Care and concern for education as the top national policy

On the journey of construction and development, along with the growth of socio-economy, infrastructure, national defense and security... Quang Ninh province always identifies education and training as the top national policy, the decisive factor for sustainable development. In recent years, under the close leadership and direction of the Provincial Party Standing Committee, the Provincial People's Council, the Provincial People's Committee and the responsible coordination of departments, branches, organizations, localities, and the consensus and support of the people, the Quang Ninh Education and Training sector continues to achieve many proud results.

Clear evidence shows that Quang Ninh always values ​​and cares for education and training.   It is a network of schools that have been invested in synchronously and modernly, meeting the learning needs of students from urban areas to remote, border and island areas. The work of building national standard schools has been promoted; the rate of solid classrooms is high; many localities have a system of schools that meet standards in an advanced and modern direction, approaching the level of developed localities in the country. In the 2025-2026 school year, the rate of national standard schools in the province will reach over 91%.

Along with that, the quality of mass education and key education has made remarkable progress and breakthroughs. In the 2024-2025 school year, Quang Ninh continues to be in the top 10/63 provinces and cities (before the merger) with the highest number of national excellent high school students in the country; won 3 regional and international Olympic prizes; in the 2025 high school graduation exam, the average score of Quang Ninh students ranked 12/34 provinces and cities; ranked 13/63 provinces and cities (before the merger) - the highest ranking since the ranking of average high school graduation exam scores of localities nationwide.

Vocational education and continuing education have clearly changed, gradually meeting the requirements of the labor market and the people's lifelong learning needs. The province has also consolidated and improved the quality of universal education at all levels, improving the quality of illiteracy eradication. By the end of 2024, along with 10 other localities in the country, Quang Ninh was honored to be recognized by the Ministry of Education and Training for universalizing lower secondary education level 3, reaching the target many years ahead of the province's target.

In particular, digital transformation in education has created many important steps forward. Many schools have effectively implemented smart classroom models, combining online and face-to-face teaching; applied education management through modern software; and electronic learning materials are enriched day by day by the province's dedicated teachers.

Administrative reform, especially administrative procedure reform, is focused on implementing through reviewing and streamlining administrative procedures, reducing time, creating the most favorable conditions for businesses and people. At the end of the 2024-2025 school year, according to the assessment of the Ministry of Education and Training, 97.6% of educational institutions in the province achieved digital transformation level 2 or higher. In 2024, the Department of Education and Training ranked 3rd in digital transformation results among departments and branches and was awarded a certificate of merit by the Provincial People's Committee.

In the management and direction of teaching and learning, the provincial Department of Education and Training regularly innovates training and professional development in parallel with promoting internal inspection and examination activities, actively overcoming shortcomings and limitations; focusing on overcoming the disease of achievements in learning and examination, which has been supported and highly appreciated by public opinion and people. In recent years, the Department has chaired and advised the province to issue many projects and resolutions to develop, consolidate and improve the quality of education and training.

Along with the policies of the Central Government, the specific policies of Quang Ninh have contributed to narrowing the gap and continuing to improve the quality of education for regions in the province. Most recently, on November 14, at the 33rd Session (special session), the 14th Provincial People's Council passed a series of extremely meaningful resolutions for Education and Training, including: Regulations on policies to support drinking milk at school for preschool children and primary school students studying at educational institutions in the province in the period of 2025-2030; regulations on tuition fees for preschool education institutions, general education institutions, educational institutions implementing public general education programs and tuition support for preschool children, general education students, and students studying general education programs in private educational institutions in the province.

These policies not only reduce the financial burden on parents, improve the quality of teaching and learning, but also strengthen universal education, ensuring equal learning opportunities for children in all regions. Through this, Quang Ninh affirms its determination to create a humane, sustainable education and pioneer in breakthroughs in education and training development, aiming to build a comprehensive, dynamic and creative young generation.

The above results clearly demonstrate the outstanding efforts of the entire team of managers, teachers, staff and students. This result also once again affirms the special and correct attention that the Provincial Party Committee, People's Council, People's Committee, departments, branches and localities of the province have given to the education and training sector.

Director of the Department of Education and Training Nguyen Thi Thuy said: The 2025-2026 school year is a very special school year in the context of holding party congresses at all levels, leading up to the 14th National Party Congress; the first year of implementing Resolution No. 71 of the Politburo on breakthroughs in education and training development; the first year of implementing the Resolution of the 16th Provincial Party Congress and the 14th National Party Congress with many new goals and tasks set out. The education sector continues to advise the province to seriously implement the Central's direction; focus on advising on good management of education and training according to the 2-level local government model; advise on synchronous implementation of solutions to improve the quality of preschool education, general education, vocational education and higher education; focus on narrowing the gap in access to education between regions; further improve the quality of education in disadvantaged areas; pay attention to ensuring security and safety in schools.

In the coming time, the provincial Department of Education and Training will continue to focus on comprehensively developing the qualities, abilities, and physical fitness of learners; promoting moral education, lifestyle, life skills, STEM education, traditional education, education on law observance and civic responsibility for students.

Along with that, continue to advise on preparing conditions for staff, funding, facilities, and equipment to ensure good implementation of educational tasks according to new requirements. Focus on advising and coordinating to ensure the quantity, quality, and structure of the teaching staff; soon end the shortage of teachers; advise on making English the second language in schools and teaching Chinese in areas bordering China; well implement the organization of exams according to the school year plan. Continue to coordinate with localities to advise on building and improving the quality and quantity of national standard schools; maintain and improve the quality of universal education - eliminating illiteracy; strongly implement digital transformation in the field of education and training...
