By 2030, select 15-20 universities with capacity, reputation, and strengths in research, application, innovation, and training in priority technology fields to invest in and develop into strong research entities; including strong investment and special, outstanding mechanisms to develop at least 2 elite universities following the model of international-class research universities.
The goal by 2035 is to develop 25-30 higher education institutions into strong research entities; there will be 3-5 international-class research universities.
This is one of the goals mentioned in the draft Project on developing universities into strong research entities, closely combining research, application and training by 2035, announced by the Ministry of Education and Training at the Scientific Conference on Developing Universities into Strong Research Entities, Linking Research, Application and Training, held on the afternoon of August 7 in Ho Chi Minh City.
Higher education institutions as strong research entities will play a key role in the ecosystem of science , technology, innovation and training of high-quality human resources.
The project requires these establishments to have an average increase of 12% in the number of scientific publications in prestigious international journals and a 20-22% increase in the number of patents registered and granted each year; to form at least 50 strong research groups, of which at least 30 groups must reach international standards in the fields of strategic technology, high technology and other key scientific fields.
Along with that, the Project requires each facility to attract at least 20 excellent experts and scientists, both Vietnamese overseas and foreigners, to participate in scientific research and teaching. These targets will be increased in the period 2030-2035.
Many solutions are proposed in the draft Project to develop higher education institutions into strong research entities, including: school-state-enterprise cooperation mechanisms, public-private partnerships; breakthrough policies in attracting talent; perfecting regulations on science, technology and innovation services in higher education institutions to promote schools to participate in the science and technology market (consulting, technology transfer, incubation of spin-off businesses, etc.).
Along with that, the Project also supports improving research capacity, innovation, connection and development cooperation for higher education institutions that are strong research subjects; enhancing international cooperation activities in scientific research, technology transfer, innovation and training.
Speaking at the workshop, Deputy Minister of Education and Training Nguyen Van Phuc said that this project is one of the very important contents, aiming to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation", contributing to creating breakthroughs in science and technology to develop the country rapidly.
Therefore, the units drafting the Project need to continue to research and improve it based on listening to opinions from schools and experts to have effective mechanisms, policies and solutions for implementation.
Among them, units need to clarify the criteria of an educational institution as a strong research subject. The evaluation is not only based on scientific publication indicators but must include many other aspects such as: application, transfer, and commercialization of research results.
In addition to specific mechanisms for some schools to become strong research entities, the Project also needs to propose general policies for higher education institutions to develop strongly.
Along with that, the project drafting board can review and increase the target number of universities selected for investment and development into strong research entities.
According to Deputy Minister Nguyen Van Phuc, the Project needs to propose solutions to attract talent with outstanding mechanisms to build and develop research teams in schools.
Along with that, the Project needs to focus on the issue of investment in facilities; mechanisms and financial resources for science and technology activities. In particular, the Project needs to have solutions to effectively implement the school-state-enterprise cooperation mechanism.
Because according to the spirit of Resolution 57, the state will prioritize investment support for important items. However, in order for training and research products to meet the market, the role of enterprises is important./.
