At Hai Duong bridge, comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee chaired the conference. In his concluding remarks at the conference, Comrade Pham Minh Chinh, Politburo member and Prime Minister, said that the development and implementation of Resolution 26-NQ/TW on agriculture, farmers and rural areas was correct and effective, bringing about very positive results. This contributed to restructuring and developing the country's economy in a fast and sustainable manner. Infrastructure for transport, irrigation, healthcare, culture, education, electricity - roads - schools - stations, rural appearance, and the material and spiritual life of rural people were comprehensively improved.
Prime Minister Pham Minh Chinh emphasized that in line with the country's development orientation in the new era, the era of national advancement, it is necessary to continue implementing programs and emulation movements to achieve the goal of building ecological agriculture, modern countryside, and civilized farmers as set out in the Resolution of the 13th National Congress and the goal of comprehensive, inclusive and sustainable poverty reduction.
In which, promoting the improvement of institutions to serve farmers as the center, the subject, agriculture as the driving force, rural areas as the foundation of development. Developing strategic infrastructure for agriculture, farmers, and rural areas. Promoting the construction and development of human factors, specifically farmers, in line with the new revolutionary stage.

According to the report of the Ministry of Agriculture and Environment, the new rural construction program has basically completed all the targets assigned by the National Assembly and the Government, of which 5/8 main targets have been completed, exceeding the set targets.
Regarding the commune-level target, nationwide, 6,084/7,669 communes (79.3%) have met new rural standards; 2,567 communes (42.2%) have met advanced new rural standards (an increase of 2,064 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period) and 743 communes (12.2%) have met model new rural standards (an increase of 700 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period).
Nationwide, 329/646 district-level units (51%) in 60 provinces and centrally-run cities have been recognized as having completed their tasks/met new rural standards (an increase of 116 units compared to the end of 2021, exceeding the assigned target for the entire period of 2021-2025). Among the districts that have met new rural standards to date, 48/240 districts (20%) have met new rural standards and have been recognized by the Prime Minister as having met advanced new rural standards (completing the assigned target for the entire period of 2021-2025).
There are 24 provinces and centrally-run cities with 100% of communes meeting new rural standards.
Regarding per capita income, in 2024 it will reach about 54 million VND/person/year (1.3 times higher than in 2020), and in 2025 it is expected to reach about 58 million VND/person/year (1.4 times higher than in 2020, basically completing the assigned target for the entire period of 2021 - 2025).

Regarding the sustainable poverty reduction program, the targets for reducing the annual poverty rate assigned by the National Assembly and the Government have been achieved and exceeded. The average multidimensional poverty rate decreased by 1.03% per year, meeting the target assigned by the National Assembly and the Government. The average poverty rate in poor districts decreased by 6.7% per year, exceeding the target assigned by the National Assembly and the Government. The average poverty rate of ethnic minority households decreased by 4.45% per year, meeting the target assigned by the National Assembly and the Government.
The conference heard many opinions from units and localities on assessing the role in implementing the emulation movement; results and experiences in building new rural areas and sustainable poverty reduction in localities across the country.
At the conference, leaders of the Ministry of Home Affairs announced the decisions of the President and Prime Minister to reward 306 outstanding collectives and individuals in implementing national target programs and emulation movements.
In Hai Duong, the national target program on new rural construction has achieved important results, the rural appearance has clearly improved, the socio-economic infrastructure has been improved, the internal structure of the agricultural sector has shifted positively, and the material and spiritual life of people in the province has been constantly improved.
Hai Duong province is the 5th province nationwide to be recognized for completing the task of building new rural areas.
12/12 districts, cities and towns were recognized as standard districts, completing the task of building new rural areas.
At the commune level: 151/151 communes have been recognized as meeting new rural standards; 75/151 communes have been recognized as meeting advanced new rural standards, reaching 49.7%; 32/151 communes have been recognized as meeting model new rural standards, reaching 21.2% (exceeding the target of 20% set by the Resolution of the Provincial Party Congress).
The poverty rate will decrease from 2.15% in 2021 (13,823 households) to 0.96% by the end of 2024 (6,287 households); in the first 6 months of 2025, the number of poor households will decrease to 1,602 households, accounting for 0.25%; exceeding the set target.
