In the 2020-2025 term, despite being affected by many factors, especially the Covid-19 pandemic and global economic fluctuations, Quang Ninh still maintained a high growth rate, with budget revenue always being among the top in the country. In particular, planning, construction and infrastructure development have made a clear mark, becoming the foundation to promote the province's new development space.
According to the report of the Department of Construction, 100% of districts, towns and cities (old) have approved plans; the average coverage rate of urban zoning plans is 67.5%, higher than the national average (about 55%); 100% of communes meet new rural standards; planning projects are increasingly of high quality, meeting the requirements of green, smart urban development, adapting to climate change.
In particular, Quang Ninh is one of the few localities that has all 5 types of transportation, including: Road, railway, sea, inland waterway and aviation, creating a multi-modal, synchronous, regional, national and international infrastructure system. The completion of the Van Don - Mong Cai expressway helps Quang Ninh become the only province with a highway network of over 176km, directly connecting with Hanoi and key economic centers in the North.
Many iconic projects have changed the face of the province's development space: Cua Luc 1 and 3 bridges, Ha Long - Cam Pha coastal route, upgrading Van Don international airport, expanding the seaport system, logistics... All have created a modern infrastructure system, expanding space, shortening distances, enhancing connectivity and development spread.

To achieve the goal of becoming a centrally-governed city before 2030, Quang Ninh has determined that “planning must come first, traffic must be paved”. This is the strategic orientation of the whole province in the new period.
Accordingly, the province continues to improve the quality of planning work on the basis of the Provincial Planning for the period 2021 - 2030, with a vision to 2050, not only stopping at orienting development space but also having a vision to forecast and anticipate the trend of smart cities, green cities, developing according to the TOD model (public transport-oriented urban). Along with that, Quang Ninh promotes digital transformation in planning, builds a synchronous and unified database for the whole province; strengthens regional and intra-regional linkages to expand development space according to the 2-level local government model - both streamlined and effective.
One of the key tasks is to develop a synchronous, modern infrastructure, connecting intra-regional, inter-regional and international. The province is determined to focus on effectively implementing Decision No. 368/QD-TTg (dated May 4, 2024) of the Prime Minister on approving the Red River Delta Planning for the 2021-2030 period, with a vision to 2050. On that basis, Quang Ninh plays a central role in the economic corridors Hanoi - Hai Phong - Quang Ninh, the coastal corridor of the Gulf of Tonkin from Mong Cai to Ninh Binh and the National Highway 18 corridor (Noi Bai - Ha Long). At the same time, speed up the progress and complete a number of key national transport infrastructure projects with regional connectivity, digital infrastructure, urban infrastructure, urban transport projects, belt routes, radial axes, static transport systems; the Hanoi - Ha Long high-speed railway; Completely resolve traffic congestion and flooding; coastal road phase 2, Yen Vien - Cai Lan - Mong Cai railway; regional connecting bridges, logistics infrastructure, renewable energy center, digital infrastructure...
Comrade Bui Hong Minh, Deputy Director of the Department of Construction, said: The synchronous investment in technical infrastructure and social infrastructure not only meets the development needs of industrial parks and new urban areas but also contributes to building Quang Ninh into a modern service - industrial center and an international tourist center of the North.

Along with infrastructure development, Quang Ninh focuses on completing a multi-polar urban chain, developing in a civilized, modern, green and sustainable direction. The focus is on expanding urban space to the North of Cua Luc Bay, forming central urban areas linked with inter-regional infrastructure, aiming to fully meet the criteria of a centrally-run city before 2030. To do that, the province focuses on perfecting mechanisms and policies to attract investment, encourage socialization in infrastructure development; at the same time, strengthen planning supervision, manage architecture and infrastructure, overcome the situation of arbitrary planning adjustments, improve the effectiveness and efficiency of state management in the construction sector.
In particular, the province is also advocating the simultaneous implementation of projects to upgrade infrastructure systems in existing residential areas, ensuring that each village and neighborhood has a playground and outdoor community space. In practice, over the past many years, the movement of "the state and the people working together" in Quang Ninh has spread strongly, especially in the people voluntarily donating land, dismantling fences and auxiliary works to build roads, expand roads, build urban and new rural infrastructure...
Up to now, the movement is not only a symbol of consensus but also an important factor in promoting infrastructure development and improving people's quality of life. Highlights: The old Ha Long City implemented Resolution 21/NQ-TU (dated December 31, 2020) of the Ha Long City Party Committee on investment, renovation and upgrading of infrastructure in residential areas and urban areas formed before 2005 in the area. More than 3,450 households voluntarily donated about 41,518m² of land, along with dismantling works and fences, equivalent to the value of land and works of about 280 billion VND . Among them, there are households donating hundreds of square meters of "golden land", such as Mr. Pham Van Khoi's household (Hung Thang ward) donating over 500 square meters of land, worth 10.5 billion VND, to build roads, sewer systems connecting residential areas...From the combination of local budget sources and active contributions from people, about 200 projects have been completed, with a total investment of over 1,330 billion VND; mainly renovating and upgrading traffic infrastructure, cultural houses, entertainment areas...
The movement of people donating land for road construction has also spread to many localities across the province. The completed projects have contributed to gradually solving the flooding situation in many areas, ensuring traffic safety, improving the quality of life of the people; bringing a new look to the areas, in line with the orientation of building Quang Ninh province into a modern and civilized urban area.
Attending the meeting of the Party Cell of Ward 5, Quang Hanh Ward on October 3, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, shared information about the province's policy that each village and ward must have cultural institutions and outdoor community activity spaces to serve the people. Currently, the Provincial Party Committee has assigned the Provincial People's Committee to direct the People's Committees of wards and communes to review surplus public land funds to invest and renovate them into cultural works and community activity spots to create conditions for people to enjoy. This is a great policy to improve the quality of life of the people, create new development spaces, and create new growth drivers. Agencies and units must further strengthen propaganda and dissemination work, making this policy truly a movement that is widely responded to throughout the province. Thereby, contributing to affirming the effectiveness of the 2-level local government model; create an atmosphere of trust and excitement among the people to join hands and unite to successfully implement the Resolution of the 16th Congress of the Quang Ninh Provincial Party Committee for the 2025-2030 term.
