Continue to promote the effectiveness of national target programs in the new period

On the afternoon of June 22, Prime Minister Pham Minh Chinh chaired a national online conference to review the National Target Program (NTP) on new rural area construction and the National Target Program on sustainable poverty reduction for the 2021-2025 period.

Also attending and co-chairing the conference at the Hanoi bridge point were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Ministers: Tran Hong Ha, Mai Van Chinh; Vice Chairman of the National Assembly Le Minh Hoan; representatives of leaders of ministries, central agencies and branches; members of the steering committees of the National Target Program, steering committees of emulation movements; and representatives of a number of international organizations.

At the Dak Lak bridge point, comrades: Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Thien Van, Acting Chairman of the Provincial People's Committee; Nguyen Minh Huan, Director of the Department of Agriculture and Environment co-chaired.

After 5 years of implementation, the two National Target Programs on New Rural Development and Sustainable Poverty Reduction for the 2021-2025 period have achieved many positive and comprehensive results. In particular, the New Rural Development Program has basically completed all the goals assigned by the National Assembly and the Government. Specifically, the whole country has 6,084 communes (79.3%) meeting New Rural standards; 2,567 communes meeting Advanced New Rural Standards (42.4%); 743 communes meeting Model New Rural Standards (12.3%).

Nationwide, 329 districts have met the new rural standards (reaching more than 51%); 48 districts have met the advanced new rural standards (reaching 20%), completing the assigned targets. There are 24 provinces and centrally-run cities with 100% of communes meeting the new rural standards; of which 12 provinces and cities have been recognized by the Prime Minister for completing the task of building new rural areas (an increase of 8 provinces compared to the end of 2021).

The average income of rural people in 2025 is expected to reach about 58 million VND/person (basically completing the assigned target). By the end of May 2025, the total resources mobilized to implement the construction of new rural areas nationwide in the period of 2021 - 2025 will reach about 3.7 million billion VND.

For the National Target Program on Sustainable Poverty Reduction, the period 2021 - 2025, the total allocated capital from the central budget is nearly 44,608 billion VND and the local budget is nearly 2,883 billion VND. After nearly 5 years of implementation, the poverty reduction target has been achieved and exceeded the targets assigned by the National Assembly and the Government.

Specifically: the average multidimensional poverty rate decreased by 1.03% per year; the average poverty rate in poor districts decreased by 6.7% per year; the average ethnic minority poverty rate decreased by 4.45% per year.

In addition, 19 extremely disadvantaged communes in coastal and island areas have been freed from poverty and extreme poverty, reaching 35% (exceeding the assigned target of 30%). It is expected that by the end of 2025, the number of poor and near-poor households will be reduced to 1,256,000 households (exceeding 2.49% compared to the target of reducing by half the number of poor and near-poor households assigned by the National Assembly and the Government).

In addition, 100% of poor districts and particularly disadvantaged communes in coastal and island areas have received investment in infrastructure; 100% of workers from poor households, near-poor households, and households that have just escaped poverty have the need for counseling, career guidance, and connection to the labor market; successfully supported job connections for over 130,000 workers from poor households, near-poor households, and households that have just escaped poverty; over 10,500 livelihood models have been implemented for poor and near-poor households...

Speaking at the Dak Lak bridge, Acting Chairman of the Provincial People's Committee Nguyen Thien Van said: Dak Lak currently has 81/149 communes meeting the NTM standards (reaching a rate of 54.3%); 8 communes meeting the advanced NTM standards; 1 commune meeting the model NTM standards; 1 district-level unit completing the task of building the NTM (Buon Ma Thuot City).

Regarding the Sustainable Poverty Reduction Program according to multidimensional poverty standards, in the period of 2022 - 2025, the poverty rate in the whole province will decrease by an average of 2.14%/year, by the end of 2024 it will decrease to 6.38%, with 34,434 households, exceeding the set target; the poverty rate among ethnic minorities will decrease to 13.71%, with 24,282 households, exceeding the set target. In particular, the poverty rate in poor districts will decrease by an average of 5.06%/year (achieving the set targets).

Based on the assessment of the current situation and potential after the merger of administrative units, Dak Lak province identified this as a period with many challenges. Therefore, the province proposed that the Central Government consider adjusting the resource allocation criteria in accordance with the characteristics of localities, especially mountainous provinces like Dak Lak, to achieve the goals of the national target programs...

Concluding the conference, Prime Minister Pham Minh Chinh said that these are two pillar programs in the country's sustainable development strategy, demonstrating the Government's strong commitment to improving people's quality of life, narrowing regional gaps and promoting comprehensive development in rural areas.

In the coming time, it is recommended that ministries, branches and localities continue to persistently and effectively implement these two programs to successfully achieve the goal of building ecological agriculture, modern countryside and civilized farmers; and comprehensive and sustainable poverty reduction.

Focus on promoting institutional improvement, developing strategic infrastructure for agriculture, farmers, rural areas... in the direction of green and sustainable infrastructure; promoting the development of human factors, specifically farmers to suit the new period, new government; diversifying agricultural products to suit market demand...

The Prime Minister assigned the Ministry of Agriculture and Environment to continue research and implementation of the next phase, based on the results of the past five years, in line with the new context. At the same time, mobilize all resources to effectively implement these two programs...
