Phu Tho: Resolving difficulties and obstacles in communes and wards after mergers.

On December 16th, Comrade Truong Quoc Huy, Secretary of the Phu Tho Provincial Party Committee, along with a delegation from the Provincial Party Committee, worked with the Standing Committees of the Party Committees of Hoa Binh, Thong Nhat, Tan Hoa, Ky Son, and Thinh Minh communes and wards to address difficulties, obstacles, and proposals and recommendations from the localities.

At the meeting, Phu Tho Provincial Party Secretary Truong Quoc Huy acknowledged and highly appreciated the proactive efforts of the leaders and officials of Hoa Binh , Thong Nhat, Tan Hoa, Ky Son wards and Thinh Minh commune in implementing the work, ensuring that the new government after the reorganization operates smoothly and without disruption.

The comrade requested that communes and wards coordinate with relevant departments and agencies to review public assets; review the entire development of services and urban areas to increase revenue and reinvest; evaluate and review the arrangement of schools and medical facilities in the area; adjust the planning of communes and wards, focusing on developing tourism around Hoa Binh Lake in conjunction with large investors; focus on land clearance for golf courses, tourist areas, and resettlement areas; promote vocational training, job placement, sustainable poverty reduction, and improve people's lives; innovate training methods and provide support mechanisms for officials participating in training and refresher courses…

During the operation of the two-tiered administrative model at the commune and ward levels, several difficulties and obstacles remain, such as: a large workload; the capacity of some officials and civil servants not meeting requirements; infrastructure, institutions, and policies not keeping pace with reality; confusion in defining socio-economic development tasks; and a lack of synchronization in management software. Land clearance and complaint resolution processes are still problematic and protracted. Digital technology infrastructure, security, and social vices pose complex challenges.

During the meeting, the communes and wards proposed and recommended several issues, including: increasing the staffing quota compared to the central government's regulations on the number of personnel for communes and wards; allocating investment to important and key projects, with particular priority given to education; continuing the policy of rotating provincial-level civil servants to work at the commune level to provide professional and technical support, overcoming human resource difficulties, especially in the fields of land management, digital transformation, and general affairs; supporting investment in information technology infrastructure and digital transformation; providing guidance on resolving cases of land use change for households and individuals, ensuring consistency in the application of the law; and organizing in-depth professional training for officials receiving and processing applications, especially for administrative procedures newly decentralized to the commune level and administrative procedures received at the provincial level outside of administrative boundaries.

Leaders of the Provincial Party Committee, the Provincial People's Committee, and various departments and agencies have received the suggestions and proposals from the localities. At the same time, they have directed, guided, and identified key tasks and necessary actions to focus on resolving difficulties and obstacles for the localities in the coming period.

Concluding the meeting, the Secretary of the Phu Tho Provincial Party Committee requested that communes and wards effectively implement social welfare policies. They should improve the quality of education, healthcare, culture, and sports; ensure that policies for war veterans and social welfare beneficiaries are fully and promptly implemented; and maintain political stability, national defense, security, and social order. Regarding proposals and recommendations, the Phu Tho Provincial People's Committee is tasked with directing relevant agencies to research, survey, and review them, ensuring they are consistent with available resources and prioritizing projects that connect regions and residential areas.

* On the same day, at the People's Committee of Hoa Binh Ward, the Phu Tho Provincial Party Committee delegation, along with sponsors, presented 200 wheelchairs to people who rendered meritorious services to the revolution and their relatives on the occasion of the 81st anniversary of the founding of the Vietnam People's Army and to welcome the 14th National Party Congress, term 2025-2030.
