Bac Ninh launches 90-day campaign to clean up and enrich land database

Starting from September 1, 2025 to November 30, 2025 (90 days), the campaign to clean up and enrich the land database will be carried out in communes and wards in Bac Ninh province. In particular, focusing on reviewing and cleaning up the entire land database that has been built; collecting, digitizing, and creating data for Certificates (residential land, housing) that have been issued but the database has not been built. Thereby, aiming to build a solid and synchronous land database of Bac Ninh province to develop e-government, serving the state management of land in a transparent and effective manner.

Strengthening land management to ensure transparency and efficiency.

The plan focuses on completing the land database based on reviewing and classifying land plots that already have a database and classifying land plots that already have a database into 3 groups:

Group 1, has built a database and the data is being used and ensured to be "correct - sufficient - clean - alive";

Group 2 has built a database but the data needs to be correct, complete, supplemented and authenticated with information of land users and owners of assets attached to land;

Group 3, the database has been built but the data is unusable, need to rebuild.

At the same time, update, correct, and add missing information of land plots and information on Citizen Identification Cards of land users and property owners to the land database. Build residential land and housing data for places where the database has not been built. Digitize, scan Certificates and build and create data of residential land and housing users. Verify information of residential land and housing users through the national population database. Synchronize the provincial land database with the national land database at the Central level, creating conditions for management and operation of land databases and online public services.

Vice Chairman of the Provincial People's Committee Dao Quang Khai assigned the Department of Agriculture and Environment to preside over and coordinate with departments, branches, sectors and commune-level People's Committees to advise on the establishment of a Working Group to review and clean up the entire land database. Review and classify the number of land plots that have been built up to now into 3 groups. Compile a list of Land Users who have been granted Certificates in the land database but have not been authenticated, cross-check with the national population database; provide a list file in *.xls format to the Provincial Police to send to the Ministry of Public Security (Department of Administrative Police for Social Order) to match and authenticate land plot information with the national population database.

The provincial police organize the comparison and verification of information and data of land users with discrepancies provided by the Department of Agriculture and Environment with the national population database.

The Department of Science and Technology connects and shares land databases with agencies in the province to receive and resolve administrative procedures on land and assets attached to land and determine financial obligations for people and businesses, ensuring security, safety and confidentiality of information and data of the system operating locally.

Departments, branches, sectors, and socio-political organizations organize propaganda and dissemination to all cadres, party members, civil servants, and public employees about the benefits of cutting administrative procedures after digitizing land data in the fields of residence and land in the province.

The People's Committees of communes and wards established a Working Group to organize and implement the 90-day Campaign to build and complete the land database; directed specialized departments to collect all types of land and housing certificates, and citizen identification cards of land users and house owners that have not been built in the land database and synthesize them according to the form of the Ministry of Agriculture and Environment.
