Strong and comprehensive

The 12th Congress of the Party Committee of the Army took place in an exciting and confident atmosphere, demonstrating the spirit of solidarity, intelligence, innovation and high political determination. This is a particularly important political event, marking a new development step in the process of building a revolutionary, disciplined, elite and modern Vietnam People's Army; at the same time directly contributing to the success of the upcoming 14th National Party Congress.

The Congress not only profoundly summarized the 5-year implementation of the Resolution for the 2020-2025 term, but also set out strategic directions, goals, and solutions to build a "clean, strong, exemplary, and model" Party organization of the Army; build a "revolutionary, disciplined, elite, and modern" Vietnam People's Army, truly a core force in the cause of consolidating national defense and firmly protecting the Socialist Republic of Vietnam in all situations.

The 2020-2025 term witnessed many difficulties and challenges: the world and regional situation was rapidly evolving, complicated and unpredictable; natural disasters, epidemics, especially the Covid-19 pandemic, and non-traditional security challenges emerged fiercely. However, under the absolute and direct leadership in all aspects of the Party, the Vietnam People's Army still maintained its role as a political force, a loyal and trustworthy fighting force of the Party, State and People.

The Army has proactively coordinated closely with other forces, playing the core role in firmly protecting the sovereignty and territorial integrity of the Fatherland. The regular forces, Border Guard, Navy, Air Defense - Air Force, and Coast Guard always maintain a high level of vigilance, proactively grasp the situation, strictly manage the border, airspace, and sea, and avoid being passive or surprised in any situation. Many plans and combat options have been built synchronously, close to reality, meeting the requirements of protecting national sovereignty in new conditions.

The work of building a revolutionary, disciplined, elite, and gradually modernized army has been comprehensively and effectively implemented. The Central Military Commission and the Ministry of National Defense have led and directed the organization of forces, training, combat readiness, political education, logistics, engineering, and defense industry, achieving many outstanding results. In particular, modernization programs, application of high technology, digital transformation in command, training, and technical assurance have made important progress, gradually forming a modern People's Army with high comprehensive strength, meeting the requirements of protecting the Fatherland in the new situation.

Along with that, the Army has seriously implemented the policy of streamlining the apparatus and organizing local military and border defense in accordance with the two-level local government; at the same time, paying attention to building a strong and widespread militia and self-defense force, and reserve mobilization, creating a solid foundation for the all-people national defense posture.

Party and political work are identified as key tasks. The entire army thoroughly grasps and strictly implements the 4th Central Resolutions (terms XI, XII, XIII) on Party building and rectification; associated with studying and following Ho Chi Minh's ideology, morality and lifestyle. Thanks to that, the Party Committee of the Army always maintains solidarity and unity; is absolutely loyal to the Party, the State and the People - a solid support of the socialist regime.

Along with the national defense mission, the Army promotes the role of "working army", "production labor army", actively participates in socio-economic development programs, hunger eradication and poverty reduction, new rural construction, and helps people overcome natural disasters and epidemics. The image of "Uncle Ho's soldiers" continues to shine in the hearts of the people through simple but noble deeds, demonstrating the spirit of serving the people and the country, contributing to consolidating the "people's hearts and minds" firmly.

Military enterprises are restructured towards streamlining, efficiency, and sustainable development, both performing economic tasks and ensuring national defense and security. Defense foreign affairs activities are effectively implemented, contributing to strengthening strategic trust and maintaining a peaceful and stable environment for national development. The Vietnamese military actively participates in the United Nations peacekeeping force, successfully organizing many international defense conferences, affirming Vietnam's position and prestige in the international arena.

Towards a Modern Army

During the 2025-2030 term, the world and regional situation is forecast to continue to have many rapid and complex fluctuations; strategic competition between major countries will increase; non-traditional security challenges, climate change, global epidemics, etc. will strongly impact the security and defense environment.

Domestically, Vietnam's position, strength, national comprehensive power, and international prestige after nearly 40 years of Doi Moi have been significantly enhanced. However, the cause of defending the Fatherland still faces new requirements: maintaining a peaceful and stable environment for national development, while firmly protecting independence, sovereignty, and territorial integrity; protecting the Party, the State, the People, and the socialist regime.

The 12th Party Congress of the Army has identified strategic goals: to build a revolutionary, disciplined, elite, and modern Vietnam People's Army; strong in politics, ideology, ethics, organization, and personnel; improve overall quality and combat strength; and be absolutely loyal to the Party, the Fatherland, and the People. The Army must be the core force in building an all-people national defense, an all-people national defense posture associated with a solid people's security posture.

To realize the above goal, the Congress proposed 3 strategic breakthroughs:

Firstly, perfecting institutions and management mechanisms, enhancing the Party's leadership and the effectiveness of State management on national defense; continuing to review and supplement the legal system, mechanisms and national defense policies; perfecting the organizational model and force structure towards being lean, compact, strong, mobile and flexible.

Second, develop high-quality human resources; build a team of cadres with qualities, capacity, prestige, and equal to the task. Pay special attention to training and fostering a team of commanding cadres, technical and technological cadres and young cadres with strategic thinking and the ability to master modern science and technology.

Third, promote research, application of science and technology, digital transformation, and development of a self-sufficient, modern, and dual-use defense industry. This is a key breakthrough, creating a solid foundation for the Army to rapidly and steadily advance toward modernization; proactively produce and ensure weapons and technical equipment, and reduce dependence on external sources.

Along with that, the Army needs to continue building a healthy, democratic, and disciplined Army cultural environment; closely combining "building" and "fighting" in Party building work; resolutely preventing and repelling signs of degradation, "self-evolution", and "self-transformation"; making the Army always clean, strong, and exemplary in the political system.

The qualities of “Uncle Ho’s soldiers” will always be the core value and spiritual foundation of the Vietnam People’s Army. Each officer and soldier must constantly cultivate, train, set an example, live responsibly, have discipline, and have the aspiration to contribute to the Fatherland and the People.

The success of the Army Party Congress for the 2025-2030 term is a testament to the mettle, intelligence, solidarity, discipline and will to rise of the entire army. This is a great motivation for the Army to continue to excellently fulfill all tasks assigned by the Party, State and People; forever worthy of the noble title "Uncle Ho's Soldiers".
