The Emulation Movement for Victory contributes to building politically strong military units.

Emulation Block No. 2 summarizes emulation and reward work and the 2025 Emulation Movement.

Competition block No. 2 includes specialized Departments: Motorbike-Transportation; Petroleum; Military and military engineering; Weapons; Quartermaster; Medical; Barracks.

In 2025, the emulation and reward work and the Emulation to Win movement will be implemented comprehensively, synchronously, with focus and key points by Party committees and commanders at all levels in the Bloc, closely following the unit's tasks; creating a vibrant emulation atmosphere to encourage and motivate cadres, employees and soldiers to enthusiastically compete to complete their tasks well and excellently, contributing to building a strong and comprehensive agency and unit "Exemplary and typical".

Specifically, the Emulation movement for Victory has directly contributed to building agencies and units that are strong in politics, ideology, ethics, organization and staff. Specialized departments have performed well their advisory functions with the Party Committee Standing Committee, the General Department of Logistics and Technology to advise the Central Military Commission and the Ministry of National Defense in leading and directing the implementation of logistics and technical support for units of the entire army to carry out training tasks, combat readiness, protect sovereignty of borders, seas, islands and key areas; in performing tasks A50, A80, search and rescue, and overcoming the consequences of natural disasters.

The Emulation Movement for Victory has contributed to promoting agencies and units to perform well in organizing forces, training and education; creating positive changes in building and maintaining combat readiness regimes; building discipline, managing discipline, promoting administrative reform; motivating officers and soldiers to promote internal strength, ensuring good logistics, technical and financial work within the Emulation Bloc of specialized Departments to meet mission requirements.

The commendation work has been thoroughly grasped and implemented by Party committees, political commissars, political officers, commanders, political agencies and emulation and commendation councils and organizations at all levels in the Bloc in accordance with Circular No. 118/2023/TT-BQP of the Ministry of National Defense, the Emulation and Commendation Regulations of the General Department and the Departments.

The process of considering and rewarding ensures democracy, publicity, accuracy, timeliness, and prioritizes the collective and individuals directly performing the tasks and new factors. The dossier for proposing and rewarding is implemented strictly according to regulations. Honoring and rewarding at all levels is carried out strictly to encourage, motivate, educate , and spread within the unit.

Speaking at the conference, Lieutenant General Tran Minh Duc, Director of the General Department of Logistics and Engineering, commended the outstanding results of Emulation Block No. 2 in 2025.

The General Director requested Emulation Block No. 2 to continue competing to successfully complete the central political tasks, be ready to receive and successfully complete tasks in all situations; ensure timely and adequate logistics and techniques for all military units to carry out training and combat readiness tasks; especially natural disaster prevention and control, search and rescue, and protection of sovereignty over borders, seas, islands and key areas. Focus on building a strong Party organization; strictly implement resolutions, directives, conclusions and regulations on Party building and organization work.

Strictly adhere to the principle of democratic centralism, collective leadership assigns individual responsibilities; strictly maintain the Party's discipline and regime of activities. Specialized Departments in the Bloc must continue to make breakthroughs in improving the quality of regular construction, discipline management and law enforcement; promptly detect and handle early signs of violations and wrongdoings; take the results of regular construction and discipline enforcement as an important criterion for considering, evaluating emulation and rewarding collectives and individuals every year.

At the same time, do a good job of political and ideological education, build cadres, employees and soldiers with strong political will, absolute trust in the Party's leadership. Actively promote production to achieve and exceed targets according to the 2026 Logistics and Technical Command, contributing to improving and enhancing soldiers' lives; strengthen inspection of progress and quality of basic construction projects. Strictly manage technical facilities, maintain technical work order in accordance with regulations. Guide mass organizations to properly perform their functions and tasks, contributing to building strong organizations.

During the conference program, the units in Emulation Block No. 2 voted to propose rewards and hand over the Block Leader and Deputy Block Leader in 2026. Accordingly, the Head of Emulation Block No. 2 is the Petroleum Department.
