Ethnic minorities in Quang Ninh currently have more than 162,000 people, accounting for 12.31% of the province's population. The diversity of ethnic minority cultures is opening up many opportunities for tourism development, bringing sustainable livelihoods to local people.

In early 2024, with the encouragement and support of the local government, 6 San Chi households in Khe Luc village (Dai Duc commune, Tien Yen district) boldly built a homestay area and established a Community Tourism Cooperative Group. The model officially came into operation in mid-March 2024, attracting a large number of tourists to visit and experience the unique cultural features of the San Chi people. This is the first village and hamlet community tourism model implemented in Tien Yen district.
From this model, local people pay more attention to preserving and exploiting the unique cultural values of their people, promoting agricultural strengths to serve sustainable tourism development. Ms. Tran Thi Phau (Khe Luc village) said: We keep the traditional features of San Chi stilt houses, wooden floors, surrounded by earthen bricks, roofs covered with yin and yang tiles; the yard fence, the garden is made of stones, not built or plastered. The large yard is a place for exchanges and performances of Soong co singing, Tac xinh dancing, and spinning tops. Visitors coming here can also experience regional specialties, cultural and artistic exchanges, participate in wine making, rice fanning, foot soaking, and herbal baths.

Developing tourism based on exploiting cultural values is also a new direction for the Dao community in Ky Thuong commune (Ha Long city). Grasping the growing trend of experiential tourism, many households here have jointly implemented the Am Vap Farm community tourism model. Visitors coming here can admire the fresh natural landscape of the mountains and forests, experience production activities, enjoy cuisine , learn about traditional costumes and culture. In this direction, the Dao community here always puts nature and culture as core values for sustainable development.
From the policy of exploiting traditional cultural identity associated with tourism development, Binh Lieu district (over 96% of the population are ethnic minorities) has built models: Tay cultural village in Dong Thanh (Hoanh Mo commune); Dao cultural village in Na Nhai (Vo Ngai commune), Song Mooc (Dong Van commune)... At the same time, it focuses on propagating and mobilizing ethnic minorities to preserve and promote traditional cultural identity; annually organize festival activities, cultural tourism weeks, such as: Wind Abstinence Festival, Soong Co Singing Festival, Luc Na Communal House Festival, So Flower Festival, Golden Season Festival... with many new and unique experiences, interesting folk games. Through activities and events, it has contributed to promoting the traditional cultural beauty of ethnic groups, gradually affirming the unique mark of Binh Lieu tourism on the domestic tourism map.

Binh Lieu has developed a Project on sustainable tourism development associated with poverty reduction and socio-economic development until 2030; issued Resolution No. 13-NQ/HU (dated March 31, 2023) on district tourism development until 2025, with a vision to 2030. It emphasizes the solution of developing community tourism based on the foundation of preserving and promoting traditional cultural values of ethnic groups, associated with protecting the natural landscape environment; focusing on building and forming cultural villages of the Tay, Dao, and San Chi ethnic groups, creating highlights and enhancing visitors' experiences.
The province is implementing the project “Preserving and promoting the fine traditional cultural values of ethnic minorities in association with tourism development”. The focus is on restoring, preserving and promoting traditional cultural values; training and fostering cultural staff; supporting cultural facilities and equipment for ethnic minority areas to enhance the cultural enjoyment of ethnic minorities, in association with tourism development.
