Deputy Prime Minister Tran Hong Ha has just issued a decision approving the planning project for the construction of the system of working headquarters of ministries, ministerial-level agencies, government agencies, and central agencies of mass organizations in Hanoi until 2030.
According to the project, this new headquarters system will be the workplace of 18 ministries, 4 ministerial-level agencies, 8 government agencies and 6 central agencies of organizations. This planning project includes 2 detailed plans at a scale of 1/500 in 2 areas: Me Tri and West West Lake.

Specifically, Me Tri area (Nam Tu Liem district) has a scale of 55 hectares, with 43.6 hectares belonging to Me Tri ward and 11.4 hectares belonging to Trung Van ward. This area is expected to be the headquarters of 23 agencies.
The office building here is designed to be 17-25 floors high, adjacent to Thang Long Avenue, Cuong Kien Street and Le Quang Dao Street extension. Service buildings are designed to be 3-5 floors high. The basement system is from 2 to 5 floors.
In the 2023-2025 period, in Me Tri area, we will prepare to invest in the construction of the headquarters project of the Ministry of Agriculture and Rural Development and complete the construction of the headquarters of Vietnam Social Security into use.
From 2026 to 2030, investment will be made to build the headquarters of the Ministry of Agriculture and Rural Development and prepare for investment in infrastructure construction, and other agencies in need of relocation.
From 2030 onwards, investments will be made in building infrastructure for agencies that need to relocate.
In addition to Me Tri area, Tay Ho Tay area has an area of 35 hectares, including 20.7 hectares in Xuan La ward, Tay Ho district and 14.3 hectares in Xuan Tao ward, Bac Tu Liem.
The West Lake area will have 13 offices with a unified architectural shape to the North and South, connected to 2 urban roads. There will be buildings with 12-25 floors, auxiliary buildings, and commercial services with 6-34 floors, with a unified construction boundary set back from the main road of 20m.
The planning project clearly shows that the period from now to 2025 will be the investment preparation period, from 2026 to 2030, investment in phase 1 will be implemented and investment preparation for phase 2 will be carried out. In which, investment will be made in infrastructure construction and investment in building headquarters of agencies with urgent needs to relocate phase 1 (completion of new headquarters, relocation and handover of old headquarters in 2030) and investment preparation for phase 2.
From 2031 to 2035, investment will be made in building headquarters of the remaining ministries and related public works.
The planning project also clearly states that for the existing real estate system after relocation, centralized management measures are required. At the same time, the Ministry of Finance is assigned to preside over and coordinate with relevant ministries and the Hanoi People's Committee to determine specific exploitation plans for each real estate facility to serve the activities of central agencies and the activities of Hanoi City. In case there is no need to use it as an administrative agency, a public auction will be conducted to recover resources for the State.
For facilities that do not need to be used as administrative agencies, the conversion must ensure the principles oriented in the general planning of the capital construction, which is to prioritize urban restructuring, use for public purposes, flower gardens, parking lots, and limit the additional load on infrastructure in the area.
