According to Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu, currently both component projects of the Coastal Road Project and Nhat Le 3 Bridge are facing many difficulties and problems in site clearance, affecting the overall progress of the project. Therefore, localities need to urgently speed up the progress of site clearance to soon hand over the clean site to the investor and construction unit before this year's rainy and stormy season.
The Vice Chairman of the Quang Tri Provincial People's Committee directed and assigned the Department of Construction to act as the focal point to coordinate with relevant departments, agencies, units and localities in resolving difficulties and problems, especially in implementing land acquisition and site clearance work. At the same time, it is necessary to organize meetings with households to reach consensus on the compensation plan; urgently complete the plan formulation, complete compensation and site clearance for cases where land acquisition notices have been issued in September 2025.

"For households that agree to the compensation plan, we will promptly pay them so that they can hand over the land soon; for households that do not agree, we need to continue to organize meetings to discuss and explain to the people, and then coordinate the implementation. If households continue to disagree, we will take measures according to regulations," Vice Chairman Phan Phong Phu emphasized.
Regarding the construction of resettlement areas in the two component projects, Vice Chairman Phan Phong Phu requested that investors speed up the implementation progress according to the set plan, ensuring a good life for people.
It is known that the Coastal Road and Nhat Le Bridge 3 Project consists of 2 component projects. Of which, Component Project 1 - Coastal Road is invested by the Department of Construction of Quang Tri province. The project has a total investment of 2,487 billion VND, including 3 sections with a total length of more than 80 km. The project is implemented from 2021 - 2026, in which the on-site construction part starts from April 1, 2022.
Mr. Hoang Dang Cuong, Deputy Director of Quang Tri Department of Construction, informed that currently, the compensation plan for site clearance has been approved for the route with a length of 75.72/80 km (reaching 94.64%), in which the area of land handed over is 73.95/80 km (reaching 92.4%).
Regarding progress, the project is currently implementing the construction of all project packages on the handed-over area of 73.85/80 km (reaching 92.3%). "Currently, the project has basically completed the bridge and drainage works on the handed-over area with the value of construction contracts implemented to date being 780/1,529 billion VND. It is expected that the project will be completed in 2025 if the entire area is handed over," said Mr. Hoang Dang Cuong.
For Component Project 2 - Nhat Le 3 Bridge and roads at both ends of the bridge, the project is invested by Quang Tri Department of Finance with a total investment of 1,300 billion VND.
Mr. Le Hoa Son, Deputy Director of Quang Tri Department of Finance, said that the project started construction on site from May 22, 2023 and is expected to be completed in 2026.
According to Mr. Son, regarding the site clearance situation, the project has completed site clearance of 10.28/15.33 hectares, reaching 67.06%. Currently, there are 5.05 hectares in Dong Hoi ward undergoing site clearance.
Regarding construction progress, the project has completed the entire Nhat Le 3 bridge's lower section and installed the steel arch. Currently, the contractor is installing the steel arch cable; railings and upper bridge structures (reaching about 85% of the volume). The bridge section is expected to be completed in September 2025.
For the project of Technical Infrastructure for the resettlement area of Nhat Le 3 Bridge and the road at both ends of the bridge, the total area to be recovered is 3.24 ha. Currently, the project has completed the site clearance of 1.73 ha; the remaining 1.51 ha is being continued to be cleared. The project aims to relocate 18 households subject to resettlement.
