On the afternoon of October 15, the Office of the Ho Chi Minh City People's Committee issued a document announcing the conclusion of the Standing Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho on the Project " Continuing to develop and modernize Cai Mep - Thi Vai International Gateway Port into the largest international transit port in the country, with regional and world stature."

Accordingly, the People's Committee of Ho Chi Minh City affirmed that the continued development and modernization of the Cai Mep - Thi Vai international gateway port system is an important task, in accordance with Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo and Resolution 154/NQ-CP of the Government on socio-economic development, ensuring national defense and security in the Southeast region until 2030, with a vision to 2045.
After Ho Chi Minh City merged according to Resolution 202/2025/QH15, reviewing, updating and completing the Project is an urgent requirement to ensure consistency, effectiveness and efficiency in the city's new development orientation.
The Ho Chi Minh City People's Committee assigned the Department of Construction to urgently complete the draft Project, absorb opinions from the meeting participants, and focus on key contents. Update the socio-economic development goals according to the Draft Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, as a basis for completing the content on the necessity, goals and orientation of the Project. Coordinate with the Department of Planning and Architecture to review and integrate the contents in the General Planning Project of Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau, and at the same time update the results of research on post-merger planning adjustments, ensuring connectivity in the development of seaports and technical infrastructure. Supplement the latest data on regional seaport activities from 2024 to present; clarify the content of "modernization" in technology, equipment, logistics models and technical inspection centers, towards a smart, green and sustainable port system.
The People's Committee of Ho Chi Minh City requested the Department of Construction to carefully study the relationship and complementarity between Cai Mep - Thi Vai Port and Can Gio International Transit Port (according to Decision 148/QD-TTg dated January 16, 2025 of the Prime Minister).
Accordingly, it is necessary to evaluate the transit cargo flow, transport volume and economic and technical impacts, ensuring the development of Cai Mep - Thi Vai Port in harmony with the logistics strategy of the city and the Southeast region, contributing to the formation of an international logistics center of Vietnam. Complete the dossier and report before October 24.
According to the People's Committee of Ho Chi Minh City, the Project to develop and modernize Cai Mep - Thi Vai Port is not only an infrastructure project, but also a strategic step to turn Ho Chi Minh City into an international cargo transit center, affirming Vietnam's leading logistics position in the Asia region. Cai Mep - Thi Vai Port is currently one of the largest deep-water ports in Vietnam, capable of receiving ships of over 200,000 DWT, directly connecting to trans-Pacific and European shipping routes. The continued modernization and synchronous development of Cai Mep - Thi Vai Port and Can Gio International Transit Port will create a complete logistics network, regional and international, contributing to turning Ho Chi Minh City into a modern, smart and sustainable maritime trade and service center.
