Accordingly, the Lang Son Provincial Planning for the period 2021-2030, with a vision to 2050, identifies the general goal of building Lang Son into a border province with a developed economy , stable society, national defense, security, and a guaranteed ecological environment, one of the growth poles, the economic center of the Northern midland and mountainous region, and an increasingly important "bridge" in economic and trade connections between Vietnam, ASEAN countries, China and Europe.
By 2030, Lang Son province strives to have an economic scale and GRDP per capita in the top 5 provinces in the Northern midland and mountainous region. The province's economic structure will shift strongly towards industry, services, and tourism becoming the main growth drivers, while the agricultural sector will develop towards commodity agricultural and forestry production, applying technology and high efficiency.
Regarding specific economic targets, by 2030, the average GRDP growth rate in the 2021-2030 period will reach 8 - 9%/year; of which: Agriculture, forestry and fishery sector will be about 2.5 - 3.5%/year; Industry - construction will be about 12 - 13%/year; Services will be about 8 - 9%/year; Product tax minus product subsidies will be about 8 - 9%/year.
By 2050, Lang Son will have a modern, dynamic economy, creating favorable conditions for digital life. Having active cooperation with Chinese localities and localities in the region and neighboring provinces, Lang Son will become a GREEN land attracting foreign investment in various fields, especially clean energy, agriculture, industry and tourism. Lang Son plays an important role in defining the national brand of Vietnamese agricultural products and is a bridge contributing to bringing high-quality Vietnamese products to the region and the world.
Regarding the development direction of important sectors and fields, Lang Son Provincial Planning identifies 04 important sectors, including: Industry; Services; Border gate economy and Dong Dang - Lang Son Border Gate Economic Zone; Agriculture, forestry and fisheries. Specifically, regarding industry, industrial development is directed towards improving quality, increasing value and competitiveness, focusing on developing green industries, making industry a driving force for growth and economic development of the province.
Regarding the service sector, build Lang Son province into a regional service center, an economic and foreign trade center between Vietnam and ASEAN countries with the Southwest region of China, a modern border gate logistics service center of the whole country, a typical "Green" border gate city of Vietnam. Prioritize the development of 06 service sectors including: (i) Trade and border gate economic services; (ii) Tourism; (iii) Transportation and warehousing services; (iv) Banking and financial services; (v) Education and healthcare services; (vi) Other services such as telecommunications, science and technology support services. Diversify service types associated with the development of science and technology and knowledge economy.
Developing Dong Dang - Lang Son Border Gate Economic Zone into a modern and dynamic border gate economic center, a national and international border gate service and logistics center; one of the key tourism, trade and service centers of the province and the Northeast region, a place to apply clean technology in production, associated with sustainable development and ensuring the ecological environment.
Develop agriculture, forestry and fishery in the direction of commodity production, with high competitiveness, promote the advantages of local specialties, link agricultural production with tourism. Develop ecological, organic, circular agriculture, low carbon emissions, environmentally friendly, adaptable to climate change and sustainable.
Regarding the plan for organizing socio-economic activities, Lang Son Provincial Planning orients development according to the model: 01 development axis, 02 economic corridors and 03 socio-economic regions. Of which, 01 development axis is the Dong Dang - Huu Lung economic development axis associated with the North - South economic corridor running along the highway from Huu Nghi border gate through the expanded Lang Son city, which is the most important dynamic development axis and socio-economic development connection of the province, the central axis of the dynamic economic region, where the development of border gate economy, urban economy, tourism, industry, etc. is focused.
02 economic corridors include: Cao Loc - Van Lang - Trang Dinh economic corridor, developing the fields of trade, industry, agriculture - forestry and tourism of the Western economic region, while strengthening connectivity and enhancing the regional connectivity position for Lang Son; Lang Son city economic corridor expansion - Loc Binh - Dinh Lap, developing trade - tourism - transportation services - logistics; developing industrial parks, clusters, agricultural - forestry production areas for the Eastern economic region of the province.
Socio-economic zones include: The dynamic economic zone includes the expanded Lang Son city, Chi Lang district, Huu Lung district, which is the most important gateway connecting the socio-economic development exchange between Vietnam and China on the Nanning - Hanoi - Hai Phong - Quang Ninh economic corridor; The Eastern economic zone includes Loc Binh and Dinh Lap districts, which is the eastern gateway of Lang Son province; develops agriculture and forestry, supplies agricultural and forestry raw materials for the processing industry; is one of the key tourist destinations of the Northern midland and mountainous region and the whole country; The Western economic zone includes Van Quan, Binh Gia, Bac Son, Van Lang, Trang Dinh districts, which is the key area for agricultural and forestry development of the province associated with the agricultural and forestry processing industry; prioritizes the development of green economy and renewable energy./.
