At Component Project 1 - Coastal Road, the Project Management Board said that, up to now, Component Project 1 has approved the compensation plan for site clearance of 72.8/80 km (reaching 91%), of which the area of land handed over is 71.53/80 km (reaching 89.4%).
Currently, the bidding packages are being implemented simultaneously, in which the bridge, culvert and drainage works on the site have been basically completed. However, the current difficulties are mainly due to the construction being interrupted due to problems with resettlement, land compensation, support for farms, etc.

At Component Project 2 - Nhat Le 3 Bridge and the roads at both ends of the bridge, currently, site clearance work for items related to the technical infrastructure of the Nhat Le 3 Bridge resettlement area and the roads at both ends of the bridge is being implemented in phases.
For affected households and organizations, many cases have completed inventory, publicized and approved compensation plans. However, the implementation process still faces some difficulties due to problems related to land origin, compensation price, inheritance disputes, disagreements from households in the affected area, etc.
Currently, the Project Management Board is still closely coordinating with localities, consulting units, investors and relevant agencies to organize inventory, measure and adjust, publicize plans, receive opinions and continue to mobilize and propagate to remove obstacles, ensuring project implementation progress according to the set plan.
Conducting field inspections and grasping the situation, Vice Chairman of the People's Committee of Quang Binh province Doan Ngoc Lam requested departments, branches and localities to strengthen close coordination, synchronously deploy solutions to remove obstacles; focus on accelerating the progress of each resettlement area; urgently complete and arrange sufficient land funds, ensure allocation for affected households; continue to promote propaganda, mobilization, meetings and dialogues with each household to create consensus.
Vice Chairman Doan Ngoc Lam also noted that in cases where the prescribed policies and regulations have been fully applied but there is still no consensus, appropriate measures should be considered to support construction and ensure the overall progress of the Project.
It is known that Component Project 1 - Quang Binh Coastal Road has a total investment of nearly 2,200 billion VND. The project is assigned to the Department of Transport (now the Department of Construction of Quang Binh) as the investor. The project is more than 80 km long, with implementation time from 2021 to 2026. To implement this project, the total land area to be recovered is nearly 200 hectares, affecting 1,049 households and 37 organizations.
Component project 2 - Nhat Le 3 bridge is invested by the Department of Planning and Investment of Quang Binh (now the Department of Finance after the merger). The project has a total length of 2.817 km, with a total investment of 1,300 billion VND. The implementation period is from 2022 to 2026. In this project, the Nhat Le 3 bridge is expected to be completed in August 2025 and the road is expected to be completed by the end of the year.
