On this occasion, Deputy Prime Minister Tran Luu Quang also visited Yamazaki Co., Ltd., specializing in processing Bat Do bamboo shoots for export, a joint venture between Vietnam and Japan, established in 2021.
Accompanying the Deputy Prime Minister were Minister and Chairman of the Ethnic Committee Hau A Lenh, Secretary of Yen Bai Provincial Party Committee Do Duc Duy, leaders of the National Assembly 's Ethnic Committee, and leaders of a number of central ministries and branches.
According to Chairman of Tran Yen District People's Committee Tran Dong, the total resources to implement the district's 3 national target programs for the 2021-2023 period are nearly 79 billion VND, of which the central budget capital is more than 64 billion VND.
Up to now, the district has disbursed 35.09 billion VND of state budget capital, equal to 45.6% of the plan, of which the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas has disbursed 10.501 billion VND, equal to 53.3% of the plan, the National Target Program for Sustainable Poverty Reduction has not yet been disbursed, and the National Target Program for New Rural Construction has disbursed 24.589 billion VND, equal to 54.6% of the plan.
The Chairman of the People's Committee of Tran Yen district reflected that the implementation content of the national target programs is very diverse, with many new forms of implementation and many agencies and units participating in chairing and managing projects, sub-projects, and contents of the programs.
Some contents are being implemented for the first time, so there is confusion in research, review, synthesis, planning and implementation.
At the beginning of the 2021-2025 period, documents on management mechanisms and organization of implementation of national target programs; directives and instructions issued by central ministries and branches were not consistent, some documents were not consistent in content... leading to amendments and supplements, so the planning and implementation at the local level were confusing and slow.

The professional capacity of some grassroots cadres, especially in villages and hamlets, is still limited, while the national target programs include many documents and regulations, leading to difficulties in organization and implementation.
The career capital of the national target programs is assigned annually, not for the entire period of 2021-2025, so it is also difficult to develop a plan to use capital to implement the program, especially in selecting and identifying projects that will be implemented over many years.
The Chairman of the People's Committee of Tran Yen district proposed that the Government add the District Vocational Education and Continuing Education Center to the list of beneficiaries of projects and sub-projects on vocational education development under the National Target Programs for the period 2021-2025.
The district also requested the Ministry of Health to guide the implementation of the target on the proportion of population with electronic medical records under the National Target Program on New Rural Development.
Meanwhile, the leaders of Yen Bai province proposed amending and supplementing Decree 156/2018/ND-CP detailing the implementation of a number of articles of the Forestry Law and Circular No. 25/2022/TT-BNNPTNT of the Ministry of Agriculture and Rural Development regulating replacement forestation when converting forest land use purposes to other purposes to remove obstacles in projects and sub-projects of national target programs related to forests.
Speaking at the meeting, the Deputy Prime Minister acknowledged the opinions and recommendations of Tran Yen district and Yen Bai province regarding the three national target programs in preparation for the online meeting with 14 provinces in the midland and mountainous areas of the North taking place in the afternoon of the same day.
The Deputy Prime Minister commended and highly appreciated Tran Yen district as the first district in Yen Bai province and the Northwest region to be recognized by the Prime Minister as a new rural district (in 2019); there are many agricultural production models that bring high economic efficiency, contributing to improving the lives of local people.

The Deputy Prime Minister was particularly impressed with the Bat Do bamboo shoot processing factory for export, because this is a livelihood that is very suitable for the development of the forest economy and production conditions of the province, especially in remote communes and ethnic minority areas.
Bat Do bamboo shoots bring an average profit of 35 million VND/ha/year, not only creating jobs for workers in rural areas, but also contributing to protecting the ecological environment and preventing erosion on sloping land. Up to now, the area of Bat Do bamboo shoots in the province has reached over 5,700 hectares, with an output of over 60,000 tons/year.
After 2 years of establishment, the company has completed land procedures and invested in phase 1 of the project, building a salted bamboo shoot processing factory with a current processing capacity of 2,500 tons of fresh bamboo shoots/year and 600 tons of salted bamboo shoots/year.
The factory achieves revenue of over 20 billion VND/year; creates on-site jobs for more than 60 workers with an average income of 6 million VND/person/month; 100% of the company's stable employees participate in social insurance according to regulations.
The company has cooperated with enterprises and cooperatives to build 7 production chains according to the value chain to process and consume products, and invested in a deep processing factory to increase the value of Bat Do bamboo shoots of Yen Bai province, meeting the requirements of the domestic and export markets; developed 3 OCOP products of Bat Do bamboo shoots that meet 3-star standards: Bat Do Kien Thanh crispy bamboo shoots, Bat Do Kien Thanh sour bamboo shoots, and Bat Do Hong Ca bamboo shoots.
The average purchase price of fresh commercial bamboo shoots is from 5,500 to 6,500 VND/kg. The total revenue from fresh commercial bamboo shoots of the province reaches over 350 billion VND/year.
Up to now, it can be affirmed that Bat Do bamboo shoots are trees that enrich the people, have high economic efficiency, are linked in a solid value chain between people and businesses; product value is increased at each stage of production.
