
At the meeting, the National Steering Committee on IUU reviewed and examined the tasks of each ministry, branch and locality since the 20th meeting. It focused on a number of tasks such as: Managing fishing fleets; monitoring, controlling and supervising fishing vessel activities; patrolling, enforcing the law, and handling IUU fishing violations...
Reporting to the Central Government at the meeting, Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, affirmed: Implementing the directions of the Prime Minister and the National Steering Committee on IUU, the province has actively directed and implemented solutions on effective and sustainable fisheries development, preventing and combating IUU fishing in accordance with actual conditions and recommendations of the EC.
By November 10, 2025, Quang Ninh province had 4,091 fishing vessels of 6m or more registered and 100% updated on the Vnfishbase system; 100% of fishing vessel owners had their information data cleaned and updated on the Vnfishbase and VNeID systems; 100% of fishing vessels were granted fishing licenses according to regulations. Since the beginning of the year, 57 fishing vessels have lost connection to VMS, of which 100% of violations have been investigated, verified, and handled. Through information and propaganda activities, fishermen's awareness and perception of the Fisheries Law and regulations on IUU fishing have changed positively.

In the coming time, Quang Ninh will continue to launch a general campaign to handle cases of expired registration and cases of VMS disconnection for more than 6 hours (if any); review, arrange, and restructure the fishing fleet in the direction of quickly reducing the fishing fleet to sea farming and tourism services; step up propaganda and dissemination of legal regulations on fisheries exploitation, instructions from the Central and the province on combating IUU fishing... At the same time, the province will verify, investigate clearly, and strictly handle violations...
Speaking at the meeting, Prime Minister Pham Minh Chinh requested the standing body of the Steering Committee, relevant ministries, branches, functional forces and local Party committees and authorities to continue to coordinate closely, promote the highest sense of responsibility in implementing IUU tasks; frankly acknowledge responsibilities and propose solutions to overcome unfinished tasks in the spirit of clear people, clear work, clear responsibilities, clear authority, clear time, clear results ; resolutely prevent, strengthen patrols, control, promptly detect fishing vessels with violations and strictly handle violations. At the same time, continue to strengthen information and communication work on IUU implementation instructions to raise awareness and responsibility among fishermen and the business community. Prime Minister Pham Minh Chinh emphasized that completing the task of removing the EU yellow card is not only a responsibility but also the honor and prestige of Vietnam internationally.
