservoirs; at the same time, reviewing to upgrade and renovate existing small dams.
In addition, to contribute to ensuring water security, serving agricultural production, helping the locality achieve the goal of sustainable poverty reduction, Mr. Nguyen Thua Anh said: "The company always focuses on implementing water regulation measures, using water resources reasonably, effectively and economically to fight drought in the dry season; at the same time, limiting water loss and shortage in terms of storage and transmission from lakes, dams and canals"...
Along with that, Dak Nong Irrigation Works Exploitation Company Limited also requested organizations and individuals to participate in using water resources in a reasonable and effective manner; Hoping that local authorities closely coordinate with the Company to actively participate in drought prevention and control in this winter-spring crop in a practical and effective manner, thereby ensuring water sources for agricultural production, helping people feel secure in production and stabilizing the economy.
Regarding this issue, Mr. Le Trong Yen - Vice Chairman of Dak Nong Provincial People's Committee said that in order to cope with the risk of prolonged drought, Dak Nong Provincial People's Committee has directed the Department of Agriculture and Rural Development to coordinate with the Irrigation Works Exploitation Company to store water sources in irrigation dams, develop plans to divert, pump, and regulate water between irrigation works to ensure water sources for people's crops when drought occurs. In addition, localities need to focus on propaganda and advise people not to expand production areas beyond the planning, people need to use water-saving irrigation techniques, not to waste, and ensure irrigation water sources.
In the coming time, to contribute to improving the efficiency of water resource management and use in agricultural development, helping localities achieve the goal of sustainable poverty reduction, Dak Nong province will allocate central budget capital and ODA loans to invest in flood drainage and flood control projects; build and upgrade reservoirs, transport projects... with large scale and investment costs. Regarding the local budget, the province focuses on investing in upgrading the system of works such as: embankments combined with rural traffic, landslide prevention...; at the same time, purchasing means, equipment, communication systems to serve the prevention and overcoming of consequences caused by natural disasters...
