Assessments from functional sectors show that the environment in some localities such as Hac Thanh ward, Sam Son ward, Nghi Son ward, Bim Son ward... is being affected by the urbanization process, including dust pollution and surface water pollution. According to monitoring results from functional sectors at some points in 2024, the values of parameters DO, COD, BOD5, total nitrogen (Total Nitrogen - TN) and total phosphorus (Total Phosphorus - TP) correspond to level D - very bad water level according to water quality classification of QCVN 08:2023/BTNMT. Notably, there are monitoring points at the bridge on Ben Thuy canal (intersection with Hung Vuong Avenue), Bo bridge, and Den bridge in Hac Thanh ward. In addition, the water source at Thanh lake and Dong Chiec lake in this ward also shows signs of pollution due to the influence of domestic, commercial and service wastewater.
Monitoring also shows that the environment in urban areas in the province is also under pressure from civil activities such as the generation of domestic solid waste (CTR) and domestic water. According to review and statistics, in large urban areas, the CTR collection rate is quite high, about 95%. However, in the remaining urban areas, the CTR collection rate is only average. In addition, the rate of CTR treated properly and in an environmentally friendly manner is still low. Current urban CTR treatment technology still focuses mainly on burial and incineration. Most of the landfills receiving urban CTR do not ensure environmental hygiene conditions, often in a state of overload, causing pollution to the soil, water, and air environment in the surrounding area, even seriously affecting the health and life of the surrounding community such as the landfill in Sam Son ward, the landfill in Bim Son ward...
Faced with the above situation, the State management of urban environmental protection has been and is being focused on by the province and relevant agencies with many practical solutions such as: Focusing on the appraisal of environmental impact assessment reports, granting environmental licenses; promoting inspection and handling of violations of environmental protection laws. In particular, the monitoring of environmental components in Thanh Hoa province is carried out regularly, contributing to timely assessment of environmental quality in the province in general and the urban environment in particular. Up to now, the province has invested in 3 automatic monitoring stations including: Air environment monitoring station in Bim Som ward and at the Management Board of Nghi Son Economic Zone and Industrial Parks of the province; Seawater environment monitoring station in Tinh Gia ward. In addition, in the whole province, there are 25 units and enterprises installing more than 100 automatic and continuous monitoring stations (including 26 wastewater monitoring stations; 85 emission monitoring stations).
Along with that, to raise public awareness and socialize urban environmental protection, the province and relevant agencies have also paid attention to training, propaganda and dissemination of legal documents on environmental protection. The forms of communication are increasingly rich and diverse, attracting a large number of community participants such as conferences, seminars, environmental competitions, training, printing documents, billboards, posters, organizing practical activities on the occasion of annual events such as: World Environment Day (June 5), Campaign to make the world cleaner, Clean Water and Environmental Sanitation Week, World Water Day, "Earth Hour" Program...
However, the current environmental pollution situation in some large cities is still a worrying issue, especially the control of waste sources is facing many difficulties because the waste sources belong to many sectors and fields such as transportation, construction, industry, agriculture, etc. This also means that the province and relevant agencies need to implement more solutions to improve the effectiveness of State management in this field. In particular, it is necessary to focus on perfecting policies, laws, and guiding documents of the 2020 Law on Environmental Protection related to urban environmental protection. Prioritize the allocation of resources to install additional environmental monitoring stations; increase the frequency of air environment monitoring in the periodic monitoring program. In particular, Party committees, authorities, and relevant agencies need to step up inspection and examination of the implementation of environmental laws for waste source owners. For each organization and individual, it is necessary to raise awareness and responsibility in protecting the environment, because protecting the environment is protecting our own lives.
