On July 15, Prime Minister Pham Minh Chinh, Head of the Steering Committee for Administrative Reform, chaired the 8th meeting of the Government Steering Committee for Administrative Reform with localities to evaluate the results achieved in administrative reform in the first 6 months of 2024, and discuss directions and tasks for the last 6 months of the year. Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches and sectors attended at the Quang Ninh bridge.
With the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses, administrative reform in the first 6 months of the year achieved many positive results. Vietnam ranked 46th out of 132 countries and economies in the global innovation index. Institutional reform and administrative procedure reform continued to receive attention. The arrangement and consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continued to have clear changes. Discipline and administrative discipline were strengthened. The work of building and developing e-Government and digital Government was implemented synchronously and drastically by the Government, ministries, branches and localities.

In Quang Ninh, in the first 6 months of 2024, administrative reform continued to be implemented drastically and synchronously in all 6 component content axes, completing 25/44 tasks according to the 2024 Administrative Reform Plan. The province has achieved some outstanding results in completing the approval of the Job Position Project, basically completing the approval of the Autonomy Project, assigning the number of people working at departments and branches, digital transformation work, Project 06 of the province achieved many positive results.
Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to promptly overcome some shortcomings in administrative reform such as: Administrative procedures are still cumbersome; some places have not implemented them strictly, causing inconvenience and frustration; the organizational apparatus still has many levels, and its operations are not really effective; the situation of avoiding and shirking responsibility still occurs; at the same time, it is necessary to quickly clear and effectively use all resources for the recovery and development of the country in the current context. The Prime Minister also requested to continue to thoroughly grasp, organize the strict, comprehensive, synchronous and effective implementation of the State Administrative Reform Master Program for the 2021-2030 period and the tasks set out in the 2024 administrative reform plan of ministries, agencies and localities, ensuring the right progress.
