Promoting the pioneering role of economic diplomacy

BHG - Continuing to closely follow the Government's orientation on "Building an economic diplomacy to serve and develop, taking people, localities and businesses as the center of service", along with the opening up of localities bordering China, the province's foreign affairs activities have also strongly recovered.

The province's foreign affairs activities in 2023 are to maintain friendly neighborly relations, coordinate border management, promote comprehensive cooperation with Yunnan province and Guangxi Zhuang Autonomous Region, China. In particular, the province has coordinated with Chinese counterpart agencies to successfully organize the Customs Clearance Ceremony and officially announce the Sam Pun - Dien Bong bilateral border gate pair, which is a great result after many years of coordination with the other side to advise and report to the two countries ' governments for approval, marking a turning point in the province's diplomacy after a long period of freezing due to the Covid-19 pandemic.

The province has also proactively strengthened connections, established and expanded cooperation with localities of other countries, signed local-level friendship cooperation agreements with Benguet province (Philippines); Moriya city, Ibaraki province (Japan); Boeun district, Chungcheongbuk province and Hadong district, Gyeonsangnam province (Korea). Relations with embassies of other countries, associations, enterprises and international organizations have been increasingly expanded; regularly meeting and welcoming international organizations, funds, foreign business associations and foreign representative agencies in Vietnam. Thereby, the province has signed 20 new international agreements in various fields and industries, bringing practical benefits to the people.

Economic diplomacy and trade investment promotion activities have been strongly and resolutely implemented by all levels and sectors in the province, promoting their role as an important driving force for rapid and sustainable development through meetings and working sessions with domestic and foreign economic organizations. Provincial authorities regularly update and promptly provide information to businesses on FTAs that Vietnam has signed, new legal policies related to import and export activities, organize and participate in events on investment promotion, economic trade, such as: Vietnam - Hong Kong Business Connection Workshop; Vietnam - France Local Cooperation Conference; Vietnam - China International Tourism Trade Fair and the 30th Anniversary of the Reopening of Thanh Thuy (Vietnam) - Thien Bao (China) International Border Gate; The 7th China - South Asia Expo and the 27th Kunming Import-Export Trade Fair; 2023 Mekong River Economic Corridor (GMS) Governors' Forum; 20th China-ASEAN Expo…

Through that, import-export and border trade activities have improved thanks to the two sides' counterpart agencies strengthening coordination to maintain stability, safety and order in import-export activities, trade in services, passenger transport, tourism in border areas and exchange of goods between residents on both sides of the border... The total value of import-export turnover in the province reached 255.1 million USD, reaching 110.9% of the plan for 2023. The situation of mobilizing, receiving, managing and using ODA and FDI capital sources has been maintained and implemented in a safe and consistent manner with the local public investment disbursement situation with 7 ODA programs and projects and 4 FDI projects with a total capital of nearly 100 billion VND. In addition, the province has also proactively researched and perfected mechanisms and policies to create the best conditions and investment environment, increasingly attracting investment, especially foreign investors and aid.

People's diplomacy and attracting foreign non-governmental aid are also focused on by the Party Committee, government, and all levels, sectors, and localities in the province. In 2023, the province will receive and continue to implement and manage 56 programs, projects, and aid packages. Of which, 32 new programs, projects, and aid packages will be received with a committed funding of over 6.3 million USD; disbursement of over 3.7 million USD will be mainly invested in sustainable projects, enhancing the livelihoods of ethnic minorities with many highly effective models that have been replicated.

To continue promoting the pioneering role of diplomacy to promote economic development, in the coming time, the province aims to continue to concretize and organize the synchronous, effective and comprehensive implementation of the foreign policy of the Party and State; tasks and solutions to implement foreign affairs activities according to the Resolution of the 17th Provincial Party Congress. Focus on improving the effectiveness and substance of cooperative relations with Yunnan province and the Guangxi Zhuang Autonomous Region, China; with localities where the province has established friendly cooperative relations. Focus on expanding partners and cooperation areas, attracting external investment resources to develop green tourism, community tourism, typical agriculture, labor export, trade; innovate and improve the effectiveness of investment promotion work, innovate foreign information work, thereby contributing to the development of the province.
