On behalf of the Hanoi People's Committee, reporting to the Supervisory Delegation, Deputy Director of the Hanoi Department of Planning and Investment Vu Duy Tuan said that after 2 years of implementing Resolution No. 43/2022/QH15, the City has made efforts, determination, and resolutely implemented to complete a large amount of work, develop and issue synchronous and complete implementation guidance documents, basically consistent with the actual implementation situation. Disbursement of policies under the Program has also achieved remarkable results, some policies have achieved high disbursement results, promptly supporting people, businesses and the economy to recover.
In implementing fiscal policies, in 2022, 110,537 entities and individual business households will receive a reduction in value-added tax with a total tax reduction of VND 28,845 billion. In 2023, 2,081 entities, business households and individual business households will receive a reduction in value-added tax of VND 5 billion; 82,692 organizations and enterprises will receive a tax reduction of VND 12,856 billion.
Regarding social security, labor, and employment, in the 2 years of implementing Resolution No. 43/2022/QH15, over 7,345 customers across the city have been able to borrow capital from the Vietnam Bank for Social Policies. Thereby, 6,812 customers have been supported to borrow capital to solve employment problems, contributing to attracting and creating jobs for 7,000 workers; supporting 202 customers to borrow capital to buy social housing, build new houses, repair houses for living...
Regarding the implementation of the Ring Road 4 project - Capital Region, the city proposed that the National Assembly soon consider allowing the separation of site clearance and resettlement from the investment project to serve as a basis for implementation; separate the state capital source to support the construction of works and infrastructure systems in the public-private partnership (PPP) project into a sub-project; the competent authority is allowed to organize the preparation, appraisal and approval of bidding documents to select investors immediately after the feasibility study report is approved; allow other contractors in the same project to automatically exploit the remaining volume of the material mine that is applying a special mechanism, without having to carry out the usual exploitation registration procedures.
The City also proposed that the Government approve the adjustment of the project during the approval process to increase/decrease the total investment of the component projects, but not increase the total investment of the entire project and not increase the investment capital from the central budget.
The members of the Supervisory Delegation acknowledged that the city had prepared a report with data, a system of appendices, tables, and charts providing a lot of information for the Supervisory Delegation. Explaining to the Supervisory Delegation, Chairman of Hanoi People's Committee Tran Sy Thanh affirmed that Hanoi will complete the report and make a thorough and comprehensive assessment of the implementation of Resolution No. 43/2022/QH15 and Resolution 11/NQ-CP of the Government in the city.
“A number of policies are stipulated in Resolution No. 43/2022/QH15 very well, creating effective support for people in many provinces and cities across the country facing the impact of the Covid-19 pandemic. However, Hanoi has some specific characteristics, the city has implemented support for these subjects since before the pandemic, so it has not implemented a number of policies, disbursed a number of extra-budgetary state financial funds in the past 2 years,” said the Chairman of the City People's Committee.
