Care and support workers in finding new jobs

The process of reorganizing, merging the organizational apparatus, and streamlining the payroll of the current political system will cause a significant number of cadres, civil servants, public employees (CBCCVC), and workers in the public sector to leave their positions and move to the private and non-state labor sectors. How to help this group of workers quickly access and integrate into the new working environment and conditions, in addition to the efforts of the workers themselves, requires active attention from many sides.

Difficulty in changing work environment

Among those who quit their jobs in state agencies when implementing the current arrangement and merger, many are still of working age, especially for non-professional cadres at the commune level. When they quit their jobs in state agencies, they will have to make efforts to find new job opportunities in the private sector. Ms. Lai Thi C. (residing in Chau Cau ward), is one of the non-professional cadres of a ward in Phu Ly city. When she learned that the team of non-professional cadres at the commune level would have to end their activities when implementing the organization of the two-level local government apparatus, she was quite sad. Once an enthusiastic and dynamic union cadre in the locality, now having to quit her long-loved job, she could not help but feel sad. But then she thought that she was still young, so she certainly had the opportunity to find a new job. With a university degree, after only a short time of looking for job opportunities in companies and businesses in the area, she was recruited by a private enterprise. The current salary that the company pays her is even higher than when she worked at the ward People's Committee. She has also quickly caught up with the job thanks to her thorough training and the knowledge and soft skills she acquired while working in the State administrative agency.

However, not everyone is as lucky as Ms. C... Ms. Luong Thi T. (residing in Le Hong Phong ward, Phu Ly city) is also a non-professional commune-level official. Knowing early that she would be subject to layoffs when the commune-level administrative units are merged, for a few months now, she has been applying for jobs at a number of local businesses but has not found a suitable job. If she worked seasonally, it would be easy, because companies regularly accept workers of many ages, but she wants a stable job position that suits her expertise. With this requirement, she has not yet found a suitable business and is still struggling to know what to do. Ms. T. said that if she cannot find a new suitable job, she will use the money the State provides for her layoff to open a grocery store at home, both conveniently taking care of her family and creating a new job for herself.

For some people who retire under Decree 178/2024/ND-CP and Decree 67 of the Government "on policies and regimes for civil servants, employees and armed forces in implementing the organization of the political system", when they have 5 to less than 10 years of work left before reaching retirement age, and are in good health, they still want to have a job to earn more income, but job opportunities for people in this age group are quite difficult.

According to statistics from the Department of Home Affairs, the province has currently reviewed, approved and resolved the regime for 138 cases of employees in state agencies (government sector) who requested leave under Decree 178/2024/ND-CP and Decree 67/2025/ND-CP. Of which, funding has been approved for 97 people with a total amount of over 88 billion VND. The number of people who will continue to be subject to policies under Decree 178 and Decree 67 by the end of 2025 is expected to be nearly 600 people with a payment amount of over 655 billion VND. For the party and mass organizations, 37 cases of leave under Decree 178 and Decree 67 have been resolved. The whole province has 979 non-professional cadres at the commune level; 1,272 people are non-professional cadres at the village and residential group level. According to the roadmap, from August 1, the activities of non-professional cadres at the commune level will have to end. Currently, there are 14 cases of full-time cadres at the commune level that have had their retirement allowance approved by the province due to the reorganization of commune-level administrative units in the period 2023-2025.

The arrangement, streamlining of the apparatus and staffing is a correct policy of the Party and the State to continuously improve the efficiency, effectiveness and performance of the apparatus of public agencies. The initial difficulties for the public employees when leaving the public sector to the private sector are inevitable, some even have great difficulty integrating and finding new suitable jobs. This is an issue that requires the attention and participation of the authorities and functional sectors.

Need connection and support from functional sectors

Faced with the reality of surplus public sector workers due to restructuring, mergers and reorganizations, the private sector (enterprise sector) is still "thirsty" for high-quality labor. Discussing this issue, Ms. Pham Thi Hue , Head of the Employment Department (Department of Home Affairs) said: In the past, the sector has reviewed and determined the target for new job creation in the 2025-2030 period to be 125,000 people; on average, new jobs will be created for 25,000 people each year in both the public and private sectors; the rate of trained workers will reach 80% by 2030. To solve the "problem" of employment for workers in the current period, the sector has proposed many solutions such as: promoting the dissemination of policies and laws of the Party and State, policies and guidelines of the province on labor and employment to local Party committees and authorities; strengthening the connection between labor supply and demand.

At the same time, strengthen the implementation of the Provincial People's Committee's Decision "Approving the Project on lending to support job creation, maintaining and expanding employment in Ha Nam province for the period 2022-2025" and Decree 61/2015/ND-CP of the Government regulating policies to support, create jobs and the National Employment Fund; promote the implementation of the Program for workers to work abroad under a cooperation agreement contract to send workers to work seasonally in Korea...

The solutions of the functional sector have partly helped workers find better job opportunities. However, currently, many enterprises in industrial parks, although regularly posting recruitment notices, have not yet solved the "problem" of labor shortage. Discussing this issue, Ms. Tran Thi Thu Ly, Deputy Director of the Provincial Employment Service Center, said: There are many reasons for the above situation, partly because workers are not really interested in the enterprise, and still have the mindset of looking at other mountains from this mountain, so they do not choose and stick with the enterprise for a long time. On the enterprise side, due to the treatment regime and working conditions in some enterprises not meeting the needs of workers, there is an unstable labor situation in the enterprise.

To help workers access job opportunities, the Provincial Employment Service Center regularly coordinates to open job fairs on the 15th of every month; opens mobile, specialized job introduction sessions in localities and enterprises to connect workers and enterprises, creating conditions to solve the "supply - demand" of labor. According to statistics, since the beginning of the year, the center has provided job counseling, vocational training, and labor export for 13,760 people; introduced jobs for 6,749 people. Through 11 consultation sessions, the center has provided counseling for 1,900 people; introduced jobs for 1,132 people...

The efforts of the relevant authorities have partly helped workers access and find suitable jobs. However, to meet the supply and demand of labor in the current period and the following years, more efforts are needed from many sides, helping to solve new jobs as well as change the career of workers to achieve good results, opening up opportunities for workers to work in a more stable and sustainable environment.
