The plan aims to promote domestic consumption, develop trade in a modern and sustainable direction, protect consumer rights and support production and business enterprises in the area.

Accordingly, in 2025, the province strives to increase total retail sales of goods and consumer service revenue by 10.5-11%; ensure the supply of essential goods to meet consumer demand, prevent shortages of goods causing unreasonable price increases, and keep the market stable in the last months of the year and during the Lunar New Year.
At the same time, attract about 500,000 consumers to access communication and consumer promotion campaigns; support at least 500 businesses to participate in promotion and incentive programs.
In the 2026-2027 period, Gia Lai will focus on developing modern commercial infrastructure; upgrading traditional markets, agricultural wholesale markets, investing in trade centers, supermarkets and convenience stores in urban, rural and mountainous areas.
In addition, it is necessary to form modern distribution and retail models with Vietnamese identity, associated with promoting and consuming key products and local OCOP products; promoting sustainable market development and digital transformation ecosystem: smart markets, online Vietnamese stalls, digital logistics, applying artificial intelligence and big data analysis in goods management and distribution.
In addition, strengthen the connection of inter-regional and international trade infrastructure through Le Thanh border gate, Quy Nhon port, Pleiku airport and Phu Cat airport, creating a favorable corridor for trade and import and export. Strive to make Gia Lai province's retail market become the leading trade and service center in the Central Highlands and South Central regions.

The plan has proposed 7 key groups of solutions such as: promoting trade through fairs and promotions to stimulate consumption; supporting businesses to access preferential credit packages, preferential tax policies, expanding retail chain networks; ensuring stable supply, restructuring supply towards sustainability, and stabilizing market prices.
In addition, it is necessary to strengthen the connection between supply and demand, especially in rural, mountainous, remote and economically disadvantaged areas; step up market inspection and control and consumer protection; perfect institutions, create a transparent legal corridor and a fair competitive environment for domestic market development; support production, protect consumer rights; develop modern trade infrastructure and a digital transformation ecosystem.
