To effectively implement the QCDC at the workplace, the Provincial Federation of Labor (FFL) directs trade unions at all levels to promote the dissemination and implementation of legal regulations on implementing the QCDC in the activities of agencies, units, and enterprises. At the same time, it guides and directs trade unions at all levels to coordinate with the authorities and professional bodies to organize conferences for cadres, civil servants, and public employees in accordance with regulations; coordinate with business leaders to organize conferences for workers, dialogues at the workplace... In addition, the Provincial Federation of Labor maintains a program of coordination with the Provincial People's Committee and functional branches in inspecting, supervising, and coordinating the settlement of regimes and policies for workers, performing the function of participating in State management, representing and protecting the legitimate and legal rights and interests of workers. Organize a meeting of FDI enterprises every 2 months with the participation of functional departments, branches, grassroots unions, and employers to grasp the situation of working life, implement policies and regimes, ensure order, security, traffic in industrial parks, implement QCDC at the workplace... From there, grasp the thoughts of workers, laborers, labor relations and union activities to have directions for the next period.
According to the assessment of the Provincial Federation of Labor, the implementation of QCDC at the grassroots level of enterprises is increasingly becoming systematic, effective and practical. The contents are commented on, inspected, monitored by employees and publicly posted by employers on information boards, in regular meetings, dialogues or direct reports at the Labor Conference on the production and business situation during the year. The awareness of implementing QCDC at the grassroots level of employers and employees has clearly changed. Trade union organizations have played a good role in deploying and implementing QCDC work at the grassroots level in agencies, units and enterprises.

Nguyen Thi Ai, President of the Trade Union of Sunjade Vietnam Shoes Co., Ltd., said: If QCDC is implemented seriously and systematically at the workplace, it will bring many benefits in stabilizing production. Along with organizing annual labor conferences, business leaders organize direct dialogues with employees every 3 months and ad hoc dialogues when problems arise. Thereby, complaints and questions within the authority of the company are promptly resolved, and policies and regulations are publicly explained and thoroughly guided. In particular, to improve welfare regimes for employees, the executive board of the grassroots trade union has successfully negotiated with the business leadership to add provisions in the collective labor agreement that are more favorable to employees than those prescribed by law. Specifically, the enterprise increased the lowest seniority allowance from 80,000 VND/month to 150,000 VND/month, the highest from 250,000 VND/month to 800,000 VND/month; increased the position allowance for direct staff from the lowest level from 60,000 VND/month to 300,000 VND/month, the highest level from 6,000,000 VND/month to 7,100,000 VND/month; fuel support of 15,000 VND/person/day, meals of 20,000 VND/person/meal of shift...
According to reports from trade unions at all levels, in 2024, 14/14 State-owned enterprises organized labor conferences, 910/910 non-State-owned enterprises organized dialogue conferences at the workplace; 72/65 enterprises (assigned according to the plan) proposed and negotiated with employers to adjust the value of shift meals to over 18,000 VND (reaching 110.7%). The total number of units with Collective Labor Agreements is 306 units (reaching 37%) with 217,440 employees benefiting from signing Collective Labor Agreements; the number of units that have not signed Collective Labor Agreements is 520 units, accounting for 63%. Currently, 14/14 State-owned enterprises, 122/122 foreign-invested enterprises and 189 domestic-invested enterprises seriously implement the Collective Labor Agreements.
Through the activities of the trade union participating in building and implementing the QCDC at the grassroots level, the legal and legitimate rights and interests of union members and employees are basically guaranteed; labor relations in agencies and enterprises in the province are improved. Union members and employees actively respond to patriotic emulation movements, contributing to the development of agencies, units and enterprises as well as promoting sustainable growth of the local economy .
