Mr. Nguyen Duc Dien : Resolution No. 69/2020/NQ-HDND dated December 16, 2020 of the Yen Bai Provincial People's Council stipulates a number of policies to support the development of agricultural, forestry and fishery production in Yen Bai province for the period 2021 - 2025, including a policy content "Support for the development and replication of new models with high economic efficiency in agricultural, forestry and fishery production". Every year, it is expected to allocate 3 billion VND to support implementation; the support mechanism is implemented according to the provisions of Resolution No. 19/2020/NQ-HDND dated July 4, 2020 of the Yen Bai Provincial People's Council promulgating regulations on expenditure content and support levels from local budget sources for agricultural extension activities in Yen Bai province. The specific support level for each project is approved by competent authorities.
Reporter: It is known that the province has been implementing policies to support the implementation of new projects and models with 2 projects on growing upland taro in 2 mountainous districts of Tram Tau and Mu Cang Chai and 1 project on producing vermicelli according to the value chain in Tran Yen district. So, specifically, how are these projects supported and implemented?
Mr. Nguyen Duc Dien : For the 2 projects of growing upland taro in the 2 mountainous districts of Tram Tau and Mu Cang Chai , because they are implemented in difficult and extremely difficult areas, they are supported 100% of the costs of seeds, equipment, and essential materials to build the model. For the vermicelli project following the value chain in Quy Mong commune, Tran Yen district, which is not in a difficult area, they are supported 70% of the costs of seeds, equipment, and essential materials to build the model. In addition, these projects and models are also supported with training on technical transfer, preliminary and final reviews of the model.
These projects and models have all been implemented to ensure the requirements and progress set forth, and have been accepted by competent authorities for the completed volume and disbursed budget support capital according to regulations. The total support fund for the 3 projects is 1,639 million VND; of which: Tram Tau taro project is 671 million VND, Mu Cang Chai taro project is 348 million VND, and Tran Yen vermicelli project is 620 million VND.
To date, Upland taro planting projects have been maintained and replicated in the area, bringing production efficiency to people in the highlands. Specifically, in Tram Tau district, the area of upland taro has been expanded from 80 hectares before the project was implemented to 600 hectares today, in Mu Cang Chai district, from the initial 5 hectares of the model, it has now been expanded to over 10 hectares in Ho Bon commune. The average yield is 9 tons/ha, with the current selling price fluctuating at 20,000 VND/kg, the total revenue per hectare is 180 million VND; after deducting the investment cost of 84 million VND/ha, the profit is over 90 million VND/ha/year. In particular, currently, Tram Tau upland taro has been protected by intellectual property with the certification mark "Tram Tau upland taro".
For the Tran Yen vermicelli project, the area of raw vermicelli growing area increased from 70 hectares when the project was implemented to 120 hectares now, with revenue from 180 to 200 million VND/ha; the Cooperative's vermicelli output increased from 30 tons to over 100 tons now. In particular, Tran Yen vermicelli products have been certified as 3-star OCOP products and are currently preparing a profile to evaluate 4-star OCOP products.

Mr. Nguyen Duc Dien: This is an open support policy for localities to approach and proactively propose new projects and models, based on exploiting local potential and advantages to build and replicate new production models with high economic efficiency, contributing positively to the transformation of crop and livestock structure, production development, and increasing people's income.

Mr. Nguyen Duc Dien: Localities need to focus on exploiting the main potentials and advantages in terms of: Land conditions, climate, soil, labor, thereby selecting suitable crops and livestock to develop production to create specialty products, typical of the region, with high competitiveness in the market, bringing economic efficiency to the people.
Along with that, it is necessary to actively propagate policies to people and cooperatives to proactively propose support for new models to take advantage of the available advantages and potentials of the locality to help people develop the economy, eliminate hunger and reduce poverty.
