To speed up the progress of projects, localities are promoting solutions to remove "bottlenecks" in resettlement and soon complete site clearance work.
Stuck in resettlement issues "hold back" site clearance progress
The central road of Bien Hoa city; the road along Cai river; the road and embankment along Dong Nai river are key projects and works under construction in Tran Bien ward. Among these projects, only the Road and embankment project along Dong Nai river has basically completed the site clearance work. Meanwhile, the central road projects of Bien Hoa city and the road along Cai river have had problems with site clearance work that have lasted for a long time and have not been completely resolved.
According to the Dong Nai Province Construction Investment Project Management Board (investor of the two projects), recent site clearance problems have greatly affected the construction progress of these projects.
According to statistics from the Dong Nai Province Land Fund Development Center, Bien Hoa branch, for the Bien Hoa City Central Axis Road Project, the entire project route is currently stuck with 50 households, accounting for nearly 10% of the total area that has not yet been handed over the land. For the Cai River Road Project, up to now, the investor has only started the construction package of 5 bridges on the route and the construction package of the road section has not been able to start because the handed over land area is not qualified to start construction.
Vice Chairman of the People's Committee of Tran Bien Ward Pham Duc Hoang said: Not only key projects and works, many other projects in the ward are also facing difficulties in site clearance. The biggest "bottleneck" is the work of arranging resettlement for households whose land was recovered to implement the projects.
According to Mr. Hoang, in the past, when implementing projects, the resettlement plan was to arrange resettlement for households in resettlement areas in the old Bien Hoa city. However, since the implementation of the 2-level local government model, many resettlement areas are no longer located in Tran Bien ward but in other wards. Meanwhile, Tran Bien ward cannot approve resettlement arrangements for households in the project areas in the ward to resettlement areas in other wards to approve compensation and support plans. Therefore, the resettlement arrangement encountered difficulties, affecting the progress of site clearance for the projects.
"In the Cai River Road Project alone, there are over 400 households waiting for resettlement arrangements," said Mr. Pham Duc Hoang.
Proposed solutions to overcome obstacles
Faced with the reality of difficulties in arranging resettlement for households in projects in the area, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tran Bien Ward, Nguyen Duy Tan, has just proposed to the Provincial People's Committee solutions to overcome the difficulties.
According to the People's Committee of Tran Bien Ward, after implementing the 2-level Local Government model, in the ward there are currently only 3 resettlement areas including: Buu Long Resettlement Area; Quang Vinh Resettlement Area and Thong Nhat - Tan Mai Resettlement Area (part of Tam Hiep Ward) that have completed construction to serve resettlement arrangements.
According to Mr. Tan, if Tran Bien ward wants to add a resettlement plan for households in the project area in the ward to resettlement areas outside the ward, it must be approved by the Provincial People's Committee. Therefore, Tran Bien ward proposes the following plan: The locality synthesizes the resettlement needs, makes a list and submits it to the Provincial People's Committee so that resettlement can be arranged for people in resettlement areas in other wards.
“It is impossible to implement the plan that each case must be submitted to the Provincial People's Committee for approval before implementation. Therefore, the ward will review, compile and make a list to submit to the Provincial People's Committee for approval to include in the compensation and support plan for approval,” said Mr. Nguyen Duy Tan.
According to the People's Committee of Tran Bien Ward, there are currently 2 resettlement areas in Bien Hoa Ward, located near Tran Bien Ward, being considered and proposed to arrange resettlement for people, serving the land clearance and clearance of projects in Tran Bien Ward.
Along with that, according to Mr. Pham Duc Hoang, Tran Bien ward is reviewing and proposing a land plot in the ward to implement a plan to build high-rise social housing apartments to solve resettlement needs when implementing projects in the ward.
