With the third largest area in the country and many potentials and strengths, in the 2025 - 2030 term, promoting the role of strategic orientation, the Party Committee of Dak Lak Provincial People's Committee focuses on leading the creation of a new development space, realizing the aspiration of making Dak Lak an important growth pole of the Central Highlands and South Central Coast.

Make your mark in many fields

During the 2020 - 2025 term, the Provincial People's Committee Party Committee has comprehensively and closely led and directed according to the motto "clear people, clear work, clear results", creating strong changes and leaving marks in many fields.

The province's economy has recovered positively after the pandemic, maintaining an average growth rate of gross regional domestic product (GRDP) of about 6.24% per year, higher than the national average. Gross regional domestic product - GRDP per capita is estimated at 80.3 million VND per year. The agriculture, forestry and fishery sectors have promoted their pivotal role, developing towards high quality and sustainability with a growth rate of 5.24% per year. The province has also invested in a number of large-scale high-tech agricultural zones and organic agricultural zones with large investment capital.

The positive shift in industry, especially in the fields of processing, manufacturing and renewable energy, has become a bright spot in the province. Industrial zones and clusters have been invested in and completed, attracting businesses to invest. The average occupancy rate of industrial zones and clusters is over 85%. The province is carrying out investment procedures and building 7 industrial parks (IPs) with a total area of about 3,357 hectares, including a number of large projects that have been granted investment licenses by competent authorities such as: Phu Xuan IP infrastructure investment and construction project with an area of 325.6 hectares with the orientation of a green - modern IP; Phu Yen Hi-tech IP infrastructure investment and construction project; Hoa Tam Industrial Park Infrastructure Investment and Business Project (Phase 1) to form a Steel Complex with a capacity of 6 million tons/year, total investment capital of about 84,000 billion VND along with Bai Goc Deep-water Port project (with a total investment of about 24,000 billion VND). These are large and very important projects to build and develop Nam Phu Yen Economic Zone to become one of the industrial centers and major seaports of the South Central Coast and Central Highlands; these projects combined with Bai Goc Port will be the core to promote the development of the province's industry.

The province's trade, services and tourism maintained a growth rate, in which tourism services developed quite well, accelerated development, and recovered positively after the COVID-19 pandemic. Promotion, advertising and cooperation in tourism development were actively implemented, many major events and festivals were successfully organized, attracting a large number of domestic and international tourists. E-commerce and digital trading were effectively exploited, gradually becoming the main distribution channel. Export turnover increased by an average of 11.2% per year with key export products being lobster, ocean tuna, green coffee, pepper, cashew nuts, rubber, honey products, dried fruits, and frozen fruits.

The province's culture and society have developed comprehensively. The quality of education and training continues to be improved. Digital transformation, focusing on building digital government, promoting digital economic development and building digital society, has been promoted. Social security, job creation and sustainable poverty reduction have achieved many important results. People's health care has been enhanced, the quality of medical examination and treatment has been significantly improved. Traditional cultural values, especially the two intangible cultural heritages of humanity recognized by UNESCO, namely the Central Highlands gong culture and the art of Bai Choi in Central Vietnam, have been preserved and promoted in association with tourism development.

Political security and social order and safety in the province are ensured. Foreign affairs are implemented synchronously and effectively, expanding cooperative relations with many partners, contributing to attracting investment and strengthening the position of the province. The Party Committee has also focused on improving leadership capacity, fighting strength, and building a clean and strong Party Committee.

Promote the role of creation and orientation

Dak Lak province has a natural area of over 18,000 km², ranking third in the country (after Lam Dong and Gia Lai), with a border of over 71 km and a coastline of 189 km, possessing a special geographical location, being the gateway connecting the Central Highlands with the South Central Coast, facing the East Sea, creating many opportunities in attracting investment, economic trade and expanding international cooperation. With a population of over 3.3 million people with 49 ethnic groups living together, Dak Lak converges the diverse cultures of the ethnic groups with many historical relics, scenic spots and unique traditional festivals, which is a solid foundation for developing cultural and ecological tourism.

After the reorganization, Dak Lak is considered a province with great potential for development. With strengths in high-tech agriculture, forestry and renewable energy, along with a long coastline, possessing great potential for marine economy, tourism, and seaport industry, Dak Lak has enough foundation to build chain links, develop production, industry, processing, export, and logistics. At the same time, develop tourism synchronously with the "forest - sea" link, combining exploration of highland culture with island resorts.

To become a dynamic socio-economic center of the region, the entire Party, government and people of the province join hands and strive to build a Dak Lak that develops rapidly, sustainably, civilizedly, uniquely and integratedly.

Recognizing and clearly evaluating the potentials and advantages of the new development space, in the 2025 - 2030 term, the Provincial Party Committee and People's Committee will promote the role of creation, orientation and leadership, gradually realizing the aspiration to build Dak Lak province to develop in a modern, sustainable, civilized, and unique direction, firmly joining the country in entering a new era - an era of strong and prosperous development of the nation.

In the immediate future, focus on leading the construction of a new Dak Lak Provincial Planning for the period 2021 - 2030, with a vision to 2050, with new breakthroughs, ensuring effective exploitation of potential, maximizing competitive advantages, cultural and historical values and new development spaces of both the Eastern and Western dynamic regions of Dak Lak.

The new Dak Lak province planning is an important basis for attracting investment, orienting development into a new industrial center with international border gates and seaports, focusing on developing high value-added industries such as: metallurgy, refining, petrochemicals, renewable energy, etc. Developing logistics services associated with Buon Ma Thuot Airport, Tuy Hoa Airport, Vung Ro Port, Bai Goc Deepwater Port, Dong Hoa Dry Port and Krong Buk Dry Port.

Dak Lak is gradually realizing the goal of building a province that develops in a modern, civilized, and unique direction.

To strongly promote intra-regional and inter-regional socio-economic activities, the province has determined to focus resources on completing transport infrastructure to promote socio-economic development along the North-South axis, creating synchronous connections with major economic centers of the country, integrating capital sources to build coastal routes, main traffic axes connecting with the North-South expressway in the East; North-South high-speed railway project, section passing through the province. Prioritize investment, upgrading and expansion of National Highway 29 connecting East - West, promptly complete investment procedures for the expressway project connecting East Dak Lak and West Dak Lak; speed up progress to soon complete the Khanh Hoa - Buon Ma Thuot expressway project.

Along with that is urban development according to the chain model; in which, Buon Ma Thuot is the western center, Tuy Hoa is the eastern coastal center of the province; forming growth poles, economic zones, industrial - urban - service zones as driving forces in both the west and east of Dak Lak province.

With the potential advantages of sea tourism and eco-tourism, the province will aim to develop tourism into a spearhead economic sector with a synchronous and modern infrastructure system and tourism services; strongly develop key tourism products with advantages such as sea - forest eco-tourism, resort tourism, community tourism, agriculture and rural areas... Prioritize attracting investment to form a number of tourist areas to create national and international highlights in Xuan Dai Bay, Ganh Da Dia, Vung Ro Bay, Van Hoa Plateau; upgrade the infrastructure of Yok Don National Park tourist area, develop Lak Lake area to become a national tourist area; attract investment in large-scale entertainment and resort complexes, golf courses...

Identifying the “four pillars” as the new growth engine, the Provincial Party Committee will focus on leading and directing the improvement of the investment and business environment, developing and promoting the role of the private economy. Creating an open, transparent, attractive investment environment, reforming administrative procedures; promoting the development of science and technology, innovation and digital transformation, creating the foundation for a dynamic and modern economy.

Focusing on developing high-quality human resources, in the coming time, the Party Committee will continue to direct and focus on investing in education and vocational training, especially in key economic sectors such as logistics, processing technology, tourism, and digital technology. Develop mechanisms and policies to attract talent, especially in the fields of management, marine economy, high technology, etc.
