Promoting the glorious tradition of 95 years of Party building and organization (October 14, 1930 - October 14, 2025)

Over the past 95 years, along with the growth of the Party and the Vietnamese revolution, the Party building organization sector has been constantly consolidated and developed, affirming its "key of the key" role in the work of building the Party and the political system. Through historical periods, the team of people doing organizational work has always been steadfast, loyal, dedicated, making an important contribution to building an increasingly clean and strong Party. From that glorious tradition, the Party building organization sector of Cao Bang province today continues to promote its mettle, intelligence, and creativity, meeting the requirements of the period of innovation and integration.

The opening milestone of Party building and organization work

The birth of the Communist Party of Vietnam on February 3, 1930 was a great turning point in the history of the nation, ending the period of crisis in the path of national salvation and the revolutionary leadership class, opening an era of independence and freedom for the Fatherland, bringing the Vietnamese revolution to a new page. Right from its establishment, our Party has attached special importance to the work of Party building in terms of ideology, politics and organization, determining this as a prerequisite to ensure the Party's leadership role and the victory of the revolution. In order to meet the requirements of organization and cadres, on October 14, 1930, at the first conference of the Provisional Central Executive Committee held in Hong Kong (China), the Central Committee decided to establish the Ministry of Organization and Communications, the predecessor of today's Central Organizing Committee. Recognizing the glorious tradition and great contributions of generations of cadres working in organization, the Secretariat of the 9th Party Central Committee decided to take the day   October 14th of every year is the traditional day of the Party building organization sector.

After peace was restored, our entire Party, army and people competed to build and develop the country. Especially after the 6th Congress (1986), a milestone of comprehensive national renewal, Party building and organization work was identified as a prerequisite for building a Party "on par with a ruling party, with the responsibility of leading the entire people to successfully carry out two strategic tasks. Building a strong Party in politics, ideology and organization is the decisive factor in the development of our country's revolution". Since then, Party committees and organizations at all levels in the country have constantly innovated the content and methods of operation, linking cadre work with the requirements of economic and social development, maintaining the revolutionary and pioneering nature of the Party.

Implementing the Party's innovation policy and promoting the achieved results, the agencies responsible for Party building and organization have actively innovated the content and methods of operation, promptly resolved fundamental issues, gradually built and rectified the Party, improved the leadership capacity and fighting strength of the Party organization; perfected and arranged the organization and apparatus of the political system and implemented the cadre strategy in the period of promoting industrialization and modernization of the country, ensuring the Party's leadership in the new revolutionary period.

In Cao Bang, a land rich in patriotic traditions, where the foundations for many major policies of the Vietnamese revolution were laid, and where the first Party organization was soon formed, on April 1, 1930, the first Communist Party cell of the province was established in Nam Lin, Hoang Tung commune, Hoa An district. This was a historical event marking a milestone in the process of formation and development of the provincial Party Committee in general and the Party building organization in particular. Under the Party's banner, the organizational work has gradually consolidated, developed, built a system of Party cells and Party committees, trained and practiced a contingent of loyal cadres and Party members, contributing to making the Cao Bang revolution one of the cradles of the revolutionary movement in the whole country.

Imbued with President Ho Chi Minh's advice: "Cadres are the root of all work" , through revolutionary periods, from the Soviet climax, the resistance war against French colonialism and American imperialism, to the cause of building and defending the socialist Fatherland, the team of cadres doing organizational work in the province always uphold the spirit of loyalty, dedication, and silent dedication to the cause of the Party and the happiness of the people.

Entering the period of innovation, the province's cadre organization work continues to receive comprehensive leadership and direction; advising on building and consolidating the political system apparatus, perfecting the cadre and party member team, ensuring synchronization, streamlining, effectiveness and efficiency. Along with that are profound innovations in the work of planning, training, fostering, evaluating, arranging and using cadres, linking cadre work with the requirements of political tasks of each period.

Marks of the 2020 - 2025 term: Innovation, streamlining, efficiency

Implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, the Organizing Committee of the Cao Bang Provincial Party Committee advised the Standing Committee of the Provincial Party Committee to deploy many key programs and projects on personnel organization work.

One of the highlights is the implementation of the two-level local government model in the spirit of Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW of the Party Central Committee and the conclusions of the Politburo and the Secretariat on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. The Provincial Party Committee's Organization Board advised on ending the activities of the Provincial Party Committee of Agencies and Enterprises; establishing the Party Committee of Provincial Party Committee agencies and the Provincial People's Committee Party Committee; merging the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee; dissolving a number of steering committees that no longer have tasks; rearranging the internal organization of the Fatherland Front and socio-political organizations; merging Cao Bang Newspaper and Cao Bang Radio and Television Station into Cao Bang Newspaper. Advise on the development and implementation of the Project on administrative unit arrangement, ending the activities of 10 district-level party committees, 161 commune-level party committees, establishing 56 new commune-level party committees directly under the Provincial Party Committee, associated with the organization of a streamlined, effective and efficient 2-level local government system.

Comrade Le Hai Yen, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee affirmed: During the 2020 - 2025 term, the whole sector achieved many important and comprehensive results. In particular, the work of arranging and perfecting the organizational apparatus of the political system was deployed synchronously and drastically; especially the work of advising on arranging the organizational apparatus according to the recent 2-level local government model was actively advised by the sector, after the arrangement, the apparatus was ensured to operate stably, effectively and efficiently, associated with streamlining the payroll and restructuring the team.

In addition, the work of cadres has been strongly innovated in the direction of publicity, transparency, democracy; linking planning work with training, rotation, evaluation, use of cadres, effectively controlling power and preventing negativity, protecting internal party politics. The work of developing party members and consolidating grassroots party organizations has received special attention, perfecting party organizations in sync with the arrangement of organizational apparatus, contributing to improving the leadership capacity and fighting strength of party organizations, especially in remote, isolated and border areas; continuing to maintain 100% of hamlets and residential groups with party cells; on average, admitting over 2,000 new party members each year, achieving and exceeding the target set by Resolution No. 21 of the Central Committee, being the province with the highest ratio of party members/population compared to the whole country.

During the term, the Board advised on planning for 2,030 cadres, assigned, mobilized, appointed, rotated, coordinated, and approved more than 600 cadres; sent over 3,650 cadres for training and development. The rate of grassroots party organizations completing their tasks well each year reached over 90%. In order to continue to innovate the Party's leadership methods and improve the quality of grassroots party organizations and party members, the Board advised the Provincial Party Committee to organize a wide-ranging political activity in the entire Party Committee with the theme of "self-examination, self-correction" , resolutely fight and strictly handle signs of degradation in political ideology, lifestyle ethics, "self-evolution", "self-transformation" within the Party Committee; organized the Competition for Excellent Party Cell Secretaries at all levels in the entire Party Committee, attracting 1,675 Party Cell Secretaries to participate; Organize a scientific workshop on improving the quality of grassroots party organizations and party members in the new period... Regularly pay attention to implementing policies and regimes for cadres and taking care of the health of cadres; internal political protection work is carried out strictly and in accordance with regulations.

2025 is the last year of the 2020 - 2025 term, which is also the time when the entire Provincial Party Committee focuses on summarizing, evaluating, preparing personnel and organizing Party Congresses at all levels towards the 20th Provincial Party Congress. The Provincial Party Committee's Organizing Committee has advised, directed and successfully organized Party Congresses at all levels, the 20th Provincial Party Congress, term 2025 - 2030. In particular, promoting the role of advising on Congress personnel work in a systematic and scientific manner, ensuring inheritance, stability and development, prioritizing quality over quantity, standards over structure. This is one of the factors determining the success of the 20th Provincial Party Congress. 100% of grassroots party organizations and 60/60 party committees directly under the Provincial Party Committee have completed the congress, ensuring progress, quality, procedures and regulations. In particular, the 20th Congress of Cao Bang Provincial Party Committee, held from September 15 to 17, 2025, was a great success, demonstrating the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development".

These results are clear evidence of the innovative, dynamic and creative spirit of the Provincial Party Committee's Organizing Committee in advising on strategies for Party building and the province's political system.

Promoting tradition - Continuing glory

In the context of the whole Party promoting the building and rectification of a clean and strong Party and political system, the work of Party building and organization further affirms its central position and "key of the key" role in the revolutionary cause.

For Cao Bang, the requirement to innovate the organizational apparatus and build a team of cadres to meet the task of rapid and sustainable development poses new and more comprehensive demands. The Provincial Party Committee's Organizing Committee has identified the key task as continuing to innovate working methods and styles, tightening discipline and administrative discipline, promoting democracy, increasing publicity and transparency in each stage of cadre work, from planning, evaluation to appointment and rotation. Paying attention to practical effectiveness, linking cadre evaluation with results and work products, thereby forming a team of cadres who are "both red and professional".

In the 2025 - 2030 term, the Provincial Party Committee's Organizing Committee continues to innovate, create, and build a team of cadres to meet the tasks.

Head of the Provincial Party Committee's Organizing Committee Le Hai Yen emphasized: Entering a new phase, the Cao Bang Provincial Party Committee's Organizing Committee determined to continue promoting the glorious tradition of the sector, continuing to innovate thinking, improving the quality of advice, and promoting the responsibility of setting an example. The whole sector continues to thoroughly grasp and advise on concretizing the resolutions, directives, and regulations of the Central Committee, the Resolution of the 20th Provincial Party Congress on Party organization and building work; focusing on perfecting and arranging the apparatus of the political system in the direction of streamlining, synchronization, clear functions, clear tasks, clear responsibilities, clear authority; at the same time, decentralizing and delegating powers, associated with strengthening inspection, supervision, tightening discipline and order in performing public duties in accordance with the 2-level local government model. Continue to strongly innovate the work of cadres , carry out well the planning work associated with training, fostering, rotation, evaluation, arrangement and use of cadres according to the principle of "right person, right job", "some in, some out; some up, some down". In the immediate future, pay attention to the work of arranging and assigning tasks to the provincial Party Committee after the congress, the work of personnel for the election of the National Assembly and People's Councils at all levels for the 2026 - 2031 term.

In addition, the Provincial Party Organization and Building Department continues to focus on building a strong and comprehensive grassroots party organization; promoting the application of information technology and digital transformation in the work of organizing and building the Party, in managing the contingent of cadres, party members, and cadre records, serving the leadership and direction of Party committees at all levels. Strengthening the work of inspection, supervision, and protection of internal politics of the Party, proactively preventing, detecting, and promptly handling signs of degradation, "self-evolution", and "self-transformation".

Promoting the 95-year tradition, each cadre doing organizational work today continues to cultivate virtue, train talent, maintain political qualities and revolutionary ethics, contributing to building the Cao Bang Provincial Party Committee increasingly strong, bringing the province to develop quickly, sustainably, richly, civilizedly and happily.
