Accordingly, the specific timelines for preparations for site clearance (GPMB) as well as compensation, support and resettlement and the groundbreaking of resettlement areas on August 19 have been clearly stated by the People's Committee of Quang Tri province as follows.
Specifically, construction of resettlement areas and cemeteries will start from July 1, 2025 and be completed before November 30, 2026. Hand over land acquisition and clearance piles from January 1, 2026 and be completed before August 6, 2026.
Regarding compensation, support and resettlement for project implementation, field measurement, preparation and completion of measurement records will start from January 6, 2026 and be completed before August 11, 2026. Issuance of land recovery notices will start from February 5, 2026 and be completed before September 10, 2026.
Organize investigation, survey, measurement, counting, and make a land acquisition plan starting from February 15, 2026 and completing before September 20, 2026. Organize public disclosure, collect opinions, and end public disclosure of the land acquisition plan starting from March 17, 2026 and completing before October 20, 2026.
The organization appraises and approves the land acquisition and clearance plan starting from April 16, 2026 and completing before November 19, 2026. The organization pays the land acquisition and clearance money starting from April 17, 2026 and completing before November 20, 2026.
The organization of land allocation for resettlement will start from April 27, 2026 and will be completed before May 27, 2026. Land acquisition for project implementation will start from April 27, 2026 and will be completed before November 30, 2026.

For the construction of resettlement areas and cemeteries, the work of reviewing and proposing resettlement areas and cemeteries must be completed before July 20, 2025. The selection of locations for resettlement areas and cemeteries must be completed before August 15, 2025. The planning of resettlement areas and cemeteries must be completed before September 14, 2025. The preparation, appraisal and approval of investment projects must be completed before November 13, 2025. The preparation of plans for site clearance for resettlement areas and cemeteries (if any) must be completed before January 12, 2026.
Construction of resettlement areas and cemeteries (including infrastructure...) must be completed before April 27, 2026. Land allocation for resettlement subjects and grave relocation must be completed before May 27, 2026.
People will build houses and relocate tombs within the project's affected area, to be completed before November 23, 2026. Hand over the site (of households subject to resettlement) to be completed before November 30, 2026.
For the resettlement areas selected by the Provincial People's Committee to start construction on August 19 in Dong Son ward, Ba Don ward and Quang Trach commune, the implementation (including preparation, appraisal, approval, and announcement) of the planning (detailed planning or master plan) will begin from July 10, 2025 to July 25, 2025. Prepare and issue land recovery notices to implement resettlement projects, to be implemented immediately after the planning work is completed.
Organize the preparation, appraisal and approval of the investment construction feasibility study report from July 10, 2025 to August 6, 2025. Environmental procedures from July 15, 2025 to August 5, 2025. Organize the preparation, appraisal and approval of construction drawing designs from July 25, 2025 to August 15, 2025. Organize the implementation of compensation and resettlement support work, starting immediately after the construction drawing design is approved.
Organize contractor selection and start construction from August 9, 2025 to August 17, 2025. Organize land recovery and land allocation for land areas managed by the People's Committee at the commune level to have a basis for starting construction; organize construction from August 11, 2025 to August 19, 2025.
According to the People's Committee of Quang Tri province, in the process of implementing the above tasks, the investor performs tasks within its authority such as: preparing and approving plans for selecting contractors for bid packages; selecting contractors... in accordance with the above-mentioned progress milestones; the above tasks are performed simultaneously.
Quang Tri Provincial People's Committee assigned the Department of Construction to monitor and urge the implementation of the Plan to ensure the progress of site clearance according to plan. Proactively arrange human resources, shorten the time for appraising the investment construction feasibility study report, appraising construction drawings and giving opinions on planning work.
Assign the Department of Agriculture and Environment to proactively review and guide the People's Committees of communes and wards to carry out procedures related to environmental impact assessment and environmental licenses; minimize the time for appraisal and approval of environmental impact assessment reports, especially for projects selected to start construction on August 19, 2025.
Assign the Department of Finance to proactively advise on capital sources, arrange capital... to carry out compensation and resettlement support work, first of all, resettlement area and cemetery projects.
Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam said: "In the coming time, the locality's tasks are extremely heavy, important and urgent. In order to effectively carry out the project's site clearance task, the Provincial People's Committee has directed departments, branches, units and localities to continue to promote a high sense of responsibility, deploy work quickly, drastically and decisively. The implementation of tasks must ensure 6 things: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
