Phu Binh determined to clear land for industrial park

In Phu Binh district, 8 industrial clusters (ICs) are planned, of which Kha Son IC has been put into operation, Bao Ly - Xuan Phuong IC has completed site clearance (GPMB) and is implementing infrastructure construction. Currently, the District People's Committee is focusing on GPMB for the remaining ICs, including: Hanh Phuc - Xuan Phuong, Ha Chau 1, Ha Chau 2, Diem Thuy, Tan Duc and Luong Phu - Tan Duc.

In order to promptly hand over land to investors, the District People's Committee has directed specialized departments and local authorities to strengthen propaganda and dissemination of the Party's guidelines and policies, the State's laws and policies on site clearance; provide full and transparent information about industrial park projects to help people understand the importance and long-term benefits of the projects for the locality.

At the same time, the District People's Committee has established a Working Group to propagate and mobilize the implementation of the land acquisition and clearance policy of each industrial park, headed by the Vice Chairman of the District People's Committee. This Group directly coordinates with localities to promptly handle arising problems, and goes to households to dialogue and explain.

In communes and towns where the project is being implemented, the District People's Committee also directed the establishment of commune-level propaganda teams. These teams closely coordinate with hamlet chiefs and representatives of socio -political organizations to each household to provide complete and accurate information related to the project; at the same time, listen to the people's thoughts and aspirations, answer questions and promptly resolve difficulties arising during the implementation of site clearance.

The investor of Tan Duc Industrial Cluster and Luong Phu - Tan Duc project paid compensation for land acquisition to households in Tan Duc commune.

For example, in Tan Duc commune, according to statistics, there are currently 110 households whose housing is affected and 480 households whose agricultural land area has been recovered to serve the implementation of the Tan Duc and Luong Phu - Tan Duc Industrial Park projects. In order to create consensus and unity among the people, since the beginning of January 2025, the Commune People's Committee has established a Land Acquisition and Clearance Propaganda Team headed by the Commune People's Committee Chairman, with the participation of professional staff and associations and organizations.

Mr. Duong Dinh Duy, Vice Chairman of the Commune People's Committee, said: Every week, the Propaganda Team coordinates with hamlets and the Land Fund Development Center to each household to disseminate information about the project, guide declaration, counting and mobilize people to comply with regulations on land acquisition and clearance. Every Friday, the Team meets to evaluate the results and propose solutions to remove obstacles.

Thanks to the above method, up to now, 80% of households whose agricultural land has been recovered have agreed to the inventory. For households whose residential land has been recovered, after having a specific valuation plan, the Commune People's Committee will continue to provide full and timely information so that people can grasp and coordinate in the declaration and inventory work, ensuring the overall progress of the project. - Mr. Duong Dinh Duy

In addition to propaganda work, the District People's Committee also requested specialized units to organize strict asset inventories and publicize compensation plans for people to know and monitor. The arrangement of funds for compensation and support for land acquisition and clearance was also carried out on schedule, ensuring the rights of people whose land was recovered.

Phu Binh District Land Fund Development Center coordinated with Ha Chau Commune People's Committee to organize a conference to disseminate information on the implementation of the project to invest in building technical infrastructure for Ha Chau 2 Industrial Cluster.

The District People's Committee has also focused on managing the current status of land and preventing construction to receive compensation. Immediately after the investment policy and planning were announced, the Center for Culture - Sports and Communication coordinated with relevant agencies to record and compile a current status file of the entire project area. This not only helps improve management efficiency but also serves as an important legal basis for inventory, compensation, and settlement of disputes and complaints. In addition, the District People's Committee has also directed to step up inspection and strictly handle acts of intentionally building new and illegally expanding in the area. To date, no cases of construction to receive compensation have been recorded in the industrial park projects.

Thanks to the drastic and synchronous participation, up to now, the site clearance work at the industrial park projects has achieved positive results, ensuring progress. Specifically, Hanh Phuc - Xuan Phuong Industrial Park has completed site clearance for nearly 98% of the area; Luong Phu - Tan Duc Industrial Park has completed the inventory of 93.5% of households, and organized the payment of advance compensation to 206 households, accounting for 40% of the total number of affected households; Diem Thuy Industrial Park has completed the inventory of 97.8% of households, and implemented site clearance for 20.22 hectares (accounting for 45.9% of the project area). Other projects have also counted from 40 to 60% of the total number of households and are publicly implementing compensation and support plans to continue making payments.

In addition to the achieved results, the work of site clearance for industrial parks is also facing some difficulties and problems such as: there is no land fund for resettlement; a part of the people are waiting for the compensation price to increase so they have not cooperated in declaration and counting... In the coming time, the District People's Committee will continue to direct the local government to coordinate with the Land Fund Development Center to actively propagate and mobilize households to comply with the counting work; at the same time, speed up the planning and site clearance progress of resettlement projects.
