To proactively respond to storms causing heavy rain, floods, flash floods, landslides, and minimize damage to life and property of the State and people, the General Staff requires agencies and units to strictly maintain a standby regime, proactively monitor and grasp the developments of storms; prepare forces and means, be ready to respond promptly and effectively when situations arise; and ensure absolute safety for people and vehicles when performing tasks.
Military Regions 1, 2, 3, 4, 5 direct military commands of provinces and cities to strictly maintain the 112 hotline, proactively advise local Party committees and authorities to inspect and review key areas at risk of flash floods, landslides, riverbank and stream bank landslides, low-lying areas, support people to reinforce their houses, evacuate from dangerous areas; direct subordinate units to coordinate with units stationed in the area to prepare forces and means to help local authorities and people respond, overcome consequences and search and rescue.
The Border Guard Command directed the Border Guard Commands of coastal provinces and cities from Quang Ninh to Lam Dong to closely monitor the storm's developments; coordinate with local authorities and competent agencies to strictly manage vehicles, organize counting, promptly notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to move to avoid, take shelter or not enter dangerous areas; guide the arrangement of anchoring ships and boats in safe shelters.
The Vietnam Navy and Coast Guard direct their subordinate agencies and units to deploy safety measures; prepare forces and means for search and rescue when situations arise at sea and on islands.
The General Staff requested the Air Defense - Air Force Service, Corps 18 to check and review plans, organize forces and means to be ready to conduct search and rescue flights by air when ordered. The Communications Service ensures timely and smooth communication to serve the direction and operation of the Head of the Ministry of National Defense with the Government and relevant agencies and units; prepare plans to ensure communication to serve rescue work, especially in isolated areas.
The Military Industry - Telecommunications Group coordinates with the Department of Rescue and Relief, the Central Post Office and relevant agencies and units to ensure internet connection and other necessary conditions, ensuring online connection to serve command and operation according to the Government's scenario when establishing the Forward Command Center.
The General Staff reminded the army corps, army groups, and arms to prepare forces and means, proactively coordinate with local authorities and Party committees where they are stationed and where they carry out missions to help localities prevent, respond, and rescue when requested.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storms, overcoming the consequences of floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond and overcome the consequences when requested.
