On the afternoon of September 10, 2025, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national works and projects (DA), key to the transport sector (GTVT), chaired the 20th meeting to assess the implementation situation. Attending the conference were Deputy Prime Minister, Deputy Head of the Steering Committee Tran Hong Ha; leaders of central ministries, branches and provinces and cities. Vice Chairman of the Provincial People's Committee Nguyen Minh Lam attended at the Tay Ninh bridge.

Conference at Tay Ninh province bridge

According to the report at the meeting, at the Steering Committee's 6-month review meeting in late July 2025, the Prime Minister , Head of the Steering Committee, assigned 33 tasks to ministries, branches and localities. In particular, focusing on removing difficulties and obstacles, speeding up the implementation of projects. To speed up the implementation of key projects, the Prime Minister also decided to add 15 projects (including 13 road projects, 01 aviation project and 01 seaport project) to the list of projects under the Steering Committee, bringing the total number of projects to 120.

Up to now, the units have completed 12 tasks on time. In addition, the agencies are actively implementing 21 tasks (11 tasks are regular direction and management tasks; 10 tasks have not yet reached the deadline) and 01 task related to site clearance (GPMB) has not met the required progress.

Regarding the implementation of expressway projects planned to be completed by 2025 to achieve the goal of having 3,000 km of expressway nationwide, localities have made efforts and actively implemented site clearance, mine leveling, and increased the exploitation capacity of construction material mines, and have basically completed them, meeting the construction schedule.

Regarding construction work, up to now, the whole country has 2,476 km of expressways (an increase of 208 km compared to the inauguration on April 19, 2025). At the same time, the Ministry of Construction and localities are making efforts to implement the construction of the remaining 733 km of 22 projects.

In Tay Ninh province, the investment project to build Ho Chi Minh City Ring Road 3, component projects 7 and 8 (section through the old Long An province) currently have main packages ensuring the proposed progress. The Ho Chi Minh City Ring Road 4 project (section Thay Cai - Hiep Phuoc canal) has been assigned by the Provincial People's Committee to departments and branches to implement; the work of selecting a consulting contractor to prepare a feasibility study report is underway; the site clearance work has been approved and the site clearance piles are being handed over.

Prime Minister Pham Minh Chinh requested ministries, branches, localities, investors, contractors, relevant agencies and units to focus on resolving legal issues, investing in equipment, human resources, and resources to implement construction, striving to complete ahead of schedule as committed, and soon put works and projects into operation and use; strictly implementing the policy of decentralization and delegation of power "locality decides, locality does, locality takes responsibility"; subjects participating in projects must promote self-reliance, dare to think, dare to do, proactively innovate methods to complete assigned tasks;...

The Prime Minister requested that the target of 3,000km of expressways and over 1,700km of coastal roads must be exceeded by 2025. Localities need to be proactive in implementing and completing pre-feasibility study reports to submit to competent authorities for approval of investment policies; hand over all remaining land of projects planned to be completed in 2025, in September 2025. Ministries and branches urgently submit to the Government for promulgation of resolutions on a number of specific mechanisms and policies to remove current difficulties and obstacles./.
