The meeting reviewed the results of the patriotic emulation movement from 2021 to present; key tasks until the end of 2025, especially guiding the organization of patriotic emulation movements, honoring and rewarding on the occasion of major national holidays until the end of 2025 and some other important contents.
According to the report of the Ministry of Home Affairs - the standing agency of the Council and the opinions expressed at the Meeting, from 2021 to present, in response to the emulation movements launched by the Prime Minister, ministries, departments, branches and localities have actively and synchronously implemented them extensively, with many specific and appropriate measures and solutions, bringing practical results, creating a vibrant emulation atmosphere, receiving active participation from all levels, branches and people.
Ministries, departments, branches and localities have launched and organized 375 emulation movements, of which 36 were for ministries, departments and branches and 339 were for localities.
Through emulation movements, many important tasks, difficulties and obstacles have been resolved, many projects and models have been built, people's lives have been improved, creating motivation to contribute to the implementation of socio-economic development goals and tasks, and strengthening national defense and security.
The task of the entire political system and of all people under the leadership of the Party
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the content of the report and opinions at the meeting, and assigned the Government Office, the Ministry of Home Affairs and relevant agencies to urgently complete the Conclusion of the Prime Minister and Chairman of the Central Emulation and Reward Council for unified deployment and implementation.
Sharing more about the awareness and actions of the patriotic emulation movement and the emulation and reward work, the Prime Minister emphasized that these two contents are always closely linked, interacting and promoting each other. The patriotic emulation movement and the emulation and reward work are one of the endogenous strengths of the nation and the country; they are the tasks of the entire political system and the entire people under the leadership of the Party.
Therefore, if we do well in the patriotic emulation movement and the emulation and reward work, it will create motivation, resources, and inspiration for the whole society, the whole people, and the whole political system to successfully complete the tasks and goals set by the 13th National Party Congress and Party Congresses at all levels. Therefore, this is a regular and sudden political task, both immediate and long-term; emulation and rewards must be accurate, timely, democratic, objective, always innovative, close to reality, substantive, and effective.
Assessing the emulation and reward work since the beginning of the term, the Prime Minister summarized 5 outstanding results.
Firstly, the Council and the Standing Committee of the Central Emulation and Reward Council continue to closely follow the actual situation, innovate activities, promote their roles, actively and effectively deploy activities and successfully complete the assigned contents and tasks.
The Council and the Standing Committee of the Council have urged ministries, departments, branches, central and local organizations to launch and organize emulation movements to effectively carry out annual political tasks, contributing to promoting socio-economic development; focusing on advising on summarizing 10 years of implementing Directive No. 34-CT/TW of the Politburo on continuing to innovate emulation and reward work. Directing the implementation of Patriotic Emulation Congresses at all levels and in all sectors, towards the 11th National Patriotic Emulation Congress.
Second, the institutions, laws, and regulations on emulation and rewards have been reviewed, amended, and supplemented in accordance with practical requirements. Notably, the Politburo and the Secretariat have advised the policy on rewarding achievements in the resistance war and continuing to confer and posthumously confer the title of "Hero of the People's Armed Forces" in the resistance war and defense of the Fatherland. The 15th National Assembly has submitted the Law on Emulation and Rewards to the National Assembly for approval (effective from January 1, 2024). At the same time, the system of documents detailing the implementation of the Law on Emulation and Rewards has been basically completed (the National Assembly Standing Committee has issued 02 resolutions, the Government has issued 10 decrees for implementation), creating prerequisites for the early implementation of the Law on Emulation and Rewards in practice.
Third, the emulation and reward work has always been directed and implemented with focus, key points and effectively by the Government, the Prime Minister, ministries, departments, branches and localities. The Central Emulation and Reward Council holds meetings twice a year; in addition, meetings are held when required, important and urgent content.
The Central Emulation and Reward Council has launched 04 emulation movements, and promoted 03 movements, creating a spillover effect, mobilizing the participation and positive response of ministries, branches, localities and many organizations, businesses and individuals.
In particular, the movement "The whole country unites, joins hands, and competes to prevent, fight and defeat the COVID-19 pandemic" has contributed to the whole country "turning the situation around, changing the state", especially achieving the feat of "coming later and coming first" in vaccination.
With the emulation movement "Promoting the development of synchronous and modern infrastructure, competing to practice thrift and combat waste", from 2021 to now, we have completed an additional 858 km of expressways, bringing the total number of expressways to about 2,021 km; inaugurated, renovated and upgraded many airports (Dien Bien, Phu Bai, Noi Bai, Tan Son Nhat, Long Thanh...); preparing to inaugurate the 500 KV line circuit 3 on the occasion of National Day, September 2, 2024.
The emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025" was launched with the goal of mobilizing the construction and repair of 170,000 houses by the end of 2025; at the launching ceremony, organizations, businesses and individuals donated 336 billion VND to build 6,720 houses.
The emulation movement "The whole country joins hands to build new rural areas" in the period of 2021-2025 continues to be widely and synchronously implemented, with rich content and diverse forms, contributing significantly to changing the face of rural areas and improving the material and spiritual life of the people. Up to now, about 78% of communes nationwide have met new rural standards.
Ministries, departments, branches and localities have launched and implemented emulation movements in a rich, exciting, practical and widespread manner towards implementing difficult, key and urgent tasks to successfully achieve the set goals and tasks.
Fourth, the commendation work is basically carried out in accordance with regulations, the quality of commendation is improved, promptly serving the country's political tasks; commendation of outstanding achievements, commendation of direct laborers, production, business and work with typical achievements is carried out promptly.
From 2021 to present, the President and Prime Minister have rewarded nearly 387,000 collectives and individuals with outstanding achievements.
Fifth , the work of propagating, praising and replicating advanced models has many innovations; many advanced models are honored and rewarded, creating a spread in the community and society.
On behalf of the Central Emulation and Reward Council, the Prime Minister and Chairman of the Council highly appreciated and commended the sense of responsibility and very positive contributions of the Council members, ministries, departments, branches, localities, and mass organizations that responded, launched, and effectively implemented the emulation movements; thanked the people for actively responding and participating in the emulation movements; highly appreciated the results that the patriotic emulation movement and emulation and reward work have achieved in the past time, contributing significantly to the overall achievements of the country.
In addition to positive results, the Prime Minister pointed out some shortcomings and limitations such as the emulation movements of some ministries, departments, branches and localities are not regular, continuous and effective; there are still backlogs of records of resistance war awards; awards for workers, farmers, direct laborers, workers and businessmen are not uniform and the rate of state-level awards is still low; media agencies have not devoted adequate time to promote and commend advanced examples, good models and new ways of doing things with practical effects.
Analyzing the main causes of the shortcomings and limitations, the Prime Minister outlined a number of important lessons.
Accordingly, it is necessary to imbibe the teaching of President Ho Chi Minh "Competition is patriotism, patriotism requires competition. And those who compete are the most patriotic" to mobilize the strength of the great national unity bloc and the entire political system.
Emulation movements need to closely follow reality, important and breakthrough tasks; continue to perfect the regime, mechanisms and policies on emulation and rewards to create a unified and synchronous legal basis; assign tasks that clearly define people, work, time, responsibility, results and products; and promptly inspect and urge. Ministries, agencies and localities must coordinate synchronously, closely and effectively; consolidate and improve the capacity and professional qualifications of the team of cadres and civil servants working in emulation and rewards.
Create breakthroughs to complete the set targets and tasks
The Prime Minister stated that from now until the end of 2025, our country will witness many important events: the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day; the 95th anniversary of the founding of the Party; the 50th anniversary of the complete liberation of the South and national reunification; the 135th anniversary of President Ho Chi Minh's birthday; the 80th anniversary of the successful August Revolution; the 80th anniversary of the Traditional Day of the Vietnam People's Public Security and the 20th anniversary of the National Security Day; the 11th National Emulation Congress. In particular, in 2025, Party congresses at all levels will be held towards the 14th National Congress of the Party.
Therefore, the task of emulation and reward is very large, and needs to be done better with the spirit that if something is not done well, it must be immediately corrected, and if something is done well, we must be more determined, make greater efforts, and act more decisively and effectively to do better.
The Prime Minister requested ministries, branches and localities to continue to thoroughly grasp, strengthen leadership, direction and propaganda of Ho Chi Minh's thought on patriotic emulation; policies and laws on emulation and rewards, focusing on the Law on Emulation and Rewards and detailed implementing documents.
Proactively detect, commend and reward in a timely manner collectives and individuals with outstanding achievements, especially direct workers, collectives and individuals at the grassroots level, in remote areas, border areas, islands, and disadvantaged people who have overcome themselves, overcome difficulties and challenges. Focus on reviewing and resolving the files of resistance war awards and the issuance, exchange and re-issuance of outstanding reward items.
Actively implement, summarize and conclude emulation movements launched by the Central Emulation and Reward Council; at the same time, continue to launch new emulation movements with the motto: Practical, closely following assigned political tasks, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle, creating breakthroughs in completing the targets and tasks set forth by the 13th National Party Congress and Party Congresses at all levels.
The Ministry of Home Affairs advised the Politburo to submit a Project to summarize 10 years of implementing Directive No. 34-CT/TW and proposed the Politburo to issue a new document on strengthening the Party's leadership in emulation and reward work in the new situation; urgently submit to the Prime Minister to issue a Directive on promoting the emulation movement to achieve achievements in welcoming Party congresses at all levels, towards the 14th National Congress of the Party.
Regarding the activities of honoring and rewarding on the occasion of major holidays and anniversaries until the end of 2025, the Prime Minister assigned the Ministry of Home Affairs to promptly receive and complete the Central Emulation and Reward Council to issue Guidelines on organizing patriotic emulation movements and honoring and rewarding on the occasion of major national holidays until the end of 2025 (issued in August 2024).
The Ministry of Home Affairs and the Ministry of Transport coordinated with relevant agencies and units to carefully prepare the launching ceremony of the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway".
On the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, the Ministry of National Defense presided over and coordinated with ministries, branches and localities to honor and reward collectives and individuals with achievements in training and combat readiness, contributing to the cause of building the people's army, strengthening national defense and protecting the Fatherland.
On the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day and the 135th birthday of the great President Ho Chi Minh, the Ministry of Home Affairs presided over and coordinated with ministries, branches and localities to honor and reward typical advanced examples in the cause of building and defending the Fatherland.
To celebrate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, the Ministry of Labor, War Invalids and Social Affairs chaired the organization of activities to meet, pay tribute to and honor historical witnesses and people with meritorious services to the country.
To celebrate the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection, the Ministry of Public Security presided over and coordinated with ministries, branches and localities to honor and reward collectives and individuals with outstanding achievements in the cause of protecting national security and ensuring social order and safety.
The Prime Minister also requested preparations for the organization of the 11th National Patriotic Emulation Congress with the highest responsibility and spirit of serving the people to create new momentum and motivation, contributing to consolidating and promoting the endogenous strength of the entire nation. Ministries, departments, branches and localities should proactively and actively organize emulation congresses at all levels and in all sectors, creating a vibrant competitive atmosphere and practically achieving achievements to welcome the 11th National Patriotic Emulation Congress.
