Mr. Nguyen Phuc Nhan, Director of the Department of Construction of Quang Ngai province, said that the Department is actively coordinating with the Railway Project Management Board and related units under the Ministry of Construction to propose adjustments to some important contents related to the route and station location of the North-South high-speed railway project passing through the locality.
The Department of Construction has advised the Provincial People's Committee to send many documents to the Ministry of Construction, based on field inspection and comparison with the project boundary records prepared by the consulting unit in the pre-feasibility study report.
In particular, the Department of Construction of Quang Ngai found that the proposed project boundary passes through 3 resettlement areas that have just been invested in and built under the Quang Ngai - Hoai Nhon and Da Nang - Quang Ngai expressway projects, so there will be many resettlements, greatly affecting the lives of people in the newly built resettlement areas.
In addition, the route also passes through the Hiep Pho Nam tunnel relic site, the administrative headquarters, the martyrs' cemetery, the school and the central market of Nghia Hanh commune. At the same time, it cuts through two large reservoirs in Binh Son commune, affecting the landscape space and water source safety.
Therefore, the Department of Construction proposed that the People's Committee of Quang Ngai province recommend that the Ministry of Construction study and direct local adjustments to the route to minimize the impact on the lives of people in newly built resettlement areas, to minimize multiple resettlements and to limit crossing densely populated areas, historical sites, and local administrative headquarters.
Regarding the station location according to the Pre-Feasibility Study Report, the Project is not consistent with the general planning of Quang Ngai city until 2040, and at the same time, it overlaps with Phuong Thao Seafood Processing Factory in Quang Phu Industrial Park, so it is not convenient for organizing traffic connection and affects the production and business of factories in the Industrial Park.
Therefore, the Quang Ngai Department of Construction proposed to adjust the station location to the border area between Nghia Lo ward and Nghia Giang commune (near the intersection of Truong Chinh and Le Duan streets according to the planning, very convenient for organizing connecting traffic) to comply with the approved planning and facilitate the organization of connecting road traffic.
In addition, the railway also overlaps with the scope of the Quang Ngai - Hoai Nhon expressway project in Mo Duc commune, especially the section through expressway tunnel No. 1, only 100 - 150m from tunnels No. 2 and 3, and intersects two expressway intersections in the South of Quang Ngai, causing the risk of serious infrastructure conflicts during the construction and operation phases.
Regarding this issue, the Department of Construction proposed to review the project boundary to limit overlap and intersection with the Quang Ngai - Hoai Nhon expressway under construction, ensuring effective exploitation of the investment of the two projects.
In addition, the Department of Construction also recommended that the Ministry of Construction direct the Railway Project Management Board to promptly determine and provide field clearance boundary records so that localities have a basis for implementing compensation, support and resettlement work to ensure progress according to the Project's Master Plan approved by the Government.
