On October 12, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, surveyed the implementation plan of the Inter-regional Traffic Connection Project from Ho Chi Minh Road, Thanh Hoa Province to National Highway 6 and CT.03 Expressway, Hoa Binh Province, through Thanh Hoa Province.

Also attending were leaders of the Department of Transport, Department of Agriculture and Rural Development, and Department of Construction.
The project of connecting Ho Chi Minh road in Quang Trung commune, Ngoc Lac district, Thanh Hoa province with National Highway 6 in Phong Phu commune, Tan Lac district, Hoa Binh province was assigned by the Chairman of Thanh Hoa Provincial People's Committee to the Department of Transport as the investor to prepare the Pre-Feasibility Study Report. Up to now, the Department of Transport has developed 2 specific options.
Based on the proposed plans of the Department of Transport, Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, directly surveyed the site at the locations where the project is expected to be implemented. He affirmed that the implementation of the Inter-regional Traffic Connection Project from Ho Chi Minh Road, Thanh Hoa Province to National Highway 6 and the CT.03 Expressway of Hoa Binh Province through Thanh Hoa Province is extremely necessary, both forming the main traffic axis connecting the Northwest and North Central regions and gradually completing the important traffic axis connecting the regions along the East-West economic corridor and connecting with important traffic routes of the province; creating favorable conditions, attracting freight transport from the Northwest provinces through Nghi Son Deep-water Port, Tho Xuan Airport of Thanh Hoa Province and vice versa. At the same time, connecting neighboring areas and along the route will create conditions for socio-economic development, tourist areas with great potential but not yet invested in development in the area due to the limited transportation system.
He requested the Department of Transport to continue to urgently propose a pre-feasibility plan for the project, which must ensure the requirements that the route does not pass through the strictly protected zone of the special-use forest in Pu Luong Nature Reserve; does not fall under the provisions of the Law on Environmental Protection, the Law on Biodiversity, the Law on Forestry and other relevant legal provisions. Does not greatly affect the current status of Pu Luong Eco-tourism Area and the potential for expansion and development of the Tourist Area in the future. Open a new route on the basis of inheriting and making the most of the existing Canh Nang - Phu Le route.
Along with the investment scale plan as proposed in Submission No. 300TTr/BCSĐ dated August 30, 2024, the Party Committee of the Provincial People's Committee directed the Provincial People's Committee to direct the preparation of an additional plan with a smaller scale and total investment, ensuring the feasibility of the Project in capital balance.
