On October 8, the Truth National Political Publishing House coordinated with the Central Propaganda and Mass Mobilization Committee, the Ministry of Health , and Hanoi Medical University to organize a national scientific conference with the theme "Strategic breakthrough in human resources, especially high-quality human resources in the new context".
The workshop took place in the context of the country preparing to enter a new stage of development, with the aspiration to build Vietnam into a strong and prosperous nation. To realize that aspiration, our Party has identified three strategic breakthroughs, in which human resource development, especially high-quality human resources, plays a pivotal role and is a prerequisite.
According to Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission, the current situation shows a significant gap between requirements and capacity to meet them. Specifically, the rate of trained workers with degrees and certificates is only 28.1% - much lower than other countries in the region. In addition, Vietnam's labor productivity is still low compared to the region, only 59.6% of Thailand, 52.8% of Malaysia and less than 20% of Singapore.
This clearly reflects that we are seriously lacking highly qualified human resources, especially in key areas such as high technology, smart healthcare , renewable energy, semiconductors, artificial intelligence, etc.
Without timely, synchronous and breakthrough solutions, we will find it difficult to take advantage of new development opportunities and may even risk falling behind in the global competition for knowledge and technology.
Focus on special mechanisms to attract talent
From the perspective of a human resource training unit, Associate Professor, Dr. Phan Thi Thu Huong, Chairwoman of the Hanoi Medical University Council, said that today's conference is not only an academic forum to share valuable knowledge and experience, but also has profound significance, contributing to providing theoretical and practical bases for the development of the 14th Party Congress Documents.
Especially in the medical field - a field directly related to the health, life and quality of life of the people, Associate Professor Phan Thi Thu Huong emphasized that high-quality human resources are not only a pillar, but also a vital factor. This team needs to gather not only extensive professional capacity, but also critical thinking, proactive in the development of science and technology, especially ensuring medical ethics as the foundation of the medical profession.
“We identify the training and development of high-quality medical human resources, but always following the teachings of President Ho Chi Minh with the six golden words “good medical skills – bright medical ethics” as the core mission, the responsibility to the Party, the medical industry and the people,” Associate Professor Huong affirmed.
Associate Professor Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, also emphasized the need to build a team of staff at the Central Party agencies. In particular, Associate Professor Lam proposed 7 solutions to build a team of staff to meet the requirements of digital transformation, emphasizing the focus on building a digital working environment at Party agencies, using digital transformation as a tool to improve operational efficiency, improve coordination processes, information processing and policy recommendations.
The presentations at the Workshop also provided multi-dimensional, scientific perspectives, linking theory and practice, from policy making to implementation, contributing to perfecting the country's strategy for developing high-quality human resources.
Many delegates proposed breakthrough solutions, with special attention paid to specific mechanisms to attract and utilize talents, perfect the legal system, strengthen international cooperation, and promote the role of all levels, sectors, and units in training and using human resources, especially high-quality human resources.
