
On the morning of September 18, the No. 2 Supervisory Delegation of the City People's Council conducted a thematic supervision of the implementation of legal regulations in state management of drainage and urban wastewater treatment in Hong Bang ward.
Vice Chairman of the City People's Council, Head of the delegation Nguyen Khac Toan emphasized that Hong Bang ward is an urban area with special characteristics, so when renovating drainage and wastewater treatment infrastructure, it is necessary to carefully calculate reasonable solutions and plans to both solve the "flood problem", be consistent with the general development orientation, and preserve ancient architectural values.
The ward urgently reviews and adjusts the local planning, and establishes a new planning project at the same time as the Master Plan for Hai Phong City after the merger. In the new planning, it is necessary to pay attention to the drainage system, wastewater collection and treatment, and separate the surface water and wastewater collection systems to minimize environmental pollution and reduce pressure on the city's wastewater treatment plants.
Regarding the proposal and recommendation of Hong Bang ward, the Vice Chairman of the City People's Council requested the Committees of the City People's Council and relevant departments and branches to receive and synthesize the report at the year-end meeting of the City People's Council; advise the City People's Committee on investment programs and projects, and resolve appropriately.

The drainage network in Hong Bang ward is mainly concentrated in the old urban area. The investment in the construction of the drainage system is not synchronous, the sewer cross-section is small. Most of the drainage sewers were built before 1954, the rest were built from 1968 to 1982, up to now, some sewers are degraded and damaged. The regulating lakes have small capacity, not enough to store rainwater.
The current construction elevation is low, so flooding often occurs during heavy rains or high tides, including some "hotspot" areas such as Minh Khai, Bach Dang, Ly Tu Trong, Nguyen Tri Phuong, Hung Vuong streets, the area south of National Highway 5, the area under Lac Long bridge...
In Hong Bang ward, there is no plan to build a centralized wastewater treatment plant. The current drainage network is also a common network that receives both rainwater and wastewater. Most of the wastewater is treated through a 3-compartment septic tank system, then flows into the general drainage system of the area. Part of the wastewater from some routes in the central area of the city is collected and treated at Vinh Niem Wastewater Treatment Plant. In newly developed or planned urban areas, wastewater is collected and treated according to separate projects.

Hong Bang Ward proposed that the city pay attention to investing in the construction of a synchronous rainwater and wastewater drainage system. The Department of Construction directed the Hai Phong Drainage One Member Co., Ltd. to regularly maintain and renovate the drainage system on main routes in the area, especially locations that are prone to flooding.
