(Baoquangngai.vn)- According to the report of the National Committee on Digital Transformation, in 2024, Vietnam will rise to 71st place out of 193 countries in the United Nations e-Government rankings, up 15 places compared to 2022 and be ranked in the group of countries with a very high e-Government Development Index (EGDI).

On the afternoon of February 6, in Hanoi, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation (NDT), chaired the 10th meeting to summarize the activities of the National Committee on NDT and Project 06 in 2024, and key directions and tasks in 2025.

Also attending were Deputy Prime Minister, Permanent Vice Chairman of the National Committee on Digital Transformation Nguyen Hoa Binh. The meeting was connected online to the bridge points of ministries, branches, and People's Committees of localities nationwide.

Attending the meeting were Permanent Vice Chairman of the Provincial People's Committee Tran Hoang Tuan and members of the Provincial Steering Committee for Digital Transformation; members of the Working Group implementing the Project 06 provinces; members of the Working Group assisting the Steering Committee for Digital Transformation and the Working Group implementing the Project 06 provinces.

According to the Ministry of Information and Communications, in terms of the national digital transformation situation, in 2024, Vietnam will rise to 71st place out of 193 countries in the United Nations e-Government rankings, up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with a "very high" e-Government Development Index (EGDI). In terms of digital economy, the proportion of digital economy in 2024 is estimated to reach 18.3%, with a growth rate exceeding 20%/year, 3 times higher than the GDP growth rate, the fastest in Southeast Asia.

Retail e-commerce revenue reached 25 billion USD, up about 20%. Vietnam is among the top 10 countries with the fastest e-commerce growth rate in the world. The annual growth rate of cashless payments increased by more than 50%, leading Southeast Asia. Regarding digital society, for the first time, the access rate of "Make in Vietnam" digital platforms compared to foreign digital platforms exceeded 20%, reaching 25.25%, up 5.62% compared to 2023. With this result, Vietnam has become one of the few countries with a high number of domestic digital platform users.

The National Public Service Portal continues to be effective with 4,475 integrated procedures (70.8% of total administrative procedures). From July 2024, VNeID will be used to log in and use online public services (about 425,000 times/day), creating convenience for people and businesses. Digital signature certificates issued to adults in 2024 will reach 12.5 million, an increase of 58.6% compared to 2023.

Currently, 90% of people participating in insurance have electronic health books; 100% of students have digital learning records; 100% of hospitals, public health centers, and higher education institutions implement cashless payments.

In 2024, the Working Group implementing Project 06 closely coordinated with ministries, branches and localities to promote the completion of 5 groups of issues: Legal, technology infrastructure, data, security and safety, and implementation resources and achieved many positive results.

Currently, 17 ministries, branches and 63/63 localities have completed connecting the Electronic Data Management Warehouse of organizations and individuals on the Administrative Procedures (TTHC) settlement information system at the ministry and provincial levels with the Electronic Data Management Warehouse of organizations and individuals on the portal serving the settlement of administrative procedures and the provision of public services. 100% of ministries, branches and localities have implemented the solution of converting to using VneID as the only account in performing administrative procedures and providing online public services.

The rate of digitization of records and results of handling administrative procedures at localities reached over 67%, and that of ministries and branches reached nearly 61%. The Ministry of Home Affairs has synchronized 2.4 million records of cadres, civil servants and public employees into the database of cadres, civil servants and public employees. The Ministry of Public Security has coordinated and supported the cleaning and creation of data for ministries, branches and localities with 99.6 million pieces of information. To date, over 87.7 million chip-embedded citizen identification cards have been issued, 81 million electronic identification applications have been received and nearly 60 million accounts have been activated.

Implementing non-cash payments of social security benefits for more than 2.5 million people, with a total amount of more than 24 trillion VND; 78% of people receive pensions and social insurance benefits, with an amount of 41 trillion VND, saving people about 51 billion VND in travel expenses. The Ministry of Public Security coordinated with the Ministry of Labor, Invalids and Social Affairs to collect 547 DNA samples of martyrs' relatives into the GEN bank.

At the meeting, Prime Minister Pham Minh Chinh and delegates pressed the button to announce the pilot launch of the Medical Data Coordination System.

Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the results achieved in digital transformation and the implementation of Project 06 from the central to the grassroots levels. The results achieved were agreed upon, supported and highly appreciated by the people and businesses. Thereby, it contributed to changing the method and improving the quality and efficiency of handling administrative procedures for citizens, helping to save time and effort, limit negativity and petty corruption, creating an important foundation for deploying online public services.

The Prime Minister requested ministries, branches and localities to promote the achieved results and have solutions to overcome the limitations, barriers and bottlenecks pointed out. In particular, it is necessary to accelerate the implementation of tasks and solutions on digital transformation and Project 06, ensuring the successful completion of assigned tasks in the spirit of "clear people, clear work, clear responsibilities and clear results". Ministries, branches and localities must be highly determined, act resolutely and effectively, choose tasks and solutions that are focused, key, breakthrough and have inheritance, innovation and development. Raise awareness of the position, role and importance of digital transformation, especially digital economic development to each citizen, enterprise and especially the heads of agencies, units and localities.

Ministries, sectors and localities need to take people and businesses as the subject and center of digital transformation; so that people and businesses can benefit from the achievements brought about by digital transformation. Ministries, sectors and localities need to focus on innovation, application of science, technology and digital infrastructure; promote digital transformation in most fields to effectively implement the national digital transformation theme in 2025: "Comprehensive digital transformation to develop the digital economy, creating new momentum for economic growth", contributing to achieving the economic growth target of 9-10% in 2025.
